Mr. Veramay introduced Shirl Buss who shared a presentation about the Fair Housing
for All Children’s Art Exhibition proposal.

STAFF LIAISON REPORT
4. Mr. Veramay gave an update on the Canal Arts mural project. The City is awaiting a final
design proposal from The Canal Arts, as well as a letter of support from the Federated Indians
of Graton Rancheria. Additionally, our Department of Public Works identified water intrusion
damage to the wall where the mural is proposed. We are assessing required repair work, so the
project is on pause. Once these items are resolved, we will route the proposal to City Council for
review.
Falkirk Staff is in the process of developing a Request For Proposal (RFP) and expect to
release that RFP in the coming months. Staff plan to bring proposals to the Public Art Review
Board for review at their next regularly scheduled meeting in October 2023.
The California Arts Council awarded the DSRAD a one-time ~$670,000 grant award for a three-
year term. The City is a partner agency of the DSRAD and is acting as the Fiscal Agent for the
grant award. The partnership has received the grant funding and is in the process of assessing
next steps to begin working on the scope of work identified in the Grant.
The City is starting to assess and catalog suitable locations for public art installations to better
inform future proposals. This will include both indoor and outdoor spaces and will be a living
document, which may help inform future Requests for Proposal processes or other City led
efforts to encourage more public art proposals in the future.
Mr. Veramay went through the upcoming meetings and events of interest.

5. Member Merritt shared that next Wednesday, July 19th at 6:00pm. Northgate Mall is
coming before the Design Review board. There is a lot of information on the City’s
website. They are interested in everyone’s opinion.
Chair Schauffler attended the downtown San Rafael arts district meeting. There are six
stake holders and they are deciding the best way to move forward by establishing a
501C3 and a strategic plan.

TITLE: 2024 ART EXHIBITOR PROPOSALS FOR FALKIRK CULTURAL
CENTER
RECOMMENDATION:
That the Board review and select exhibitors from the top scoring art exhibit proposals for
the Falkirk Cultural Center 2024 schedule.
BACKGROUND:
The City of San Rafael operates the Falkirk Cultural Center (Falkirk), located at 1408
Mission Avenue at E Street. The Center is an 11.2-acre property, comprised of an elegant
three-story California Victorian historic home, park grounds, and gardens maintained by
the Marin Master Gardeners.
Falkirk serves as a site of historical heritage, listed on the National Historic Register, and
for many, Falkirk Cultural Center plays a unique role within the community of San Rafael.
Falkirk programs are coordinated by a City of San Rafael Program Coordinator through
the Library & Recreation Department. The City has an agreement with the Marin Master
Gardeners through the University of California Regents Marin County Cooperative
Extension to operate the Falkirk Greenhouse and maintain several garden plots on the
grounds. Falkirk serves as a desirable venue for weddings and other life events and
offers a variety of contract classes such as Plein Air painting, watercolors, and other art
focused programs and activities.
In addition to the previously mentioned programs, Falkirk houses a contemporary art
gallery and an educational center for cultural arts. Art Exhibits at Falkirk are popular and
an important part of the City of San Rafael’s Public Art Program. Falkirk has exhibited the
work of Bay Area collective groups such as the California Watercolor Association,
California Society of Printmakers, BayWood Artists, the Association of Clay and Glass
Artists, Guerrilla Girls, Terra Linda Ceramics and many more. The gallery is open to the
public during regular hours Tuesday-Friday from 1:00pm-4:30pm, Saturdays from
10:00am-1:00pm, and during the Downtown San Rafael Second Friday Art W alks. Exhibit
hours may be modified due to holidays and/or private event rentals. Most art exhibits
include an opening reception that coincides with one of Downtown’s Second Friday Art
Walks.
Falkirk Art Exhibitions typically attract an average of 200 visitors over the duration of each
exhibit. Staff are available during exhibit hours to answer questions, show the facility and
grounds, and make the rooms available during art exhibits. Falkirk typically hosts five or

six art exhibits each year, depending on availability, size of show, rental schedules, and
seasonal schedules. In 2022, Falkirk hosted six exhibits:
• Winter Juried Show (January 14 – February 18, 2022)
• Terra Linda Ceramic Artists Show (March 11- April 15, 2022)
• Marin Open Studios (April 28 - June 10, 2022)
• Kendall C. King Exhibit (June 24 - July 29, 2023)
• Art to Amuse and Delight ( August 19 – September 23, 2022)
• California Watercolor Association Exhibit (October 14 – November 18, 2023)
Past Artist and Exhibit Selection Process
In previous years, City staff have not received a large volume of requests to exhibit at
Falkirk. Historically, Falkirk has welcomed exhibition proposals on an ongoing basis
throughout the year. Artists could submit proposals as a hard copy directly to the Falkirk
Cultural Center or through an online form on the City’s website. Staff reviewed proposals
and made selections based on several eligibility criteria. Juried Show artists are decided
by the City staff and other local artists in the community. Approved exhibitions are
overseen by City Staff.
City staff reserve the right to finalize all installation decisions including final curatorial
decisions, exhibit layout, displays, labeling, determining insurance coverage, appropriate
security, lighting, staffing during hours of operation, artwork sales, and marketing plans.
DISCUSSION
For 2024, staff identified six available exhibit blocks. Staff determined that three of those
blocks should be allocated to group exhibitions that have a long-standing positive
relationship and history of successful exhibitions with the Center. Three exhibit blocks are
currently unfilled. The 2024 exhibit schedule is shown below in Table 1:

To fill the available exhibit dates, City staff released a ‘Call For Artists’ request for
proposals (RFP) in September 2023. The request was sent to hundreds of artists,
community groups, and organizations, with a deadline of October 2, 2023. The RFP
resulted in 27 proposals.
Artists were asked to submit a brief, one-page description of the exhibition explaining its
overall theme and scope, include sample images in digital form, along with bios and any

relevant information about the artist(s) or the group they represent. Additionally, artists
were asked some supplemental questions about whether they reside or work in San
Rafael or Marin County, whether they are willing to comply with the Falkirk Cultural
Center Art Exhibit Guidelines (Attachment 1), and whether they would be willing to share
exhibit space.
The City received many high-quality proposals. Because there is limited space available,
staff assigned weighted point values to each of the criteria below to assess eligibility and
rank proposals:
1. Is the artist willing to comply with Falkirk Exhibit Guidelines? (Required)
2. Is the artist available during at least one of the available exhibit blocks? (Required)
3. Did the artist submit a complete and thorough proposal, including all requested
information? (40 pts)
4. Does the artist(s) reside in or create their work in the City of San Rafael? (15 pts)
5. Do staff feel the proposal is logistically feasible? (10 pts)
6. Does the artist(s) reside in Marin County? (10 pts)
7. Is the proposal a group exhibit showcasing multiple artists? (10 pts)
8. Is the artist willing to share the three available rooms during an exhibit block? If so,
how many rooms will the exhibit require? (Up to 10 pts)
9. Has the artist or group exhibited at Falkirk in the last three years? (5 pts if no)
Based on these criteria, staff determined that 22 of the proposals met initial eligibility
requirements, and staff recommend the Public Art Review Board consider the top 11
proposals for possible exhibit space during one of the three available blocks of time.
Criteria for Proposal Evaluation
As shown in Table 2 below, the top proposals each have varying availability, artistic
mediums, and needs for room space. City staff recommend the Board review the top 11
proposals and make a recommendation to City staff to allocate 1 or more rooms to the
proposals that best utilize the Falkirk exhibit space, best meet community needs, and
represent the diversity, quality of work, and design requirements outlined in the Public Art
Review Guidelines.
Most of the artists expressed a willingness to share exhibit room space, however, some
proposals indicated they may require more than 1 room. As shown in Table 2. There are
three rooms at Falkirk that could be allocated individually, or artists could be allocated all
three rooms at the discretion of the Board. The rooms are all located on the second floor
of the facility. The East Room is approximately 71 square feet, the Tamalpais Room is
approximately 123 square feet, and the West Room is approximately 60 square feet. The
size of these rooms is approximate as there is a fireplace in each room, multiple windows,
and the rooms are irregularly shaped. Falkirk has 20 pedestals of various sizes for
exhibition use.
The Board could choose to recommend the entire facility to a single exhibitor or
recommend allocating 1 or 2 rooms and asking exhibitors to share space.

Staff recommend the Board consider the following criteria to guide their
recommendations:
Community Interest: The exhibition’s subject matter is determined to be of specific
interest to the San Rafael community.
Diversity: Artists and the City's public art collection should reflect the diversity of San
Rafael’s community. The Public Art Review Board shall monitor the overall development
of public art projects, encouraging balance in the City’s collection over time with respect
to background, gender, and other identities of artists selected and with respect to styles of
expression, media, and genre.
Qualifications/Quality of Work: The City strives to partner with organizations that offer
the opportunity to exhibit artwork of the highest possible caliber. Artists, artist teams, or
project manager must be able to demonstrate, through past work – as evidenced in a
resume, portfolio, and reference – their ability to create quality artwork and act with the
utmost professionalism. In most cases, artists have considerable training and experience
working professionally at and have been compensated for their art. For certain projects,
the City will consider emerging or non-professional artists, who are working under the
guidance of a professional mentor or art teacher.
Design: Works of art will be designed in consideration of the relevance and
appropriateness of the work to the context of the site and in alignment with public safety
and decency.
▪ The artwork will not portray themes that may be interpreted as derogatory as to race,
religion, sexual orientation, natural origin, or physical or mental disability. The artwork
will not contain content, signage, names, logos, or subject matter that could be
construed as advertising or as religious or sexual in nature nor will it promote a
political candidate or include political text. Any content considered obscene or
indecent by community standards will be denied.
▪ The design of the artworks will take into consideration issues associated with public
spaces such as security, theft, vandalism, etc.
▪ The design of the artworks will consider the specific needs and use patterns of the
public space in which they will be located. For example, works of art will not block
critical view corridors or impede public usage of key open space.
FISCAL IMPACT:
Artists are allowed to sell artwork on display at Falkirk, and all sales of Artists' work on
display at the Falkirk Cultural Center are handled by the City. The City retains a list of the
artists’ works and sales prices, along with artist contact information to share with the
public and interested buyers. The City will collect and retain gross sales price per piece
on display and retain 30% of the gross sales price. The City will remit 70% of the gross
sale price per each piece to the Organizer. For exhibits that are conducted virtually only,
the City will retain 10% of the gross sales price and remit 90% to the organizer. The
Organizer will be responsible for paying the artist's individual commissions from
Organizer’s percentage of the gross sale price and is responsible for any sales tax

collecting and reporting, retaining a business license, if required, and adhering to all State
and Federal laws.

Falkirk Cultural Center Art Exhibition Guidelines
The Falkirk Cultural Center (Falkirk), a California Victorian, was built in 1888 in the Mission city of San
Rafael. An excellent example of the Queen Anne style, it captures the spirit of early California. It has a
complex, picturesque roofline of gables and chimneys, variously shaped bays and decorative details
that relate playfully to the different levels as was common of the style. A celebration of country living
with seventeen rooms, three floors, and a large porch with oversized turned posts, Falkirk’s open
floor plan was not common in Vi ctorians. The home and the history of its occupants reflect both the
emergence of San Rafael as a fashionable suburb of San Francisco and the growth of rail and shipping
industries in the west.
Falkirk now operates as an historic site and art gallery with tours available upon request. The house
and grounds are available for receptions, weddings, art exhibits, and meetings.
This document outlines the guidelines and requirements for groups and individual artists wishing to
utilize the gallery space at Falkirk.
1. Overview
There are three rooms at Falkirk that are used to display artwork, all of which are located on the
second floor of the facility. The East Room is approximately 71 square feet, the Tamalpais Room is
approximately 123 square feet, and the West Room is approximately 60 square feet. The size of these
rooms is approximate as there is a fireplace in each room , multiple windows, and the rooms are
irregularly shaped. Falkirk has 20 pedestals of various sizes for exhibition use.
Falkirk hosts approximately five to six art exhibits a year and each exhibit runs between five to eight
weeks long. The facility is open to the public Tuesday-Friday from 1:00pm-4:30pm, Saturda ys from
10:00am-1:00pm, and during the Downtown San Rafael Second Friday Art Walks . Hours may be
modified due to holidays and/or private events. Staff are available during these hours to answer
questions, show the facility and grounds, and make the rooms available during art exhibits. Modified
hours are posted at the front door and on Facebook.
Additionally, most art exhibits include an opening reception that coincides with one of Downtown’s
Second Friday Art Walks. More details can be found in Section 4.
2.Application Process
All exhibits hosted at Falkirk undergo an evaluation process before approval.
Organizations/Individuals seeking to partner on an exhibition with Falkirk must complete the steps
below to be considered:
1.Application
To initiate the proposal/partnership process, interested persons/organizations must complete
the Exhibition Proposal Form located on our website at www.cityofsanrafael.org/falkirk-art-
galleries/. Once received, the application will be reviewed by City staff.
2.City Approval /Contract
After the Formal Proposal has been submitted it will be evaluated. If the proposal is denied,
you will be notified via email. A follow-up meeting may be scheduled to review any questions
and/or concerns. If approved, the proposal will go into the contract phase and the agreement
will be finalized based upon the terms and conditions outlined
below. If terms cannot be agreed upon by both parties, the proposal will be denied.
3.Eligibility
Falkirk evaluates proposals based on the following criteria:
•Community Interest

•Quality of Work
The City strives to partner with organizations that offer the opportunity to exhibit artwork
of the highest possible caliber.
•Track Record of Achievement
Prospective organizations/individuals are asked to demonstrate a history of achievement
via promotional materials, letters from previous partners, etc. Prospective
organizations/individuals must demonstrate the ability to curate an exhibit of the size and scope
required to fill all three gallery rooms at Falkirk.
Approved exhibitions are overseen by City Staff. City staff reserves the right to finalize all installation
decisions including final curatorial decisions, exhibit layout, displays, labeling, determining insurance
coverage, appropriate security, lighting, staffing during hours of operation, artwork sales, and
marketing plans.
4.Responsibilities
Responsibilities of the Organizer include:
1.Designing marketing postcard. Conducting m arketing and promotional activities for the
exhibit through their own channels. Any publicity efforts or marketing materials must be
reviewed by City staff prior to use.
2.All transportation, set up, installation, and take down of Artists' exhibit and display. All set up,
installation, and take down of Artists' exhibit and display must be performed during the City of
San Rafael regular business hours. The Organizer will also be responsible for providing title card
information for each displayed work and will install said cards next to displayed works.
3.Providing the City with a digital excel file with an alphabetized list of selected artists and
artworks. The list must include the following: artist’s or lender ’s first and last name, street
address, city, state, zip, phone number, email address, website information, social media
contact information, artwork title, medium, size, selling price, provenance, and insurance
values. Organizer must provide digital pictures (jpeg or png format required) of each selected
work to be exhibited that correlate with the excel list of information.
4.To ensure ADA access, all exhibits must be available virtually as well as in person. If the
Organizer does not have the ability to provide a virtual exhibit, the digital images provided must
be of a high enough quality that the City can use them to create a virtual exhibit on the City’s
website.
5.Organizing the opening reception, including creating invitations, promoting the event,
organizing any entertainment, and providing any food and drink. If alcohol will be sold, the
Organizer is also responsible for obtaining a permit from the State Alcoholi c Beverage Control
Department. The date of the opening reception (generally Friday evenings), along with the
specific entertainment, food, and beverage plans, must be approved by City staff.
6.For juried shows, Organizer will retain 100% of entry fees and will be responsible for providing
the call-for-entry prospectus and paying for the Exhibition Jur or.
7.Providing all awards, if applicable.
8.Artists should inform City Staff if the exhibiting group would like the galleries to be open or closed
during private events (wedding, memorials, etc.). There is also the option to have select galleries
open.
9.Any requests to extend Falkirk’s hours for special events must be completed in writing and
must receive approval from the City in advance. Organizers will be requi red to reimburse the
City for any associated costs.
Responsibilities of the City include:
1.Working with the Organizer to determine a mutually agreed upon five to eight-week
exhibition period.
2.Printing marketing postcards for City use and distribution, any additional postcards must be
printed at the Organizers expense. Promoting the exhibit through the City’s print and digital
marketing platforms, including the website, social media, and email.
3.Provide staff during Falkirk’s open hours, as well as during the Second Friday Art Walks, to
ensure that the galleries are open to the public.
4. Working with the Organizer to provide a complimentary Opening reception at the
commencement of each exhibit. The City will support with promotion and will provide staff
for the event. The City will also provide a water dispenser, cups, napkins, and flowers. The
City will retain all donations grossed during the reception. All other coordination and
planning of the event are the responsibility of the Organizer.
5. Working with the Organizer and the City’s marketing coordinator to ensure that the exhibit
is ADA accessible by providing a virtual gallery of digital imag es and description either on the
Organizer’s website or the City’s website.
5. Terms and Conditions
The organization/individual seeking to host an exhibit with the Falkirk Cultural Center will be
required to execute an agreement to and abide by the following terms and conditions:
1. Falkirk reserves the right to approve all installation decisions including final curatorial
decisions, exhibit layout, displays, labeling, fine art, insurance, security, lighting, staffing
during hours of operation, artwork sales, and marketing plans. City staff reserve the right
not to accept the loan of work(s) that arrive in non-display condition (missing hanging wire,
unstable, damaged, over size limits, or otherwise not ready for display).
2. All damage to City facilities, including, but not limited to, walls, carpeting, trim, lighting,
furniture, that may occur during art installation, exhibition, or removal, will be the
responsibility of the Organizer to cover the costs of repairs or replacement related to the
exhibit.
3. The Organizer will grant the C ity the right to use images from the Exhibition for publicity
purposes in Exhibition announcements, the City's internal publications (including but not
limited to its newsletter), the City's Website, and other media. The Organizer will indemnify
and hold the City harmless from any liability arising out of the City's use of such images for
publicity purposes.
4. The Organizer will agree and ensure that no glass, other sharp edges, or hazardous materials
will be exposed that may cause injury to City of San Rafael staff and the public.
5. The City will agree that no alteration, restoration, or repair to Artists’ work will be
undertaken without the Organizer’s permission.
6. The City will agree that the Organizer /Artists will retain ownership of Artists' work during the
duration of the exhibit and display.
7. The Organizer and the Artists whose work is on display understand and agree that their work
is provided for display at their own risk of loss, vandalism, theft, damage, and destruction.
Artists acknowledge and understand that the Falkirk Cultural Center is open to the public
and the City does not employ security personnel or staff to manage or supervise the galleries
where the art is on display. Artists further understand that the City's insurance carriers will
not cover loss, vandalism, theft, damage , or destruction to his or her work while on display
at the Falkirk Cultural Center , and acknowledge that he or she has been advised to purchase
insurance coverage to protect against the risk of loss, vandalism, theft, damage, and
destruction of his or her work while on display at the Falkirk Cultural Center .
8. The City requires that each artist sign an acknowledgment that he or she understands these
conditions and will hold the City of San Rafael and its officers, officials, employees and
volunteers harmless for any loss, vandalism, theft, damage, or destruction that occurs to the
artwork, regardless of cause.
9. All sales of Artists' work on display at the Falkirk Cultural Center shall be handled through
the City. The City will retain a list of the artists’ works and sales prices , along with artist
contact information to share with the public and interested buyers. The City will collect and
retain gross sales price per piece on display and retain 30% of the gross sales price. The City
will remit 70% of the gross sale price per each piece to the Organizer . For exhibits that are
conducted virtually only, the City will retain 10% of the gross sales price and remit 90% to
the organizer. The Organizer will be responsible for paying the artist's individual
commissions from Organizer’s percentage of the gross sale price and is responsible for any
sales tax collecting and reporting, retaining a business license, if required, and adhering to all
State and Federal laws.
10. If the Organizer does not remove materials at designated date and time, or within 24 hours
of request to remove work, the City reserves the right to remove the material. If the exhibit
materials remain unclaimed for more than thirty days after removal, the City may sell or
dispose of them without further obligation to the Organizer .
11. Indemnification. The Organizer will, to the fullest extent permitted by law, indemnify,
release, defend with counsel approved by the City, and hold harmless the City, its officers,
agents, employees and volunteers, from and against any claim, demand, suit, judgment,
loss, liability or expense of any kind, including but not limited to attorney's fees, expert fees
and all other costs and fees of litigation, arising out of the Organizer’s performance of its
obligations or conduct of its operations. The Organizer ’s obligations will apply regardless of
whether or not a liability is caused or contributed to by the active or passive negligence of
the City Indemnitees. However, to the extent that liability is caused by the ac tive negligence
or willful misconduct of the City Indemnitees, the Organizer’s indemnification obligation
shall be reduced in proportion to the City Indemnitees’ share of liability for the active
negligence or willful misconduct. In addition, the acceptance or approval of the Organizer’s
work or work product by the C ity or any of its directors, officers or employees shall not
relieve or reduce the Organizer ’s indemnification obligations. In the event the City
Indemnitees are made a party to any action, la wsuit, or other adversarial proceeding arising
from the Organizer’s performance of or operations under, the Organizer wi ll provide a
defense to the City Indemnitees or at the City’s option reimburse the City Indemnitees their
costs of defense, including reasonable attorneys’ fees, incurred in defense of such claims.
12. Required insurance. The Organizer shall maintain, for the duration of the exhibit and
associated installation and removal , and pay the cost thereof, the following insurance
policies:
a. General Liability Insurance. The Organizer shall procure and maintain Comprehensive
General Liability Insurance in the minimum amount of one million dollars
($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death,
bodily injury, personal injury, or property damage.
b. Property insurance sufficient to cover the artworks in the exhibit.
13. Other insurance requirements. All insurance policies obtained pursuant to this Section shall
also meet the following requirements:
a. The insurance policies shall be specifically endorsed to include the City of San Rafael ,
its officers, agents, employees, and volunteers, as additional in sureds (for both
ongoing and completed operations) under the policies.
b. The additional insured coverage under the Organizer’s insurance policies shall be
“primary and non-contributory” with respect to any insurance or coverage
maintained by the City.
c. The insurance policies shall include, in their text or by endorsement, coverage for
contractual liability and personal injury.
The C ity will not be responsible to determine the adequacy of the property insurance for the
artwork. If the insurance is not sufficient to cover a loss, the C ity will not be liable for any
shortfall in coverage.
Copies of all related insurance coverage shall be provided to the City, and complete copies of
any insurance policies obtained pursuant to this Agreement shall be provided to the City if
requested at any time.

Art Exhibitions – Request for Proposal for 2024
1.A brief, one-page description of the Exhibition explaining its overall theme and scope.
One of the many wonders of creating art is that every artist has a distinct vision. No matter the
inspiration, media, or process used, each artist brings her idea to life in a unique way.
As such, it is often revealing for artists to examine their processes together to see what inspires
and drives the other. We have been working in our separate art practices for several decades,
following our education in printmaking and related arts. We often "compare notes", swap ideas,
share new techniques and take classes together. We have exhibited together as well.
DOUBLE VISION is our proposed theme for the Falkirk Cultural Center 2024 Calendar. In this
exhibition, we would show pieces that have been paired to show their similarities and
differences. For example, pieces could demonstrate different interpretations of the same
inspiration. They could reveal to viewers how different media choices will produce vastly
different results. And viewers will see how each artist realizes a completely unique expression of
her idea. We would provide explanations of all of our pieces so that viewers can really learn
about the way we work.
We believe that this theme would be both enlightening and engaging for Falkirk audiences. We
would be using both traditional techniques as well as newer, alternative processes in drawing,
printmaking and collage. Viewers will be surprised at how complex and interesting these
combinations can be.
We are attaching a file of paired images that represent possible choices for an exhibit. If
selected, we would continue to create pieces that demonstrate our proposed theme. We are
confident that we would be able to fill two of the three rooms upstairs at Falkirk. We are both
very open to having another artist for the third room who would complement our show.
We look forward to the possibility of an exhibit together and we appreciate your consideration.

What Day Is It?Covid Mania
Silkscreen Collage
During Covid, we both explored alternative techniques that we could do at home. Cindy returned to
silkscreen, the first time since the 1970s, and Susan utilized painted papers in a collage. Both pieces
evoke the disorientation we all felt during the pandemic.

We both love portraits but our approaches are very different in style and media. Here Cindy used a
recycled cardboard plate with a chine colle photograph. Susan created a mixed media print to
remember the Queen of England.

We often work with typography, and we are especially intrigued by the letterforms themselves. But our
interpretations are very different. Here Cindy uses the Hebrew letter that stands for Shalom, Peace.
Susan shows the symbol for the English letter S using sign language.

We both continue to explore a range of printmaking and drawing techniques, often combining them in a
collage. Here we both used architectural elements in an extreme abstract style, giving only the
suggestion of buildings .

In these pieces, we both used favorite photographs: Cindy used her photo of a stilt walker in Havana and
Susan used a photo of herself from childhood. What is surprising is that we created color palettes and
background textures that are almost identical!

CINDY OSTROFF
I am passionate about printmaking. It is the creative tension in printmaking that draws me in and
motivates me to pursue my artistic path. For me, inspiration can arise in an instant, often provoked by
light, shadow, texture, or color. But then the long processes in printmaking slow me down, forcing me to
be patient as I experiment with images and techniques, both ancient and new, and see my ideas come to
life through printing. I find that this creative tension is what keeps me open to the greatest surprise and
artistic potential in my work.
SUSAN TAIT TURECK
My focus is to look past the obvious to create new narrative in found images. Utilizing monoprint,
painting, drawing, collage and various mixed media, and often working in series, I select random images
from commercial, institutional and personal source material. I like to explode images out of their
normally dry and mundane presentations through re-interpretation and a range of treatments. By
placing them in unexpected new settings, my challenge is to re-contextualize and imbue imagery with
doses of emotion, mystery, irony, and/or whimsy in ways that contrast with their original intent.

Cindy Ostroff is a long time artist in the Marin community and we were eager to show her printmaking
work. When we proposed an exhibit to her, she immediately suggested a group show based on the idea
of "process." Cindy contacted two artists she knew, one a painter and one a textile artist.
Cindy collaborated closely with me in selecting the best works to demonstrate how differently artists
work. She and the other two artists met several times with their portfolios and selected works that both
exemplified their individual talents as well as the "process" theme of the show. She and the other two
artists paid careful attention to every detail, especially the explanations about how they create their
work.
Cindy was very involved in publicizing the show and we had a large reception. Feedback about the show
was extremely positive.
It was a pleasure to work with Cindy and I recommend her for any upcoming exhibits.

As a senior member of Shift, a well-regarded artist-run gallery in the heart of Seattle’s art
district, I have twice hosted multi-media artist Susan Tureck in two exhibitions. Next year, in
celebration of the gallery’s 20th year, Susan has been invited back for a solo show in November
2024. Her work, which spans painting, drawing, printmaking , collage and small-scale sculpture,
often explores mid-century lifestyle and cultural themes derived mainly from her experiences
and observations growing up in Hollywood- and media-obsessed Southern California. She
employs a wry sense of humor and touches of irony in a refined and engaging narrative style
that has been noted and appreciated by gallery goers.

Theme: Beauty and Her Shadow
Is there a place for beauty in contemporary art? The San Rafael Second Friday Salon artists
intend to explore both the beauty in Nature and the nature of Beauty in this exhibition,
including the rejected, shadow aspects of beauty—both in human femininity and in Nature.
Sub-themes and research questions addressed may include:
•The alchemical principle of fixing the volatile: for example, to preserve beauty in some
enduring medium so that its effect will not fade, as all flowers eventually do.
•Where does beauty go as we age?
•Can beauty be found in suffering, in decay?
•What does so-called inner beauty look like, if given a form?
•The mirror is an ancient symbol associated with beauty goddesses such as Venus. How
might the quality of certain mirrors change or distort our reflections—and thus our
perceptions of self?
•Psychologically speaking, the human shadow refers to the part of ourselves that we refuse
to see and accept as part of ourselves. Often negative, but also very positive aspects of
ourselves—aspects that others often see clearly—can be part of our psychological shadows.
The artists in this show intend to explore the question of Beauty’s shadow: If Beauty is a
goddess, does she have a shadow side? What might her shadow contain?
All but one of the participating artists are women, and the artists propose not only to depict
beauty as found in nature, the human figure, or portraiture, but also address and challenge
the constraining and tired patriarchal notions of beauty and re-present what is beautiful
today. Some of the artists also intend to examine women’s place in art history. The
embodiment of, and quest for, Beauty—both in art and in life—is a primordial force that has
begotten new art forms and new generations, started wars and ruined lifetimes of labor. The
artists in this exhibition plan to address the roles that Beauty might play in visual art today,
including the shadowy aspects of this ancient goddess.

PARTICIPATING ARTISTS OF THE SAN RAFAEL SECOND FRIDAY SALON:
Ben Benet, Cathy Bowman, Heather Chamberlain, Susan Daniels, Nicole Forestier, Judy
Notary, Maeve O’Sullivan, Esther Reisenberg, Sarah Shockley, and Wendy Walter
Beginning in December 2022, a small group of emerging artists who met while taking art
courses at the College of Marin agreed to continue their study beyond the college by gathering
every second Friday in a San Rafael home to share, discuss, and critique their artwork. The
Second Friday Salon now includes thirteen artists, all of whom studied painting at College of
Marin, and almost all of whom live in Marin County. Most salon attendees are
representational painters with an interest in depth psychology, mythology, narrative, and how
the archetypal can be expressed through visual art, consciously and unconsciously. Some plan
to address the exhibition’s theme with traditional representational paintings, while others will
build work from a more conceptual basis, incorporating mixed media into their paintings in
novel, unexpected ways. Second Friday Salon artists are currently exhibiting at the deYoung
Open, the O’Hanlon Center for the Arts, and recently exhibited in the Falkirk’s Mixing It Up
with Mixed Media show.

Art Exhibitions – Request for Proposal for 2024
1.A brief, one-page description of the Exhibition explaining its overall theme and scope.
Heart, heart and more Heart… is a series of heart art glass panels, sculpture and
uplifting glass artwork in various sizes that I have created over the last 3 years. I have
always used the powerful heart symbol in my art however I became especially drawn to
making heart art during the early days of the pandemic. Not only was I searching for more
heart and connection during those dark days, but my beloved 7 year old niece was in dire
need of a heart transplant. During this time, I found myself layering hearts into my
artwork- wanting to attract more heart and hope into our world and my
family. (Thankfully, I can report that my niece was able to receive her angel heart. )
The unique body of work that I have created and continue to make, is a mix of heart work
that touches upon various themes of healing, resilience, positivity, hope, courage,
gratitude and forgiveness to name a few. Most of the pieces are made with glass and
copper and silver foils so that the hearts have a glow to them. The titles of the pieces give
a hint as to what the pieces mean to me but I also hope for the viewer to find their own
meaning in the pieces and maybe find some form of healing as a client recently
commented “Your work is quite beautiful and I could feel your fused glass pieces healing me
right through an online site. Never happened to me before. I use meditation voice tapes. I will
add your pieces to my meditations.”
There is a call and response process that guides me in my artwork. Healing themes often
begin to show themselves in the form of symbols and in the colors and shapes of the glass.
Actual forms and designs emerge as these healing mental images begin to resonate within
my artistic spirit. This process is really the motivating foundation for all my artwork and
jewelry. Nature, mood, fantasy also all intertwine and bring my designs to the surface. My
hope is that these artistic visions expressed in functional form bring more color into the
world and a sense of beauty, playfulness, creativity and hope.
I have a cohesive body of heart art pieces ranging in size from the tiniest on little stands to
larger pieces that vary in size but are mostly around 10”x 10”. I am open to having a solo
exhibition or being part of a group exhibition. I can highlight a few pieces or exhibit the
whole collection.
As a long time teaching artist based in San Rafael, I would love the opportunity to share
more of my heartfelt artwork with my community.

Nikki Contini is a teaching artist based in San Rafael who works in fused glass, polymer clay and
mixed media. She creates and teaches with a mission to inspire creative expression, confidence and
joy!
More About me...
Growing up, I was always drawn to crafts and art but I really found my passion with glass fusing. I
took a workshop back in 1994 and have been hooked ever since! I still find that nothing beats that
wonderful feeling of opening the kiln and seeing how a piece has turned out after firing. I love how
glass comes alive with light and bursts with vibrant color. Fusing glass brings me so much joy, and my
work naturally reflects this enjoyment.
Being a creator has been a healing balm throughout my life. I truly believe that all acts of
creative expression can be a powerful way to heal, reconnect with ourselves and our communities.
We can intentionally dive deep into creative endeavors that help us to heal or get deeper in touch
with ourselves and we can also play lightly, just enjoying the gift of imagination and flow that often
happens when we create. I do not think it matters what we do except that we honor our very human
need for creative expression and that we keep the channel open.
When I began glass fusing years ago,(1994) I was obsessed with making glass framed glass
mirrors. I made hundreds of them. Healing, positive mirrors that had affirming words, quotes and
designs made with the intention to encourage a gentle voice that honors the self with love and
acceptance. My degree is psychology fused together with my artwork. I healed myself in many ways
by making those mirrors and as I evolved so has my artwork and my desire to teach my passion. I
wanted to create and offer a fun and safe space for others to explore their imagination and self
expression through art. Fast forward about 20 years and here I am a traveling art teacher/teaching
artist...living the dream. HaHa! Teaching and Creating- always searching for ways to find that balance
to fit it all in!
Engaging in any creative process can often be healing and transformative. My hope is that 'we'
all are able to tap into the magic of expressive arts to help heal ourselves and our world-That there is
opportunity and space for that exploration. I feel deeply that there is not enough emphasis on the
healing nature of creative expression in our society. I think this is a missing link, or a starved need
and desire in many of our communities, but it is an essential piece to healing the current landscape
of our time- We need more art- in schools, in the workplace, in our parks....! More avenues for
expression in all its forms. Meaningful, intentional, expressive, honest - not always pretty,
sometimes mysterious - this process of making something that comes from within our spirits is a
treasure and gift. We can also be moved greatly by what others express and nature in all its
wondrous glory, can also give us this gift of healing and connection. So much potential with the
simple act of pen to paper, a dance, a mindful walk in the woods, a sculpture, a collage, a simple
scribble...bypassing overthinking and judgment- getting to the heart- maybe there is a release, more
acceptance, tolerance or forgiveness- maybe just a little more inner space or maybe something came
and went or a solution found....so many benefits to allowing ourselves to be in a creative flow.

Creative Concept: Dreams
I welcome the opportunity to exhibit my work at Falkirks’ wonderful space.
With this exhibition I’d like to showcase some of the paintings I created since
January 2020, in the time of Covid 19 lockdown.
Like most of the creative people during this period I turned to art. Creativity can
ease stress and help people process the heaviness that they’re dealing with.
When you can open up and look outside of yourself, you realize things are not
just about you. You start to understand that what we’re going through is a
shared experience — and knowing that other people understand what you’re
feeling helps us all feel better.
In the exhibibion I’d like to share some of my feelings with this audience.
Covid 19 is well under control but the art created during that period of
uncertainty has influenced the art scene of the future.
Background
I’m a graduate of School of Art and Design in Uherske Hradiste, Czechoslovakia,
where I studied painting. I continued my studies at University of F. Palacky in
Olomouc, Czechoslovakia, where I studied Art and Czech literature. I graduated
with Masters’ Degrees in both, Art and Literature.
After the graduation I left Czechoslovalia and emigrated to United States. I was
extremely lucky that I could apply my art education to a professional career in
this country. For 38 years, I worked for several great NYC advertising agencies as
an art director.
I started to paint again about 20 years ago. I participated in many group
exhibitions, but I also had solo shows. I moved to California in 2016 when joined
Marin MOCA and Art Works Downtown.

Art Exhibitions – Request for Proposal for
I would like to propose a small art exhibit featuring the birds of Marin County
to be shown in your Falkirk gallery in 2024 during either the July/August or the
November/December time period. My work will consist of at least 7 colored
pencil and pastel drawings of local song and sea birds with sizes ranging from
8X10” to 22X30” framed. Given the time available before the exhibit I would
like to complete another 2 or 3 drawings before the show. I will only need wall
space.
During the Covid epidemic I took an eight month job in the Sierra Nevada and
was lucky enough to rent a vacation cottage right on Lake Tulloch. I was kept
company by a nesting pair of magnificent ospreys, a few dozen singing house
finch, and an occasional flock of vultures on my deck. I wasn’t lonely with my
glass of wine, a lake view, and my avian company.
If a bird sits next to you you stop and look. Everyone does. Time freezes and
the world falls away until he flies and the spell is broken. And if you’re lucky
enough that he lingers you are pinned to him: the amazing kaleidoscope of
colors and feathers and layers and patterns. He is both the essence of his
landscape and a point in time. He is an unintentional moment of mindfulness.
My obsession with birds of course forces me to pick up my pencils and draw.
Colored pencils showcase the tiny precision and nuance of the bird and pastels
enhance the rich colors. I hope to share my passion for these creatures with a
show.

Artist Bio
I lived my life loving art, music and the theatre but thought I would be doing so as a
grateful spectator. About four years ago I picked up a pencil and was thrilled to find I
could draw, and I’ve been obsessed, and possessed, ever since.
My life’s work was in science. I had the privilege of many assignments, first as a RN and
then an MD, the most noteworthy being twenty years as an emergency room physician and
twelve working in a correctional inpatient psychiatric facility. I loved medicine, but not the
bureaucracy, and was happy to be able to retire from the field with great memories. And I
longed to have some time for my drawing.
My teenage son died several years ago, and following his death nature became an
extraordinary experience for me. I became hyperaware of colors, sounds, smells and
touches of breeze. To walk outside was to feel the heat and color of the dirt path, sense and
smell each tiny blade of grass, revel in the greens of the swaying branches, and feel the kiss
of sunshine on my face. Unbelievable. That experience was dearly paid for, and I mindfully
try to recreate it when I’m outside with only partial success. Art brings me closer to this
deep sense of nature, and though I enjoy drawing other things I return to the botanicals. I
love vivid colors and rich textures; I year to move the sensuality of nature onto my pages.
I’m supposed to find some philosophy of art but have yet to figure one out for myself. Art is
so visual, so tactile, so sensual and so meditative. The bright colors, the soft smell of the
flower next to my desk, the buttery feel of the pencils and they smooth and play into each
other. My easiest subject seems to be fruit and I find myself challenged not to eat my
models as I draw. I also struggled to describe how art makes me feel and one day that
answer was obvious. Remember how it felt to fall in love? That’s how I feel when I’m
nearing the end of a piece. Contentment and joy. I feel alive.
So, as you view my work you feel some of the joy I felt in making them. Thank you!

7 + 1 Art Collective strives to create dynamic group art shows through our painting,
collage and mixed media practices. Our exhibition proposal, What Now? is a
response to this moment in time.
Somehow, through sheer perseverance and virtual meetings, we’ve continued to
make art, discuss art and share our art despite the pandemic years. Just as our
lives became fragmented by the isolation from our usual cultural and social outlets,
so, too, have our art practices been rearranged, changed. Our collective has been
our anchor as we struggled to find our new directions.
Society is different, we are different and our art practices are different but our
irrepressible urge to communicate through artistic expression has endured. Now, in
the calm after the storm we are looking at life, ourselves, our art practices anew and
asking...What Now?

This exhibit at the Falkirk Art Gallery will have a theme with
art depicting California Bay Area places and people. There
are so many places around the San Rafael area and the bay
to inspire art. As we have done in our previous exhibit at
Falkirk in 2022 we will have about 40 pieces of art selected
from art submitted by CWA members.

The California Watercolor Association’s goal is to enhance
cultural arts offerings with exciting art exhibits by California
Bay Area artists. CWA’s mission is to create, foster, and
sustain artistic growth and interest in watermedia. These
goals are accomplished through our community outreach
programs, workshops, public exhibitions, and public art
demonstrations. CWA holds several member shows
annually, at various Bay Area venues. All shows are juried by
nationally known artists and attract a large viewing public.
CWA has over 500 members.

Art Exhibi*ons – Request for Proposal for 2024
Hi, I’m submitting this proposal on behalf of myself and two other artists:
Scott Hewitt, (myself) Scott Meadows and David Ryan.
I live here in San Rafael, Scott Hewitt and David Ryan live in the East Bay.
We were previously known as the art collective Sniff, which gained recognition for the artwork
we built, painted and displayed at the Albany Bulb shoreline park in Albany starting in early 2000.
The pieces were primarily large rectangular panels created using multiple 4’ x 8’ sheets of plywood
that had drifted ashore.
We stopped painting at that site around 2004. The artwork was left to the elements,
eventually covered by graffiti and dismantled by the homeless to build shelters.
A fragment of one of the pieces survives in the collection of Berkeley’s BAMFA and was
exhibited in the Way Bay 2018 exhibit.
The three of us draw/paint/print regularly developing our personal studio work and have
continued to work together occasionally. The collaborative work has a different flavor and we
agree it enhances our individual studio work. Both avenues of work are well received by others.
We don’t typically apply for shows.
I was included in the 2022 winter juried show at Falkirk and received an honorable mention. I
enjoyed the experience and I loved the Falkirk space.
My colleagues and I believe that this is a great opportunity for us to combine both aspects of
our work to create something unique and memorable inside the rooms of the Falkirk house.
We would like to create a site specific collaborative piece that would
occupy an entire room or rooms and weave in our personal studio work
using current and past pieces that we think show our artistic scope and
development over the years.
The concept is that the studio pieces will be hung on the walls and
the larger site specific collaborative pieces will screen or partition each
room or space.
The dialogue between the pieces will be intriguing.
The studio work and especially the collaborative work has been called “dream-like”, “stream of
conscious”, “fairy-tale”, “comic”, and a little “dark”. It will be an interesting and unique show.
The September-Octrober slot would work well to coincide with the Halloween season.

1. A brief, one-page description of the Exhibition explaining its overall theme and scope.
I live in El Cerrito Hill, which is in San Francisco East Bay. I think I spent more time
taking walks in the forest to heal my frustrated heart because I couldn't meet and
talk with people during the Pandemic. While my walking range isn’t far, the feeling
of looking at golden gate view, San Francisco city, and bay bridge view, is what I
wanted to describe. That feeling while looking at it and imagining those places. It
seemed like such an act of expression made me truly belong in the bay area.
I wanted to be more connected to the objects I see as a person who lives in
symbiosis with nature and the city. I wanted to feel less marginalized and less
isolated. I am a Korean American living in a SF east bay area during the 2020s. My
art expresses the feeling of each day coming to human life between the city and
nature. That’s my main theme. To use an analogy, it’s like I am a coffee filter.
Then, nature, SF east bay area, and humans are the coffee beans. I'd like to make
flavorful coffee.
Sometimes it's a forest of buildings, or all trees, sometimes it's a hesitating truth
that we must solve. These are the subjects of my painting. I think these will
continue to be attractive topics for me for the time being.
Also, as an immigrant, the discomfort that comes from language problems or
violent situations that can happen to me at any time, and scary things that I know
through the news or media are issues and topics that I want to express. I am
expressing through my art about what is perceived through my vision in SF East
Bay Area. I can live feeling like the Bay has nothing to do with me, but think about
why certain things happen? I am expressing my thoughts as a person about the
emotions and things that happen in our real life in an artistic way that I can do.

Catherine Lee is a San Francisco East Bay-based painter. She was born and raised
in Seoul Korea and has lived in the United States since 2015. She is a painter and a
teacher at a Korean school. She lives in El Cerrito, surrounded by the bay and
Hillside Natural Park.
In her formative years, she was deeply impacted by the Korean traditional paper
and black ink in Seoul. Catherine received her BFA and MD from Hongik University
in 1997 and 2004. She majored in Korean art and used black ink and Korean paint
on Jangji, a traditional Korean paper, and mixed materials such as acrylic, canvas,
and pastel as necessary. She was selected for many festivals in Seoul from 2000-to
2005.(Dong-A Art, MisulSegye, Danwon Arts) and also worked as an art teacher at
school.
Since moving to California in 2015, Catherine has exhibited her work in San Ramon
City hall California. She is inspired by nature, especially the sky, trees, roads,
flowers, and much more. She expresses the pleasure of nature within everyday
scenery.

My work expresses the many feelings I have while taking walks. Rather than
complexity, I want to show the pleasure of living in a simple world through a
walk in nature. Those emotions become the subject of my work. People, dogs,
birds, trees, rocks, and th e beauty of nature tell different stories, and every day I
have a different reaction to these things. But eventually, my thoughts and
emotions are sorted and refreshed. I want to invite the viewer to move into a
space of speculation. While I have many uniq ue images and emotions in my
work, the methodology is always consistent. Mainly, ink is used in traditional
Korean paper to form a basic frame, and on top of it, traditional Korean paint,
acrylic, and pastel are used. But for my art, I use a mixture of Eas tern and
Western ingredients without following tradition. I do not insist on Western
realism or Eastern traditional painting, but to pursue the most suitable material
form of expression to convey my feelings. This project has always been
grounded in pleasu re and relaxation.

This exhibition would encompass my black and white landscape photography project called
“Homeward.” It would consist of around 20 16x20 inch darkroom prints in 20x24 inch frames.
This body of work is about the boundary markers of where my concept of home ends, and what
lies beyond them in the liminal transitory landscape. The photos are taken on road trips
between the Los Angeles area and San Anselmo, two places I have called home. They are my
search for home by looking for visual signifiers of not-home. I also juxtapose the landscape
pictures with formally similar images created in my mother’s San Anselmo home, showing the
subjectivity and fuzzy border between home and not-home.

Raised in the San Francisco Bay Area, Noah Gottesman grew up wanting to be a
cinematographer. After studying the subject at California State University, Long Beach,
he began to work in the camera department on music videos and commercials, all the
while using a stills camera and photography as a means to derive reference material and
also to “practice.”
Eventually, he came to the realization that photography could be more than just a
practice exercise, resulting in his first body of work and photobook, Falling Into Peaces.
He now makes images as a form of self expression and as a mindfulness meditation, a
process which is enhanced by his choice of media, black and white film and darkroom
prints.
Currently, his work is in the permanent collection of P66 Gallery in Dresden,
Germany as well as on display at the De Young museum in San Francisco.

Ephemera
e’-phem-er-a Things that are used or enjoyed for only a short time
This collection of work explores the transitory nature of things, objects and
places in the natural and human world. Places that evoke past events that
live in memory but will never be repeated. Botanicals that live brilliantly for
a short time and then fade away. A moment in nature—tides, wind, sky—
that create a viewed experience that is unique and personal.
The work that would be included in this exhibition is a collection of
alternative process photography (platinum prints, cyanotypes, and
photogravures) and mixed media art (hand colored photographs, prints
using paint, charcoal, sumi ink, and graphite) focused on ephemera in
nature and human life. Work is on paper, much of it hand made Japanese
washi. All pieces are either limited edition or one of a kind. Sizes (framed)
range from 16x20 to 22x30

Dana Christensen is a visual artist based in Sausalito California. She grew up on
the East Coast and after receiving a Ph.D. in Psychology, spent much of her
professional life in advertising in New York.
Dana is a self-taught artist who has extensively explored and experimented with
historic processes including photogravure, platinum palladium and, most
recently, hand coloring of monochrome images. Her photography strives to use
of the contrast between lights and darks to tell a simple story and make an
emotional connection with the viewer.
Dana has exhibited her work at galleries across the United States, including
Center for Photographic Art Carmel, Fenix Arts Fayetteville AR, and the A. Smith
Gallery in Austin TX. she has also been a contributor to publications focused on
analog photography including The Hand Magazine and Analog Forever.

TITLE: REVIEW OF THE BOARD MEETING SCHEDULE FOR 2024
RECOMMENDATION:
It is recommended that the Board review its meeting schedule for 2024 and revise as
necessary.
BACKGROUND:
The Public Art Review Board currently meets on the third Wednesday of each month at 6:00
p.m. Additionally, the Board can schedule ad hoc meetings on an as needed basis. Annually,
the Board reviews a proposed meeting schedule to consider canceling or re-scheduling
meetings due to holidays or other conflicts.
