WHAT IS A LOCAL ROAD SAFETY PLAN?
An LRSP is a plan that “provides a framework for organizing stakeholders to identify,
analyze, and prioritize roadway safety improvements on local and rural roads. The
process of developing an LRSP can be tailored to local protocols, needs, and issues.”
-Caltrans
Agencies applying for HSIP, SS4A, and other federal funding must have an LRSP or
equivalent.
WHAT IS A LOCAL ROAD SAFETY PLAN?
LRSPs:
Systematically identify and analyze safety problems
Recommend safety improvements
Develop local agency partnerships and collaboration
Create a prioritized list of improvements and actions that can demonstrate a
defined need and time range for deployment

MARIN COUNTY LRSP VISION STATEMENT & GOALS
Marin County and its incorporated cities and towns strive to eliminate collision-related fatalities and severe injuries by proactively and equitably pursuing a safe systems approach prioritizing road safety for all users.
Goals:
•Systematically implement proven safety solutions, initiatives, policies, and programs to eliminate preventable
fatal & severe collisions by 2050.
•Utilize a multi-faceted approach that spans jurisdictions and encompasses diverse strategies including
engineering, education, public health, and enforcement.
•Implement improvements that promote and support safe travel for vulnerable users including people walking
and bicycling, children, older adults, and people with disabilities.
•Ensure that multimodal safety investments are made in a manner that is fair and equitable for all Marin
County residents.
