TOPIC: CANAL PARKING STRIPING PROJECT
SUBJECT: AWARD OF CONSTRUCTION AGREEMENT TO BAYSIDE STRIPE & SEAL,
INC. AND APPROPRIATION OF $257,000 FOR THE CANAL PARKING
STRIPING PROJECT
RECOMMENDATION:
1.Award the construction agreement for the Canal Parking Striping Project, City Project No.
11438, to Bayside Stripe & Seal, Inc. in the amount of $224,000.
2.Authorize the City Manager to execute the construction agreement up to the amount of
$257,000, including contingency funds of $33,600.
3.Appropriate $257,600 for the Canal Parking Striping Project.
BACKGROUND:
The City of San Rafael is actively engaged in several construction related projects in the Canal
neighborhood. Work on the City’s annual Pavement Management Program began in mid-October
2023. The projects utilize slurry sealing and micro-surfacing treatments to maintain the selected
roads and extend their service life. The first project took place on four streets in the Canal
neighborhood with two layers of micro-surfacing on each street. To help address limited parking
in the area and improve the traffic safety of the neighborhood, the Canal Parking Striping Project
will implement new striping in the Canal neighborhood, which include installing street parking
spaces, as well as installing red and yellow curb areas.
ANALYSIS: On January 23, 2024, the project was advertised in accordance with San Rafael
Municipal Code Chapter 11.50. On February 20, 2024, the following bids were received and read
aloud:

Public Works staff reviewed the construction bids, and the low bid from Bayside Stripe & Seal,
Inc. of $224,000 was found to be both responsive and responsible.
City staff recommends awarding the construction agreement to Bayside Stripe & Seal, Inc. for the
bid amount and recommends the City Council authorize a construction contingency of $33,600,
approximately 15 percent, for a total appropriated amount of $257,600. The Public Works Director
would be authorized to issue any change order to the contract within the total contingency amount.
PUBLIC OUTREACH:
The bid was publicly advertised through BidExpress. A notice inviting bids was posted in the Marin
Independent Journal on January 29, 2024.
Future public outreach will include working with community groups to spread the message about
traffic control measures that will be implemented for this work. In addition, a mailer will be sent to
residents located within the project limits describing the project and its impacts.
ENVIRONMENTAL DETERMINATION: In January 2024, a notice of exemption (NOE) was filed
with the County of Marin for the Canal Parking Striping Project for categorical exemption based
on Existing Facilities (§15301).
FISCAL IMPACT:
The recommendation included in this staff report would authorize expenditures not -to-exceed
$257,600 to fund construction of the Canal Parking Striping Project, City Project No. 11438. A
corresponding budget amendment is required to appropriate available General Fund (001)
resources to support this contract cost.
OPTIONS:
1.Award the contract as recommended.
2.Do not award the contract and direct staff to rebid the project. If this option is chosen,
rebidding will delay construction by approximately two months.
3.Do not award the contract and provide direction to staff.
