CALL TO ORDER Chairperson Robinson Pifion called the meeting to order at 6:07 PM ROLL CALL Present: Member Daniel Alm Member Marilyn Alvarez Member Daryoush Davidi Member Paula Kamena Member Mydung Nguyen Member Darlin Ruiz Member Fatai Tokolahi Alternate Member Salamah Locks Alternate Member Karla Valdez Absent: None Also Present: Cristine Alilovich, City Manager Angela Robinson Pinon, Assistant City Manager David Spiller, Chief of Police, San Rafael Police Department Scott Eberle, Lieutenant, San Rafael Police Department MINUTES 1. None OPEN TIME FOR PUBLIC EXPRESSION Chairperson Robinson Pinon invited members of the public to give comments regarding items not listed on the agenda. • Bruce Bartel, Novato Police Advisory and Review Board, addressed the Committee regarding the formation of the PAAC.. • Heidi Merchen addressed the Committee regarding the history behind the formation of the PAAC, and what she hopes to see moving forward. ---_____.. • Name withheld addressed the Committee regarding the future of the PAAC and the police department's relationship with the community. ......... SPECIAL PRESENTATIONS 2. Special Introductions: a. Welcome and Introductions of Committee Members- Cristine Alilovich, City Manager and Chief David Spiller, San Rafael Police Department City Manager Cristine Alilovich and Police Chief David Spiller introduced themselves and the members of the Committee provided brief introductions. Chairperson Robinson Pinon invited public comment; however, there was none. b. Presentation: An introduction to the Brown Act and introduction of the public meeting process Assistant City Attorney Genevieve Coyle and City Clerk Lindsay Lara gave presentations. Staff responded to the Committee's questions. Presentation: History and Overview of the Police Advisory and Accountability Committee (PAAC) - Francine Tournor, Director of the Office of Police Oversight for the City of Long Beach Chairperson Robinson Pinon introduced Francine Tournor, Director of the Office of Police Oversight for the City of Long Beach, who presented the item. Staff responded to the Committee's questions. Chairperson Robinson Pinon invited public comment. Speakers: Heidi, Robbie Powelson Chairperson Robinson Pinon asked the Committee if they had any other comments before moving to the next item. The Committee provided comments. OTHER AGENDA ITEMS 3. Selection of One (1) Representative to Serve as Chair and One (1) Representative to serve as Vice - Chair of the PAAC for 2024 Chairperson Robinson Pinon introduced the item and presented the staff report. Staff responded to the Committee's questions. Chairperson Robinson Pinon invited public comment. Speakers: Heidi, Name Withheld The Committee provided comments and discussed options for consideration. Member Davidi moved, and Member Alm seconded, to nominate Member Kamena as Chair and Member Tokolahi as Vice -Chair AYES: MEMBERS: Alm, Davidi, Kamena, Nguyen, Ruiz, and Tokolahi NOES: MEMBERS: None ABSENT: MEMBERS: None ABSTAINED: MEMBERS: Alvarez The motion carried 6-0-1. b. Discussion on Community Co -Created Bylaws Recommendation: Provide feedback on draft bylaws Chairperson Robinson Pinon introduced Francine Tournor, Director of the Office of Police Oversight for the City of Long Beach who presented the item. Staff responded to questions from the Committee. Chairperson Robinson Pinon invited public comment. Speakers: Heidi The Committee to provide comments on the draft bylaws. Alternate Member Locks stated that she had drafted bylaws that she would like to share with the Committee. Staff stated they could distribute them to the Committee in advance of the next meeting. Member Alm moved, and Member Kamena seconded, to continue the discussion of the bylaws to the next scheduled Police Advisory and Accountability Committee meeting. AYES: MEMBERS: Alm, Alvarez, Davidi, Kamena, Nguyen, Ruiz, and Tokolahi NOES: MEMBERS: None ABSENT: MEMBERS: None The motion carried 7-0. c. Adopt the 2024 Committee Meeting Schedule Recommendation: Review the meeting schedule for 2024 and revise as necessary Page 3 of 4 Chairperson Robinson Pinon introduced the item and presented the staff report. Speakers: Francine Tournor Ms. Robinson Pinon invited comments from the Committee, The Committee provided comments and discussed options for consideration. Member Kamena moved, and Member Alm seconded, to adopt the schedule for the third Wednesday of the month except for June and December AYES: MEMBERS: Alm, Alvarez, Davidi, Kamena, Nguyen, Ruiz, and Tokolahi NOES: MEMBERS: None ABSENT: MEMBERS: None The motion carried 7-0. STAFF LIAISON REPORT 4. Staff Liaison Report: - None. COMMISSIONER REPORTS 5. Committee Member Reports: a. Alternate Member Locks met with the community in the Canal area and passed out ACLU "know your rights" cards.
