Design Review Board and Planning Commission
Background
•1977: Establishment of the Design Review Board (DRB)
•2018: Discussion started around potential dissolution of the DRB and/or the Design Review Advisory Committee (DRAC)
•2020: Feedback to explore Streamlined Development Review
•2022: Streamline Development Review One Year Pilot Program
State Legislation & Streamlined Review Pilot Program
Recent State legislation has modified how cities can complete design review:
•State Streamlining Regulations, including SB 35, SB 9, etc
•SB330 (Housing Crisis Act)
•Streamlined Review Process Municipal Code 14.25.070
All these changes-both state-wide and locally -have resulted in a decrease in purview and significant cancellations of the Design Review Board

Design Review –Going Forward
The body of decision that currently takes final action on development projects today will continue to do so if the City Council moves forward with the proposed action.
For Decisions at the Community Development Director and Zoning Administrator level:
•Staff will create an on-call list of design professionals to assist as needed with architectural and landscape analysis during the review of complex projects. These professionals will also serve to advise at staff level public hearings.
For decisions at the Planning Commission level:
•These design professionals can be present to discuss and advise the Planning Commission meetings as needed.
Recommendations
Accept the report and provide feedback to staff regarding how the City Council would like staff to proceed.
And if they would like to move forward with the recommendation, please direct staff on:
•The new composition and eligibility requirements, and
•Roles and responsibilities of the Planning Commission to allow the City to efficiently respond to the current development environment while ensuring that the process and quality of design review are not negatively impacted.
