Mayor Kate called the meeting to order at 7:14 p.m. and invited City Clerk Lindsay Lara to call the
roll. All members of the City Council were present.
City Attorney Robert Epstein announced that no reportable action was taken at the closed
sessions on March 28, 2023, March 29, 2023, or either closed sessions on April 3, 2023.
Mayor Kate provided opening remarks, which included an announcement that San Rafael will
continue to offer attendance at public meetings either in-person or virtually following the end of
the emergency declaration, and a land acknowledgement.
City Clerk Lindsay Lara informed the community that the in-person meeting would be recorded
and streamed live to YouTube and through Zoom, and members of the public would provide
public comment either on the telephone or through Zoom. She explained the process for
community participation on the telephone, through Zoom and in-person.

OPEN TIME FOR PUBLIC EXPRESSION
• Dave Rhoads, Walk/Bike San Rafael, addressed the City Council regarding the recently
cancelled Bicycle and Pedestrian Advisory Committee meeting.
• Andrew Davidson addressed the City Council regarding 1515 Fourth Street development
project.
• Scott Dumas addressed the City Council regarding 1515 Fourth Street development project.
• Christa Gatewood addressed the city council regarding the 1515 Fourth Street development
project.
• John Reynolds addressed the City Council regarding a rally/march on March 31st regarding
police accountability for a controversial arrest in the Canal, as well as, commented on the San
Rafael Police Department and 400 Canal Street housing.
• Lori addressed the City Council regarding the recently cancelled Bicycle and Pedestrian
Advisory Committee meeting.
• Name withheld addressed the City Council regarding the recent Albert Park encampment
clean-up and police worn body cameras.
Ali Giudice, Community Development Director provided comments.

3. City Manager and Councilmember Reports:
Jim Schutz announced:
• The City’s Alternative Response Team (with the Petaluma People Services Center), now
called the SAFE Team (Specialized Assistance For Everyone) went into the field last week
• Fire Station 55 is now occupied with firefighters
• Earth Day Clean and Green, April 21st, 10 a.m. - 2 p.m.
• Earth Day Neighborhood Clean-Ups, April 22nd, 9 a.m. – 12 p.m.
City Councilmember Reports:
• Vice Mayor Llorens Gulati reported on a Policing in San Rafael community meeting, a
Marin County Council of Mayors & Councilmembers (MCCMC) meeting, a Marin
Women’s Political Action Committee luncheon, a MCCMC Climate Action Committee
meeting and a Youth for Justice (Alcohol Justice) meeting. Also, she attended the first
Canal Easter Egg Hunt.

• Councilmember Kertz reported on her attendance at a 10-day seminar in Israel and a
Terra Linda Neighborhood Association meeting. She announced a new Marin Wildfire
Prevention Authority (MWPA) report entitled Literature Review of the State of the
Science in Wildfire Evacuation.
• Councilmember Hill reported on a Priority Setting Committee meeting and ride-alongs
with both public safety departments (Fire and Police).
• Councilmember Bushey reported on a Pt. San Pedro Road Coalition meeting, a meeting
with Supervisor Sackett regarding budgetary negotiations, a Marin Transit Agency
board meeting, a Public Service Award Committee meeting, a Rotary of San Rafael
luncheon, a Marin Elected Women’s luncheon and a Loch Lomond Oversight
Committee meeting. She announced the breakwater path has been re-opened.
• Mayor Kate reported on a Fire Department ride-along, a Transportation Authority of
Marin (TAM) meeting and a Marin Gun Safety Collaborative meeting. She announced a
Marin County Office of Education Gun Safety campaign.
