The purpose of the PAAC is to improve public transparency and accountability with respect to the San Rafael Police Department and provide greater community participation in making recommendations on police department policies, practices, and procedures. The City Clerk’s office opened the recruitment and received thirty-two applications; however, one was ineligible due to the inability to verify residency in San Rafael. Of the thirty-one eligible applications. Of the thirty-one eligible applicants, twenty-six applicants responded and were scheduled for a preliminary interview. The City Clerk’s office reached out to the other the five applicants multiple times, however they did not respond. Of the twenty-six applicants who responded and were scheduled for an interview, two applicants did not attend their scheduled interview and were unresponsive. ANALYSIS: The City Council subcommittee preliminary interviews were held with the twenty-six responsive applicants, and twelve (12) were selected as finalists to be interviewed by the full City Council. The PAAC shall be comprised of seven members appointed by the City Council and may include alternate(s). Committee members must be City of San Rafael residents, who have pledged to be impartial, unbiased, and objective. The membership of the PAAC should be inclusive and reflective of community members of diverse backgrounds including but not limited to race, ethnicity, age, gender identity, sexual orientation, economic status, and various communities of interest. Committee members must be at least 18 years old (except for one designated seat for a youth member between ages of 17-26). Members are not required to have any specialty knowledge or particular skills to be eligible. Each PAAC member will serve a term of four (4) years, except for three initial appointments which will be two-year terms to ensure that the terms are staggered, and that all the appointments do not expire in the same year. Members will be limited to two consecutive four-year terms. The City Council will appoint the Chair and Vice-Chair for the initial first-year term of the PAAC. City staff promoted the Police Advisory and Accountability Committee in various ways to ensure participation from residents. In partnership with the City Council, staff hosted four community conversations at the four council districts to speak with residents about the Committee, encourage residents to apply, and take a short, interactive survey to help guide the Committee’s priorities once formed. City staff also launched a social media campaign, including Instagram, X, Facebook, and Snapshot, to incentivize residents to apply and respond to the online survey. City staff also distributed flyers at various food banks and community-based organizations and partnered with Voces del Canal, a local advocacy group, to promote the Committee, and collect survey responses from the Canal neighborhood. Staff also participated in other City events/meetings to promote the Committee; these included movie nights, the farmer’s market, and various community meetings. My family hosted in one year hosted the Tuesday night out events, I've volunteered with VOAD during the fire seasons, coastal clean ups, etc. My current job as a manager for the homeless outreach team (CARE Team) with Community Action Marin, I got heavily involved with this population throughout the County not just San Rafael. I'm also a member of the Baha'i Faith locally here in San Rafael, currently playing rugby with the Marin Reds in Marin City. Safety wise, first I live and abide by the rules, and doing so, I promoted these habits to anyone I collaborated with, and with an opportunity like this with PAAC, I'll be able to reach out to even more neighborhoods in the County as well. Collaborating these and identifying ways to make sure we established such a wide range of Safety measures in our communities is vital for me. I worked at Helen Vine for 12 years and know quite a few people who may or may not be actively using or homeless and am able to deescalate situations. I have been able to calm peoples fears about certain residents that live in Buckelew Housing. I think they are great, but there are always some, as in any workplace or society that may need to be trained better or possibly removed. I think that support for the police is at its lowest and I am not sure people understand how hard they work. I have experience growing up as a white woman in Mill Valley, sober since the age of 25 and I have had legal and mental health experiences. I have worked with law enforcement through my work and I am a graduate of the SR citizens police academy in 2010. I believe that the men and women of SRPD are dedicated to serve the public in a positive way. I am aware that the stresses of the job make it difficult and that there are personnel issues to be dealt with. It seems to me that the City Council and the police department are making efforts to become more culturally competent and provide the best service possible. I would like to help in that process. Often overlooked: If we SR citizens want to have the right, and the best, new officers, some cleanup is needed. Otherwise we will not have the police force the community deserves in the future. (opcional) Respondent skipped this question Page 5: Demographics / Datos demográficos 1 RESOLUTION NO. 15225 RESOLUTION ESTABLISHING THE CITY OF SAN RAFAEL POLICE ADVISORY AND ACCOUNTABILITY COMMITTEE WHEREAS, the City of San Rafael, hosted community meetings which resulted in the feedback on policing in San Rafael; and WHEREAS, the City of San Rafael seeks to improve transparency, communication, trust, and accountability between the San Rafael Police Department and the community; and WHEREAS, the creation of a Police Advisory and Accountability Committee will serve to improve public transparency and accountability and community relationships with the San Rafael Police Department and the City; and WHEREAS, the creation of a Police Advisory and Accountability Committee will purposefully serve as a sounding board for the City Council, the City Manager and the Police Department regarding community needs and concerns. NOW, THEREFORE, BE IT RESOLVED, by the San Rafael City Council as follows: 1. The City of San Rafael Police Advisory and Accountability Committee is hereby established as an advisory committee to the City Council to improve public transparency and accountability with respect to the San Rafael Police Department and provide greater community participation in making recommendations on police department policies, practices, and procedures. 2. The Committee will be comprised of seven members appointed by the City Council and may include alternate(s). Committee members must be City of San Rafael residents, who have pledged to be impartial, unbiased, and objective. The membership of the Committee should be inclusive and reflective of community members of diverse backgrounds including but not limited to race, ethnicity, age, gender identity, sexual orientation, economic status, and various communities of interest. Committee members must be City of San Rafael residents at least 18 years old (except for one designated seat for a youth member between ages of 17-26) Members are not required to have any specialty knowledge or particular skills to be eligible. The City Council will appoint the Chair and Vice-Chair for the initial first-year term of the Committee. 3. Each Committee member will serve a term of four (4) years, except for certain initial appointments which will be shorter to ensure that the terms are staggered, and not all of the appointments expire in the same year. Members will be limited to two consecutive four-year terms. 4. The City Clerk is hereby authorized to conduct an open, community-wide call for applications for Committee members. 5. The Police Advisory and Accountability Committee shall be governed by the City of San Rafael Boards, Commissions and Committees Rules and Procedures, adopted 2 by the City Council by resolution in March 2023 (Resolution 15196). Staff will propose Police Advisory and Accountability Committee bylaws for City Council adoption at a future date following further community engagement. The bylaws will include specific details regarding responsibilities and meeting frequencies of the Committee.
