HomeMy WebLinkAboutCC-CED Planning Commission and Design Review Board Consolidation PPTPlanning Commission / Design Review Board Consolidation June 21, 2024 Background: •City Council Review 12/18/23 -PC Membership: 7 Members + 2 Alternates 4 District 3 At-Large (1 Design Professional / 1 Architect) 2 At-Large Alternates (Architects) *Staff Report Clarifications for Qualifications for Appointment: 5 Members from community 4 Members from the community with design background Additional Council Direction -Hire Permanent Director –3/1/24 -Approve Objective Design Standards –3/18/24 -Comprehensive ODS Review + Update on Work Program -More Time for Public Comment: 6 Months Planning Commission Recommendations •Reviewed June 11, 2024 continued hearing to June 18, 2024, and recommended Approval of proposed ordinance amendments. 1) Title 2 -Add “Design Professional” Definition 2) Title 14 -Clarify language on review authority 3) Title 15 –No PC recommended amendments. *Title 15 -Staff is recommending change from PC version regarding retaining walls to keep at PC review authority. Drivers for Evolution of Process •State Housing Laws -Housing Accountability Act -Housing Crisis Act (SB330, SB8) -SB 9 •Five (5) Meeting Rule for housing projects •Need for Development Review Process Efficiency •Development Applicants waiting for process determination Other Considerations & Next Steps •Timing –Started evaluation of DRB modifications in 2017 •State laws driving housing –priority in the state, region, and City Next Steps •If Approved: •Ordinance 2nd Reading July 15, 2024 •PC Bylaws and Process for selection July 15, 2024 •Staff to Return to Council 6 months on PC status update RECOMMENDED ACTION Introduce the Ordinance to amend Title 2-Administration of the San Rafael Municipal Code to add design professionals to the Planning Commission membership composition, and amend Titles 14-Zoning, and 15-Subdivisions of the San Rafael Municipal Code to dissolve the Design Review Board and transfer existing duties of the Design Review Board to the Planning Commission, or Zoning Administrator, or Director of Community and Economic Development.
