BACKGROUND:
SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
On June 5, 2023, the City Council adopted a resolution establishing the Police
Accountability and Advisory Committee (PAAC) (Attachment 2). The purpose of the
PAAC is to improve public transparency and accountability with respect to the San Rafael
Police Department and provide greater community participation in making
recommendations on police department policies, practices, and procedures.
The City Clerk’s office opened the recruitment and received thirty-two applications;
however, one was ineligible due to the inability to verify residency in San Rafael. Of the
thirty-one eligible applications.
The extensive community outreach efforts to recruit and ensure a diverse candidate pool
was extremely successful in achieving that goal and the criteria established by the
resolution.

Preliminary interviews were scheduled with a subcommittee of the City Council,
consisting of Mayor Kate Colin and Vice Mayor Llorens Gulati, on Monday, October 9th,
and Wednesday, October 11th. Of the thirty-one eligible applicants, twenty-six applicants
responded and were scheduled for a preliminary interview. The City Clerk’s office
reached out to the other the five applicants multiple times, however they did not respond.
Of the twenty-six applicants who responded and were scheduled for an interview, two
applicants did not attend their scheduled interview and were unresponsive.
ANALYSIS:
The City Council subcommittee preliminary interviews were held with the twenty-six
responsive applicants, and twelve (12) were selected as finalists to be interviewed by the
full City Council.

COMMUNITY OUTREACH:
The call for applications for the Police Accountability and Advisory Committee was
advertised through mass email notification, the City website, social media platforms,
Marin IJ, and physically posted at City facilities.
City staff promoted the Police Advisory and Accountability Committee in various ways to
ensure participation from residents. In partnership with the City Council, staff hosted four
community conversations at the four council districts to speak with residents about the
Committee, encourage residents to apply, and take a short, interactive survey to help
guide the Committee’s priorities once formed. City staff also launched a social media
campaign, including Instagram, X, Facebook, and Snapshot, to incentivize residents to
apply and respond to the online survey. City staff also distributed flyers at various food
banks and community-based organizations and partnered with Voces del Canal, a local
advocacy group, to promote the Committee, and collect survey responses from the Canal
neighborhood. Staff also participated in other City events/meetings to promote the
Committee; these included movie nights, the farmer’s market, and various community
meetings.

14 years in San Rafael still brand new to me, but I've grown to love and enjoy what I have in this community and still learning as well.
My family hosted in one year hosted the Tuesday night out events, I've volunteered with VOAD during the fire seasons, coastal clean
ups, etc. My current job as a manager for the homeless outreach team (CARE Team) with Community Action Marin, I got heavily
involved with this population throughout the County not just San Rafael. I'm also a member of the Baha'i Faith locally here in San
Rafael, currently playing rugby with the Marin Reds in Marin City. Safety wise, first I live and abide by the rules, and doing so, I
promoted these habits to anyone I collaborated with, and with an opportunity like this with PAAC, I'll be able to reach out to even more
neighborhoods in the County as well.
Q18
Please list your reasons for wanting to serve.Por favor, indique las razones por las que desea servir:
I love everything/anything about Safety when it comes to myself, who's around me, and my neighborhood. Collaborating these and
identifying ways to make sure we established such a wide range of Safety measures in our communities is vital for me. Building
working relationship, a sense of a safe and vibrant community, people helping people, and also educating the wider community on
various issues, knowing the right people/authorities to direct folks/issues in the community to, knowing which platform to use for
different reasons, these are some of the reasons I really wanted to serve, and be part of this greater initiative.
Q19
Please share your perception and or perspective about law enforcement in San Rafael.Por favor, comparta su

I trust them and what they do. I understand it's not always easy, but law enforcements know what they've been trained to do. It's their
job, I have mine, and I'll stay in my lane. I have siblings and a lot of my good mates are on the field, and I fully respect the
commitment they have towards their jobs, the uniform, badge and Country.

I don't have any. I'm very flexible with time, just wanted to serve my community in any way I can contribute.

I'm happy to step back from voting if it comes down to it, but always willing to put in my views/opinions anytime. I'm open for dialogue,
brainstorm options, and any other form of discussions for solutions. I'll go the extra mile to assist with anything I could bring to the
table.

I have lived in the same apartment for 28 years and try to be aware of everyone’s safety, wether it be speeding cars, when so many
families are walking from parking their cars. I worked at Helen Vine for 12 years and know quite a few people who may or may not be

I think they are great, but there are always some, as in any workplace or society that may need to be trained better or possibly
removed. I think that support for the police is at its lowest and I am not sure people understand how hard they work. I have experience
growing up as a white woman in Mill Valley, sober since the age of 25 and I have had legal and mental health experiences. I have
worked with law enforcement through my work and I am a graduate of the SR citizens police academy in 2010.

I served the City of San Rafael and the County of Marin, first as Probation Officer, then as a prosecutor, and finally as the District
Attorney. I am hopeful that these contributions helped to make Marin safe. I served on the Transportation Tax Committee and the
Wildfire Committee several years ago.
Q18

My entire career has been to serve justice and fair play. I would like to continue in that capacity as a member of the police oversight
committee. I believe my particular career has given me insight to continue to serve the community in this capacity.
Q19
Please share your perception and or perspective about law enforcement in San Rafael.Por favor, comparta su

As a prosecutor, I have seen the good, the bad and the ugly. I have had to deal with police misconduct in cases, but I have also seen
creative solutions by SRPD to deal with crime and very heroic behavior. I believe that the men and women of SRPD are dedicated to
serve the public in a positive way. I am aware that the stresses of the job make it difficult and that there are personnel issues to be
dealt with. It seems to me that the City Council and the police department are making efforts to become more culturally competent
and provide the best service possible. I would like to help in that process.

I want to be a part of the development of a system of oversight and accountability for SRPD. Community Oversight of the San Rafael
Police Department is essential and compatible with our City's value of equitable practice.

I have recently viewed data that suggests the SRPD has had a history of over-policing people of color. The recent video of the incident
involving Mr. Julio Jimenez Lopez is an example of the necessity for education and culture change for members in the SRPD

As a lawyer (non-criminal practice, no conflicts) with over 40 years experience, bring professional perspective and represent a mature

SRPD has a problem in policing and perceptions in the SR Hispanic, which have only become really evident recently. That has to be
fixed. SRPD shares endemic problems with virtually all PDs--"clubby" cohesion, outdated organization, deserved negative
perceptions. That has to be fixed. Often overlooked: If we SR citizens want to have the right, and the best, new officers, some
cleanup is needed. Otherwise we will not have the police force the community deserves in the future.
