ROLL CALL Commissioners Present: Chair Bergman, Vice Chair Mooney, Member (Alternate) Anne Coyne, Member Mark Kyle, Member Sylvain Frayer Commissioners Absent: Member Marc Solomon Staff Present: Staff Liaison (City Traffic Engineer) Rafat Raie, Staff (Traffic Engineer) Nhat Phan Staff (Senior Civil Engineer) Joanna Kwok APPROVAL. MINUTES Minutes for regular June 1, 2022 and October 5, 2022 meetings were approved. PUBLIC COMMENTS FOR ITEMS NOT ON AGENDA Matthew Hartzell (Director of Planning WTB-TAM) addressed commission to welcome all new BPAC members. Dave Rhoads addressed Commission to share that he performed a site -walk with Councilmember Eli Hill at Sun Valley Elementary School to examine drop-off operations. Spoke with crossing guards and would like BPAC to consider future discussions about safe routes to school along Fifth Avenue. In addition, Dave will be leading a group of residents to form a pedestrian and bicycle group to help improve multi -modal networks within the City of San Rafael. AD-HOC COMMITTEE UPDATES North-South Greenway - Redwood Trail Project had kickoff meeting. Transportation Authority of Marin (TAM) are performing gap assessment study of transportation projects in Marin County. AD-HOC COMMITTEE FORMATION a. Vice Chair Mooney and Member Coyne volunteered to join North-South Greenway Ad -Hoc Cnmmittee_ b. Member Kyle volunteer to join Parks and Recreation Master Plan Ad -Hoc. Committee. c. Chair Bergman and Member Frayer volunteer to join Vision Zero Ad -Hoc Committee. SECOND STREET FOURTH STREET REDESIGN PRESENTATION Staff Joanna Kwok provided a PowerPoint presentation to discuss City efforts to redesign Second Street and Fourth Street intersection. Objective is to shorten pedestrian crossing distances and provide bicycle access east to west orientation. The design concepts are currently preliminary, and funding has not been allocated. City will provide updates and outreach to BPAC Commission during design. Listed below are comments from BPAC Members and public.. • Member Kyle - Questioned about why a roundabout option was not considered for the intersection. ■ Vice Chair Mooney - Questioned about why parking was being provided on the north side of the intersection. Provided feedback that the City of San Rafael (City) should look at whether a raised crosswalk should be considered for the last crosswalk segment leading into the businesses. • Chair Bergman - Questioned about what bicycle facilities would be provided along West End Avenue and whether the City would reconsider going back to look at the T -intersection alternative. ■ Member Mooney - Provided feedback to evaluate median widths and need for a smooth transition for bicyclists traveling along Fourth Street. In addition, would like to see what bicycle facilities would be installed along West End Avenue. Vehicles traveling on Fourth Street are speeding and traffic calming measures is needed. • Member Coyne - Provided feedback in favor of new designs and would like to see crosswalk timing completed. • Member Frayer - Provided feedback similar to Vice Chair Mooney. Believes that the intersection design options are confusing and seems to be too complicated than it needs to be. Questions about whether pedestrian and bicyclists would have enough time to cross all lanes at one time. ■ Warren Wells - Questioned about whether pedestrians and bicyclists would have enough time to cross and whether the refugee areas are wide enough for people to wait. • Jean Severinghaus - Provided feedback about buffered areas and whether vehicles could turn to Marquard Avenue from Fourth Street. • Trevor Martens - Provided feedback that design has not changed much from current field conditions. Vehicles traveling from Fourth Street is a big concern because they are speeding. • Matthew Hartzell - Provided feedback that there needs to be some traffic calming measures in place to address speeding along Fourth Street. Questioned about whether pedestrian and bicyclists would have enough time to travel through intersection or would require multiple phases. • Dave Rhoads - Provided feedback that the new design is confusing. The T -intersection design concept should be re-evaluated as a potential option. In addition, echo the concern that west bound traffic on Fourth Street is hazardous and needs to be considered when designing intersection. HOUSEKEEPING Request to evaluate and vote to have meeting in person vs. virtual meetings. Request to evaluate and vote to move BPAC regular meeting from 6 P.M. to 7 P.M.
