Regular Meeting: Present: Albert J. Boro, Mayor San Rafael City Council Paul M. Cohen, Councilmember Cyr N. Miller, Councilmember Gary O. Leoncini, City Clerk OPEN SESSION – COUNCIL CHAMBER – None. CLOSED SESSION – CONFERENCE ROOM 201 – None ORAL COMMUNICATIONS OF AN URGENCY NATURE:8:02 PM a) Charitable Giving: - File 102 x 7-4 x 9-3-11 Sherry Mason reported that on Saturday, April 23, as Chair of the City of San Rafael Employee Charitable Giving Committee, she accepted the President’s award from the Girl Scouts of San Francisco Bay Area, and with great pleasure she in turn wished to present it to City Manager Rod Gould. She indicated that Mr. Gould was the original founder of the committee and had been instrumental in supporting them each year in all their endeavors. She presented the award to Mr. Gould, expressing thanks for his facilitating all City employees to give back to the community in which they serve. Mr. Gould reported that on Saturday last those present this evening, Sherry Mason, Stephanie Lovette and Diana Toci, together with a dozen other City employees, worked on the home of a disabled gentleman, completely repainting and redoing the landscaping, etc., as part of Rebuilding Together. He stated that Sherry Mason had been the leader behind the City’s involvement in Rebuilding Together, aka Christmas in April, for the past five years. He noted Stephanie Lovette was always present and Diana Toci helped his son clean out the pantry on Saturday. Indicating that it was the employees who expended the time on this committee, Mr. Gould stated they contributed portions of their salary and volunteered time to a wide range of philanthropic endeavors, including the Girl Scouts, and they deserved the credit. Mayor Boro congratulated and thanked all concerned for their great work. b) Conflict in Iraq: - File 9-1 John Jenkel, Sebastopol, invited Council support to help end the conflict in Iraq. PRESENTATION OF RESOLUTION OF APPRECIATION TO SUPORN LIN, CHILD CARE INSTRUCTOR II, EMPLOYEE OF THE QUARTER ENDING MARCH, 2005 (CS) – FILE 102 x 9-3-65 x 7-4 Mayor Boro explained that each quarter an Employee of the Quarter, selected by City employees, is honored, and Suporn Lin was the recipient for the first quarter of 2005. Mayor Boro noted that Suporn had worked in Child Care since 1987, almost eighteen years, in a program he believed to be one of the greatest success stories in the City of San Rafael. He stated that the Resolution of Appreciation addressed the many things she had done, both as a teacher and student, noting she continued to take college courses and attend conferences while already holding a Master’s Degree in Early Childhood Education. She had formed a classroom built on patience and friendliness, resulting in team teaching with her assistant teacher for fifteen years. Mayor Boro indicated the Resolution also stated she had stepped in as Acting Director for over a year, all the while handling her usual classroom work, and while Suporn had many ways of showing appreciation for others, her colleagues’ favorite was the delicious Thai lunches. From the Resolution Mayor Boro quoted: “Suporn has a delightful outlook on life, which makes it a pleasure to work with her. We all benefit from having her in our daily lives.” On behalf of the City Council, City employees and the citizens of San Rafael, Mayor Boro congratulated and thanked Suporn Lin on being selected Employee of the Quarter for the first quarter of 2005. Suporn Lin thanked Community Services Director Carlene McCart and her co-workers for their help and support, indicating she had learned a lot from them, appreciated them and really enjoyed working with them for so many years. COUNCILMEMBERS REPORTS: 13. a) Sharon Andrus: - File 9-3-86 x 9-3-11 City Manager Rod Gould reported that Sharon Andrus indicated today that further surgery was scheduled following the horrendous accident in which she was involved on Thursday last. He stated her spirits were good and she appreciated all the well wishes being received from her colleagues at the City. Mr. Gould noted she had a good attitude and was a fighter and while her convalescence would be lengthy, she would return to the City. Potential Encroachment Issue on Bell Avenue: - File 9-1 x 9-3-40 b) Councilmember Cohen noted each Councilmember had received a couple of letters concerning the property line and potential encroachment issue on Bell Avenue, and indicated he would appreciate receiving an update from staff. Legislative Issues: - File 116 x 9-1 c) Councilmember Cohen stated he had been on a conference call at 5:00 p.m. today with Senator Don Perata and reported that the Senate Committee on Transportation was preparing to discuss a measure tomorrow. He indicated they were likely to propose pulling the $25 billion High Speed Rail Bond, which was anticipated to go on the next statewide ballot, replacing it with a $10 billion Transportation Bond Measure statewide. Assuming this continued to move through the process, Councilmember Cohen requested it be placed on the City’s Legislative agenda. Albeit, without specific dollars immediately for San Rafael, he believed it would affect Bay Area transportation funding. In its absence, the Bay Bridge and other major projects would receive the available dollars San Rafael might otherwise be able to obtain. He believed it would have importance for San Rafael regardless of a specific project, and favored the City giving consideration to its support. Responding to Mr. Gould’s inquiry as to which election was being considered, Councilmember Cohen stated it was an open question currently; however, he believed it would be the next available statewide election, either in November of 2005 or June of 2006.
