HomeMy WebLinkAboutPW Master Services Agreement; Task Order No. 87 HSIP & SS4A Grant Application AssistanceCity of San Rafael MASTER CONSULTANT SERVICES AGREEMENT DATED MAY 20, 2022 WITH ADVANCED MOBILITY GROUP (AMG) TASK ORDER NO. 87 Transportation Discipline Project title: HSIP and SS4A Grant Application Assistance Contract Amount: $15,800 THIS TASK ORDER is entered into on Odo %►fir , 202g- between the City of San Rafael, a municipal corporation ("City"), and Advanced Mobility Group (AMG), ("Consultant"). RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated May 20, 2022 under which Consultant has agreed to perform certain professional consulting services for the City; and B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain tasks as set forth in this Task Order, which constitute the Project; NOW, THEREFORE, City and Consultant agree as follows: AGREEMENT 1. Scope of services. Consultant shall provide any and all of the services set forth in Exhibit A of this Task Order, dated July 25, 2022, as directed by the City. Joy Bhattacharya shall be the Project Manager for Consultant for this Task Order. Additional professional services may be performed by other Consultant staff with prior notice and approval by City. a. City's duties. The City will: (1) Determine the scope of services, as set forth in Exhibit A. (2) Make available the project plans and specifications and other City data related to the project, including full information as to the City's requirements. (3) Designate Rafat Raie as the person at the City responsible for monitoring performance under this Task Order. b. Consultant duties. The Consultant will: (1) Provide and perform tasks identified in Exhibit A, Scope of Services. (2) Provide miscellaneous consulting and other services related to the Project and not stipulated elsewhere in this Task Order, when requested by the City in writing. A Task Order Amendment is required if these additional services cannot be performed within the Task Order budget. Rev. May 2021 City of San Rafael Master Consultant Services Agreement Task Order 2. Date of completion; Work hours estimate; Cost estimate and budget, Fee schedule. With regard to each project given to Consultant that is subject to this Task Order, the time of completion, work hours estimate, cost estimate and budget and fee schedule are set forth in Exhibit A to this Task Order. Authorization to proceed. The City will give Consultant authorization to proceed with the work specified in this Task Order only after Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the Agreement. 4. Master Agreement terms, Conflicts. Except as expressly otherwise provided herein, all terms of the Agreement shall apply to Consultant in the performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the Agreement, this Task Order shall control. 4. Amendment of Task Order; Conflicts. Except as provided in Section 1(b)(2) above, this Task Order may not be modified except by an Amended Task Order executed and approved in the same manner as the Task Order. Signatures. May 2021 fT Exhibit AADVANCED AMG MOBILITY MOBILITY GROUP Date: July 25, 2022 Rafat Raie Rafat.raie@cityofsanrafael.org Subject: Proposal for developing Grant Application Packages for Second Street Safety and Technology Improvements Project Dear Rafat This letter summarizes the professional services that Advanced Mobility Group (AMG) will provide in a timely and efficient manner to assist the City of San Rafael with the grant proposals for the Second Street Safety and Technology Improvements Project. Project Scope AMG's scope of work specifically includes: 1. Kick-off meeting to discuss and finalize a. Project components b. Countermeasures c. Project's eligibility for HSIP Cycle 11 and Safe Streets and Roads for All (SS4A) Grant Program 2. Concept drawings for the project 3. Planning level cost estimates and schedule 4. Collision analysis to support the grant proposal 5. Prepare Grant Proposal Forms for HSIP Cycle 11 and Safe Streets and Roads for All (SS4A) 6. Prepare Exhibits required for grant proposal (e.g., BCR calculations for HSIP, maps, etc.) 7. Letter of Support templates 8. Weekly coordination meetings with City as necessary. The assumptions that went into our scope of work and costs associated with the grant proposal development are: 1. To apply for the local HSIP funds, an agency must have completed their Local Roadway Safety Plan (LRSP) or an equivalent of the LRSP. It is assumed that the 2018 Marin County Travel Safety Plan is qualified to fulfill that requirement. 2. SS4A Implementation Grants are available to implement strategies or projects that are consistent with an existing Action Plan. AMG assumes that the 2018 Marin County Travel Safety Plan is qualified as an existing action plan and that the Project's strategies will be consistent with the Plan. 3. The city will formally request letters of support based on the templates provided by AMG. 4. No new traffic data collection is required. Advanced Mobility Group 1 3003 Oak Rd. Budget The estimated lump sum cost for the HSIP Cycle 11 Grant Proposal development is $9,800 and SS4A for the same project is $6,000. Qualifications and Availability AMG has successfully helped our clients to secure more than $85 million in state and federal funding, through various competitive grant programs including HSIP to develop and deliver critical transportation projects. Some examples include $10M-HSIP Cycle 8, City of Oakland; $1.6M-HSIP Cycle 9, City of Rancho Cordova, and $1.5M-HSIP Cycle 10, City of Concord. Other successful grants include CMAQ, ATCMTD, ADS, IDEA, SRTS, Office of Traffic Safety, Section 130, State and Community Highway Safety Grant Program (Section 402), etc. We are currently assisting other agencies on both these Grant Proposals and are familiar with the grant requirements and deadlines and there is no learning curve there. This will help our staff meet the grant deadlines. Staff — Vasavi Pannala, who has extensive experience in preparing successful grant applications, will be the Project Manager for this project.
