12,000 residents live within 0.5mi of Channel
High density, Canal neighborhood is a federally designated

2/3 of the City’s sales tax revenue comes from Channel-adjacent

3 San Rafael Police and Fire boats operate on the Channel
1,350 incidents in the last 15 years
Channel’s turning basin is a critical water pick up for adjacent hillside
fires
Entire Canal neighborhood is below sea level

The Canal is a 2.5 mile federal
waterway comprised of two
segments:
60 foot wide Inner Channel
extends from the Grand Ave.
Bridge to Pickleweed Park
The Outer Channel (“Across
the Flats”) is 100 feet wide,
extending from Pickleweed
Park to the Marin Islands.

DREDGING HISTORY AND PURPOSE
Federally authorized in 1918, the US Army Corps of Engineers
(USACE) has dredged 13 times since 1930
2002: last full dredge of entire Canal
2011: Partial dredge (did not include inner channel)
City Council, County Supervisors Dennis Rodoni and Damon
Connolly, Congressman Jared Huffman, Friends of the Canal,
and several community stakeholders advocated for Federal
funding to dredge the Canal.
FY 2020: $1.378m for environmental testing and design
FY 2022:$6.750m in President’s budget for dredging

UMBRELLA PERMITTING
To complement the Federal
dredge, City staff solicited
private property owners to join
an “umbrella permitting” effort
to dredge their individual
parcels.
City would also cover the
permitting and dredge costs for
eight City owned parcels.

•City staff and consultant surveyed property owners of 163 parcels located on
San Rafael Canal to join an umbrella permitting and dredge effort to
complement the Federal dredge. Property owners of 101 parcels agreed to join
the umbrella permit.
July 2021
•San Rafael Creek Dredging funded for $6,750,000 in Congressional omnibus bill.
March 2022
•USACE awarded the Federal channel dredging contract to Camenzind/Dutra.
City Staff soon after solicited a bid from Dutra for the City’s individual parcel
dredge project, to be conducted simultaneously with the Federal dredge project.
June 2022
•City Staff notified the property owners of 101 parcels of the estimated cost for
dredge and permitting.Property owners of 29 parcels selected to participate in
the City’s dredging project with Dutra, agreeing to reimburse the City for all
costs associated with permitting and dredging their individual parcel.
•Dredging construction expected to begin in October 2022.
September 2022
RECOMMENDED ACTION: APPROVE RESOLUTION
Staff recommends authorizing the Construction agreement with Dutra in a not-to-exceed amount of $3,468,000.
$649,200 will cover the permitting and dredging costs for the City’s eight parcels.
$2,818,800 would be reimbursable expenses paid for by individual property owners.
