HomeMy WebLinkAboutPW Baypoint Lagoons Assessment District PPTBaypoint Lagoons Assessment District FY 2023-24 Proposed Assessment Public Hearing July 17, 2023 City Council Meeting Purpose of a Public Hearing 1.Any interested person, prior to the conclusion of the hearing, may file a written protests with the clerk 2.During the hearing, City Council may order changes in any of the matters or the Engineer’s report 3.If a majority of assessed persons protest against the increase of an assessment of any previous year exists, the proposed increase will be abandoned. 4.If a majority protest has not been filed, the City Council may adopt a resolution confirming the diagram and assessment, either as originally proposed or as changed. Background and History •1990: Baypoint Lagoons Assessment District was formed to protect and enhance wildlife habitat and water quality in the Baypoint (Spinnaker) Lagoons, the adjacent ponds, and diked salt marsh. Funds generated from the District support ongoing maintenance, repair and improvements of public lighting, landscaping assets, and associated infrastructure within the District. •The District is comprised of about 150 homes •Mid-2000’s: The Baypoint Lagoons Homeowners Association (HOA) took over landscaping within the District. •2015: The HOA approached the City with two concerns:•Odor from the Lagoons•Improvements to nearby Cayes pump station Baypoint Lagoons Assessment District Three Dedicated Funds Fund Purpose Anticipated Balance as of June 30, 2023 Eradication of Exotic Plants Fund To protect and enhance the wildlife habitat in the lagoons, ponds and diked salt marsh located within the district parameters $44,986 Environmental Monitoring Fund Support concerns over odors emitted from the lagoons in the summer months $44,854 Cayes Stormwater Improvement Fund Drainage and regular pumping of overflowed lagoons $73,470 FY 2023-24 Proposed Assessment •$131.44 per parcel (unchanged since 1996) •Approximately 150 homes (several affordable housing parcels are exempt from assessment) •Each single-family dwelling unit are assessed equally HOA Outreach •The HOA and staff meet regularly to discuss needs and updates for district. •The HOA was provided an opportunity to review the Engineer’s report and their feedback were incorporated into the report. Options 1.Conduct the public hearing and adopt the resolution, thus ordering the levy of assessments for FY 2023-24. 2. Do not adopt the resolution, which will result in no levy of assessments for FY 2023-24.
