Title 18 “Protection of Flood Hazard Areas”
•Contains City’s floodplain management regulations
•Promote public health, safety, and general welfare
•Minimize public and private losses due to flood conditions within flood hazard areas
•Last updated in 2003
•No longer meets current National Flood Insurance Program (NFIP) requirements
Why Update Title 18 “Protection of Flood Hazard
Areas”?
•Ensure City’s floodplain management regulations meets NFIP requirements
•Maintain San Rafael’s status as NFIP participating community
•Continue NFIP benefits for residents, such as:
•Eligibility for federally backed flood insurance
•Federal disaster assistance Pink and yellow shaded areas are flood hazard
areas mapped by Federal Emergency
Management Agency (FEMA).
•Amend Title 18 of the San Rafael Municipal Code, titled Protection of Flood Hazard Areas
•Meet minimum NFIP standards for development in flood hazard areas
•Update reference callouts
•Clarify procedure for compliance with City’s floodplain management regulations
