Background
•Over the past several years, there has been an
emerging practice nationally to replace traditional law
enforcement responders to 911 calls involving people
in crisis with social workers, mental health counselors
or medical staff.
•January 17, 2023, San Rafael entered into a 3-year
professional services agreement with Petaluma People
Services Center (PPSC) to operate the Specialized
Assistance for Everyone (SAFE) Team.
•The SAFE Team serves community members in
crisis through trauma informed de-escalation, conflict
resolution, welfare checks, low level medical aid and
substance abuse counseling.
•The SAFE Team is connected to the Public Safety
Answering Point and dispatched through San Rafael
PD’s dispatch center: 415-458-SAFE (7233)

Alternative Response Goals:
•The goal of the SAFE Team is to
address crisis response, prevention
and intervention for our most
vulnerable community members
experiencing crises related to
mental health issues, substance
abuse issues and homelessness.
•Team is comprised of specially
trained civilian Crisis Counselors
and Emergency Medical Technicians
who operate 8AM –8PM, 7
days/week, 365 days/year.

over 44,000 calls for service annually. The
SAFE Team is projected to handle over
3200+ (7%) calls for service in their first
year of operation.

•SAFE Team helped SRPD lower Priority 1
response times from 7 minutes to 5
minutes in 2023
•Alleviated public safety responses
stemming from calls from community
members experiencing mental health
issues and dementia
•Assisted community members to become
medication compliant and secure housing
•Connected community members with
psychiatric services and assisted in de-
escalating events
