Interchange Concept Study Background
➢Problem/Purpose of Study
•Provide additional/alternate access to/from East San Rafael
•Address congestion on Bellam Blvd.
•Provide additional evacuation route
➢Study initiated to evaluate an I-580 Interchange concept midway between Bellam Blvd. and Sir
Francis Drake
•Planning level study (10% Design)
•Evaluation of right-of-way design considerations, environmental issues & cost
•Traffic analysis is not part of the study
•Did not evaluate other interchange concepts or locations

Traffic, Design, & Constructability
➢Currently defined/approved land use and traffic plans do not support a new
interchange
➢Leaving partial interchange at Bellam Blvd is likely not approvable
➢Significant design exceptions required from Caltrans and FHWA
➢Truck access to CMSA would be restricted by steeper grade (8%+) on Andersen Dr.

Interchange Concept –Findings
Environmental
➢Wetland, habitat, and open space impacts for Kerner Extension and along Andersen Dr.
➢Substantial visual impacts from structures and retaining walls on both sides of I-580
➢Longer travel distance to and from the Canal Neighborhood to access EB I-580 –potential
environmental justice issue
Right of Way
➢Substantial right of way impacts on both sides of the freeway
•Realignment of Francisco Blvd. East
•Realignment and steeper grades on Andersen
•15 full acquisitions and 21 to 25 partial acquisitions
Cost
➢Interchange concept is costly and unfunded (total costs $270M -$300M)
➢The proposed US-101/I-580 Multi-Modal and Local Access Improvement Project cost would
increase for some connector ramp alternatives

Proof of Concept Study Conclusions
➢Land use and traffic studies by City of San Rafael would be needed to support a new
interchange
•Priority Development Area (PDA) –OBAG Grant Proposal
➢Impacts to Highway Operations -Close interchange spacing and freeway to freeway distances
do not meet Caltrans/FHWA standards –difficult to be approved
➢Closing existing on/off ramps at Bellam Blvd. would be difficult to approve, may be of concern
to the community and trigger environmental justice issues
➢Business, right-of-way, visual, and environmental issues –further evaluation needed
➢Interchange is very expensive and unfunded
➢An option to consider if a future study is initiated
•Simple overcrossing over I-580
➢Bellam improvements are being considered as part of 101-580 Multi-modal & Local Access
