Call to Order 2. Approval of minutes from May 3, 2023 Special Meeting Recommended Action: Approve as submitted. 3. Public comments for items not on Agenda: 2-minutes each 4. Ad-hoc committee updates a. North-South Greenway b. Vision Zero 5. Safe Routes to School (SR2S) Program, Presentation by Parametrix (Consultants to Transportation Authority of Marin) on updated Fifth Avenue design concept at Sun Valley Elementary School. Recommended Action: Accept informational update and receive public comments. 6. Highway 101 Interchange and Approach Roadway Improvements, Presentation by Parametrix on Manuel T. Freitas Parkway/Civic Center Drive Long-Term Improvement Project. Recommended Action: Accept informational update and receive public comments. 7. Safe Streets and Road for All (SS4A) Grant, Presentation by Fehr & Peers on pursuing funding through the Safe Streets and Roads for All (SS4A) grant program. Funds for Fiscal Year 2023 will support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users. Recommended Action: Accept informational update and receive public comments. 8. East San Rafael Parking Community Updates, Staff will provide an update on progress made in 2 management of parking in East San Rafael Community and go over new webpage (East San Rafael Parking Community Updates - San Rafael (cityofsanrafael.org)) Recommended Action: Accept informational update and receive public comments. 9. SPECIAL MEETING VIRTUAL MEETING VIA ZOOM MINUTES CALL TO ORDER · Chair Bergman called the meeting to order at 6:05 P.M. ROLL CALL Commissioners Present: Chair Bergman, Vice Chair Mooney, and Member Sylvain Frayer, Member Mark Kyle Commissioners Absent: Member Marc Solomon and Member (Alternate) Anne Coyne Staff Present: Staff (Director of Public Works) April Miller Staff Liaison (Deputy Director of Public Works) Rafat Raie, Staff (Traffic Engineer) Nhat Phan APPROVAL MINUTES Minutes for regular February 8, 2023 BPAC meeting was approved. PUBLIC COMMENTS FOR ITEMS NOT ON AGENDA Warren Wells addressed commission about providing status updates and what progress has been made with policies presented in the Bicycle and Pedestrian Master Plan. Kate Powers requested City to provide detailed meeting minutes because it helps the public stay informed about what was previously discussed and allows the community to participate on items that would be discussed once again. AD-HOC COMMITTEE UPDATES a. Vice Chair Mooney provided update on North-South Greenway. South– Petitions are being collected to have Golden Gate Bridge District to perform safety study on Alexander Avenue. Sausalito – Plan to reconfigure bridge way in between Golden Gate Market and Ferry Landing has hit some opposition. Contracts are in renegotiation period to include a no build alternative. Mill Valley – Parks are at 30% design to realign the Sausalito Pathway. San Rafael – Allocation of $700k for the San Rafael Connection Project. Novato – Bike path behind Costco is now funded and in design. Construction is projected Fall of 2024. Redwood – March 26th had a slide and bicycle route is currently closed by Caltrans. A 17.4- mile detour around the area is currently in place and there is no bike access potentially for the next two months. 2 b. Vice Chair Mooney recommends removing the following Parks and Recreation Master Plan Ad- Hoc Committee. c. Chair Bergman and Staff provided update that Transportation Authority of Marin is currently working on Vision Zero statement with all Local Agencies. Updates to Local Road Safety Plan, reviewing collision data, and adoption policies are being evaluated. PUBLIC COMMENTS: Kate Powers – When working on updating the Bicycle and Pedestrian Master Plan, BPAC should also focus on improving access to parks. Need to focus on safety and connectivity as provided in the Trails and Open Space Master Plan. Susan – Provided feedback about Vision Zero and removing crosswalks to prevent pedestrians and the community from accessing certain roadway areas for safety and flow of traffic. Community wants better accommodations and to have more access to transit and downtown areas. In addition, has requested City Staff provide an update on future actions in regard to AB 43 legislation passed. CAPITAL IMPROVEMENTS PROJECT PRESENTATION Staff April Miller provided a PowerPoint presentation to discuss City Capital Improvement Projects that are currently planned for the next three years. Based on ranking analysis, funding, and regulations, the City prioritizes projects that will be implemented. The City will be continuing its efforts to secure additional funding to assist with updating current City plans and moving projects forward. Listed below are comments from BPAC Members and the public. · Vice Chair Mooney – BPAC Committee will write a support letter to City for the Civic Center Project. Would like an update on Fifth Avenue Safe Routes to School Project. Believes that evaluation of Safe Routes to School should consider the whole stretch of Fifth Avenue. · Chair Bergman – Provided feedback on ranking system for City Projects. Would like for City to provide BPAC Committee a timeline and schedule of what progress has been made with Projects. · Matthew Hartzell – Would like an update on City Projects, such as the Grand Avenue Cycle Track. Recommends getting letters of support from SMART and schools that surround the Civic Center Project to get earmark funding. · Kate Powers – In terms of the pathway on south side path along Civic Center Station, it would be a good idea to get letter of supports from community. It is vital for community members who have asked for this to have an opportunity to support the City and move projects forward. · Sunny Lee – Requests for the City to look at providing additional traffic calming measures and to provide access improvements for pedestrians throughout the City. HOUSEKEEPING · BPAC Committee has voted to keep BPAC regular meetings at 6 P.M. start time. 3 ADJOURNMENT · Chair Bergman called the meeting to adjourn at 8:10 P.M.
