THIS AMENDMENT TO TASK ORDER No. 74 is entered into on ! T (.� , 20_0&2 -
between the City of San Rafael, a municipal corporation ("City"), and WRA, Inc., ("Consultant").
RECITALS
A.- The City and Consultant have entered into a Master Consultant Services Agreement
("Agreement") dated January 30, 2020 under which Consultant has agreed to perform professional
Environmental services for the City.
B. Pursuant to the Agreement, on April 14, 2022, the City and Consultant entered into "Task
Order No. 74" under which Consultant agreed to perform Environmental services in connection with
City's Pickleweed Park Field Renovation project (the "Project"), as specified in Exhibit A attached to and
included in Task Order No. 74, for a total not to exceed $11,200.00.
C. City now requires additional Environmental services for the Project, and the Consultant is
willing to provide such services.
NOW, THEREFORE, City and Consultant agree to amend Task Order No. 74 as follows:
AGREEMENT TO AMEND TASK ORDER NO. 74
1. Section 1 of Task Order No. 74, entitled "Scope of Services," is hereby amended to include the
additional services set forth in Consultant's proposal dated August 24, 2022, attached to this Amendment
to Task Order No. 74 as Exhibit A and incorporated herein by reference.
2. Section 2 of Task Order No. 74, entitled "Date of completion; Work hours estimate; Cost estimate
and budget; Fee schedule" is hereby amended to include the additional services, work hours estimate, cost
estimate and budget set forth in Consultant's proposal dated August 24, 2022, attached to this Amendment
to Task Order No. 74 as Exhibit A, for an amount of $28,960.00, changing the total not to exceed to
$40,160.00.
3. Except as specifically amended herein, all of the other provisions, terms and obligations of Task
Order No. 74 dated April 14, 2022, shall remain valid and shall be in full force.

PURPOSE

ENVIRONMENTAL CONSULTANTS
The purpose of this Change Order is to authorize additional budget for WRA, Inc. (WRA) to update the
draft BCDC permit application package for the Pickleweed Park Enhancement Project (Project) and
provide documentation to support consultation under Section 106 of the National Historic Preservation
Act (NHPA) for the City of San Rafael (City; applicant).
ADDITIONAL WORK PRODUCTS

• Archaeological Survey Report
• Finding of Effect letter
• Expanded BCDC permit application
ADDITIONAL SCOPE OF WORK
Task 1: BCDC Permittin
WRA was notified via email on July 19, 2022 that the scope of the proposed Project had been expanded
to include additional park elements. As a result, WRA now requires additional budget to revise the draft
BCDC application package WRA prepared for the original scope to include the elements added by this
expanded scope. The additional budget requested herein would be used to revise the existing draft
application for the expanded scope, including re -calculating the size of proposed Project elements within
and outside of BCDC's jurisdiction.
NEW Task 2: Strategic Support
WRA understands the City is applying for federal grant funding for the Project from the National Park
Service via the Land and Water Conservation Fund (LWCF), which requires the City provide

documentation to support consultation with the State Historic Preservation Officer (SHPO) under Section
106 of the NHPA. To date, WRA has assisted with the preparation of documentation, including a draft
APE and draft SHPO letter, as required by the LWCF grant application. At this time, WRA seeks addition
funds to cover costs incurred by WRA's out -of -scope effort supporting the City's Section 106 consultation
obligations, including WRA's effort preparing a draft APE map and SHPO letter as required under Step
3 of the Procedure for Section 106 provided by the Department of Parks and Recreation Office of Grants
and Local Services (OGALS) as part of the LWCF grant application process. Preparation of these
materials was authorized by the City via email on July 19, 2022.
The budget requested under this task would also allow WRA to continue to provide Section 106
consultation support to the City to ensure completion of the remaining steps outlined in OGALS'
Procedure for Section 106, including management of a technical cultural resources subconsultant
(scoped under Task 3, below). In addition, WRA would use this task to continue to provide the City with
strategic input on the project, including the review of preliminary project design plans and advice on how
to phase work to avoid impacts to special -status species. WRA's effort under this task will be billed on a
time and materials basis up to the authorized amount. If additional effort is requested of WRA, a change
order will be submitted to the City to authorize additional funds.
NEW Task 3: Cultural Resources
WRA will enlist a qualified cultural resources subconsultant to . prepare the cultural resources
documentation required by the LWCF grant program. The cultural resources subconsultant will assist
WRA and the City with the steps outlined in OGALS' Procedure for Section 106.
First, the qualified sub -consultant will advise WRA on the preparation of a draft APE and SHPO Letter
(Step 3 of the OGALS Procedure for Section 106). Once OGALS provides the City with written
confirmation that Steps 1 -4 are complete, the qualified subconsultant will prepare an archaeological
survey report. As part of this report, the qualified subconsultant will request an expedited records search
from the California Historical Resources Information System (CHRIS), contact the Native American
Heritage Commission (NAHC) for input on resources that may be present within the Project site and a
list of local Native American Tribes, and contact the Federation Indians of the Graton Rancheria (FIGR)
to solicit input on the proposed Project. Due to the known cultural sensitivity of the Project site, the
qualified subconsultant will also perform a field survey that includes subsurface exploration of the Project
site. The results of the records search, outreach, and field survey will be documented in the
archaeological survey report. In addition, the qualified subconsultant will prepare a Findings of Effect
letter for consultation with the SHPO. Together, the archaeological survey report and the Finding of
Effect letter are expected to meet the City's obligations under Section 106 of the NHPA as outlined in
OGALS' Procedure for Section 106 checklist.
SCHEDULE
Work can begin upon execution of this Change Order.
STAFFING
Justin Semion will continue to be the principal in charge of the Project. Liz Allen will continue to be the
Project manager. Other staff will be assigned to the project as necessary.
ASSUMPTIONS
• No cultural resource evaluations or recordations will be necessary

• In order to meet Finding of Effect timeline outlined in LWCF's Federal Requirements Timeline,
which indicates that the City needs to submit the Finding of Effect to the LWCF/ OGALS by the
end of October 2022, WRA must receive authorization from the City to proceed with steps 5-7 by
September 1, 2022.
ESTIMATED COST
The estimated cost for the services described in this Change Order is provided below. This cost is based
on the assumptions above and in the original Scope of Work. Costs may be reallocated between tasks,
but the total cost will not be exceeded without authorization.
