CALL TO ORDER - 6:00 P.M.
i Chair Hagerty called the meeting to order at 6:00 P.M.

MINUTES
1. Meeting Minutes from June 1, 2022 were not received by BPAC Commissioners. Request to
provide at next BPAC Meeting for review and approval.

2. Public Comment from the audience regarding items not listed on the agenda.
Speakers are encouraged to limit comments to 2 -minutes.
Warren Wells addressed the Commission regarding public outreach for electric bicycles, and
California Legislation that has passed: AB 2147, SB 942, and AB 1909.
Amy addressed the Commission regarding safety issues of drivers exiting their vehicles are
opening doors too close to cyclists travel of path. In addition, request for additional bike racks at
multiple blocks around downtown San Rafael.
3. Ad-hoc Committee Updates
a. North-South Greenway: Update provided by Member Philip Mooney.
b. Parks and Recreation Master Plan: Update provide by Staff (Public Works Director) April Miller
and Member Kate Powers
c. Vision Zero: Update provided by Staff Liaison Rafat Raie

Jean Severinghaus addressed the Commission requesting for future updates about Bay Trail Gap
Study and North-South Greenway Transportation of Marin (TAM) Study.
Warren Wells addressed the Commission to thank Staff Liaison Rafat and City of San Rafael on
willingness to move forward with Vision Zero Plan.
5. Second Street/Fourth Street Redesign Presentation
a. Staff Joanna Kwok provided a PowerPoint presentation to discuss City efforts to redesign
Second Street and Fourth Street intersection. Objective is to shorten pedestrian crossing
distances and provide bicycle access east to west orientation. The design concepts are
currently preliminary, and funding has not been allocated. City will provide updates and
outreach to BPAC Commission during design.
6. StreetSmart Program Presentation
a. David Parisi representative from Transportation Authority of Marin (TAM) provide a
PowerPoint presentation on StreetSmart Program. Discussion about focus areas such as
speeding, stopping, distracted driving, crosswalk safety and compliance, and bicyclist violations
and safety. TAM is utilizing five years of collision data and are evaluating where safety features
and messaging boards can be applied to improve safety on the road.
7. Transportation Project Grant Applications Presentation
a. Staff Liaison Rafat Raie provided a PowerPoint presentation to discuss about City of San
Rafael grant efforts to seek funding for future traffic planning and safety improvements.
