Leoncini, City Clerk Present: Albert J. Boro, Mayor Barbara Heller, Vice -Mayor Paul M. Cohen, Councilmember Cyr N. Miller, Vice -Mayor Gary O. Phillips, Councilmember Absent: None SWEARING-IN CEREMONY — NEWLY APPOINTED POLICE CHIEF, JOHN ROHRBACHER — FILE 9-3-30 x 9-4.1 On behalf of Police Chief Rohrbacher, Mayor Boro thanked all for being in attendance. He indicated that John Rohrbacher had been a member of the San Rafael Police Department for many years, working his way through the ranks, noting he was well respected by everyone in the organization. He reported that at an event he attended on Superbowl Sunday, a Lieutenant from another Police Department remarked on what a great guy San Rafael had appointed its Police Chief. He noted Councilmembers and the City Manager had received similar comments and stated the City was very pleased and fortunate. City Clerk Jeanne Leoncini administered the oath of office to newly appointed Police Chief John Rohrbacher. Police Chief John Rohrbacher invited his wife Margo to pin his badge on, and his mother and daughter to pin on his stars. Indicating he was overwhelmed by the amount of people in attendance, Police Chief Rohrbacher stated he appreciated the fact that so many had taken the time to share this very exciting event with him and his family. Commenting that no one could get to such a position without family support, Police Chief Rohrbacher stated he had had the support of his wife Margo throughout his entire career, and noted that since he was a Police Officer before his daughter was born, all she ever knew was that her dad was a "Cop." He acknowledged the presence of his mom and dad and two sisters, indicating that his four brothers could not be in attendance. Police Chief Rohrbacher thanked Mayor Boro and Councilmembers for affording him the opportunity of a six-month interim Police Chief period in July 2004, and noted "it must have been fine, because here we are." Acknowledging the presence of former Police Chief Michael Cronin, Police Chief Rohrbacher noted Police Chief Benaderet, who gave him his first job in 1978, was also in attendance. Recalling his interview with Chief Benaderet and his question regarding what he would like to do in his career, Police Chief Rohrbacher indicated his response was that he would be so happy to make Sergeant. He noted former Police Chief Krolak was unable to be attendance and Chief Ingwersen who had promoted him both to Corporal and Sergeant passed away several years ago. Indicating that former Police Chief Mike Cronin promoted him to Captain, he expressed thanks for the trust all the former Police Chiefs had shown, noting former Police Chief Sanchez could not be in attendance. Police Chief Rohrbacher wished to ensure everyone understood that no one could be successful without the assistance of his/her co-workers, noting the San Rafael Police Department employees were among the finest law enforcement professionals in the entire business, and it was such a great organization to work for. He expressed the hope that he could "deliver the goods" and provide the leadership and direction needed by the employees; however, truthfully, he stated they did all the work and deserved all the credit for the success the San Rafael Police Department enjoyed in the community, and he appreciated every last member. In conclusion, Police Chief Rohrbacher wished to express how much he appreciated the support of the community in the last six months. He reported having attended many community meetings and visiting people, and was appreciative of the positive feedback to the City Manager. To the community, Police Chief Rohrbacher stated the San Rafael Police Department promised to do its best to attempt to provide the type of law enforcement services they deserved, noting the fine work of all the Police Department employees would ensure this. He was happy to be along for the ride. Police Chief Rohrbacher invited all present to remain for a cake and coffee reception in the lobby at City Hall, to be followed by a reception at Arrivederci.
