CALL TO ORDER - 6:00 P.M.
• Chair Hagerty called the meeting to order at 6:00 P.M.

MINUTES
1. Meeting Minutes from April 6, 2022 have been approved.

2. Public Comment from the audience regarding items not listed on the agenda.
Speakers are encouraged to limit comments to 2 -minutes.
Jean Severinghaus addressed the Commission regarding neighbor involved in a collision at 2nd
Street and A Street.
3. Transfer Tax Presentation
a. Paul Cohen presented on a proposed 1% property transfer tax, which would be paid when a
property is purchased in City of San Rafael (City). It is estimated to generate $8 million
annually for the City.
b. Commission Comments - Member Marc Solomon asked about other options to generate
revenue other than this tax and what the public outreach process is like. Member Kate Powers
had a concern with equity. Member Anne Coyne asked if other Marin Jurisdictions have a
transfer tax.
4. Ad-hoc Committee Updates
a. Member Philip Mooney provided an update on the North-South Greenway projects:
• North - South Greenway Gap Closure Project (Northern Segment): This is the new pathway
next to 101 across the Corte Madera Creek. It's already been operating and open to the
public since a "soft opening" two months ago, but it will officially open to the public with a
ribbon -cutting ceremony on June 28th (time TBD).
• Andersen Drive to Second Street Segment: This segment was completed two years ago,
but never had a celebration because of Covid. So on Saturday May 21, the San Rafael
Chamber of Commerce Leadership Institute held an event "Bike the Boulevard" in
celebration of the completion of this segment of the Greenway.
"San Rafael Connection" — Top of Puerto Suello Hill to North San Pedro Road.
Zoon Engineering completed the Feasibility Study and found that both a road -adjacent
route along Merrydale Road and North San Pedro Road, and a hillside path next to the
SMART tracks were feasible. The project awaits next steps by the SMART Board.
All Unbuilt Pathway Segments from McInnis Parkway to Novato San Marin SMART
Station: Every unbuilt pathway segment between San Rafael and Novato is now in design.
The consultants will bring all these pathway segments to 100% engineering and obtain all
necessary environmental clearances. This work should be complete by next year, after
which, pending funding, these pathway segments can go out to bid for contractors.
b. Member Kate Powers provided an updated Parks and Recreation Master Plan process.
Monthly meetings until December 2022.
5. Canal Community Based Transportation Plan
a. Taylor McAdam, Senior Transportation Planner with Fehr & Peers, presented the Canal
Community Based Transportation Plan (CBTP). This plan seeks input from residents of the
neighborhood about their transportation challenges in the neighborhood. The biggest
challenges include: lack of street lighting, transit reliability and cleanliness of bus stops, and
bicycle and pedestrian access in and out of the neighborhood. The committee recognized the
efforts of the project team for a good job with community outreach.
6. Active Transportation Program
a. Lauren Davini, Senior Traffic Engineer for Department of Public Works, presented two letters
of support for the Active Transportation Program (ATP) grant applications for the committee
to approve the chair to sign. One was for the Canal swing bridge and the other is for active
transportation experience improvements throughout the Canal, such as curb ramp
improvements, sidewalk gap closures, bicycle routes, and street lighting.
7. Vision Zero Update
a. Lauren Davini presented a draft memo for City Council outlining steps forward for Vision Zero.
The memo highlighted the programs and policy the City currently has in place that is in line
with Vision Zero priorities. Given the current workload and staffing levels, staff's
recommendation is to move forward with option #2, a Vision Zero resolution, for now.
Most members are supportive of option #2. Chair Hagerty would like a holistic commitment.
Member DJ Allison stated adopting a resolution could make us more competitive with grant
funding opportunities. Member Kate Powers stated that it is urgent to proceed with a Vision
Zero plan.
