CALL TO ORDER
• Chair Mooney called the meeting to order at 6:02 P.M.
ROLL CALL

APPROVAL MINUTES
Minutes for April 3, 2024 BPAC Meeting were approved.

No special presentations.
OTHER AGENDA ITEMS
Active Transportation Program (ATP) Cycle 7 grant Presentation by April Miller
The proposed grant application for the ATP Cycle 7 was presented to the BPAC. The application
includes two missing links to downtown and the transit center. One of the connections is on 4th Street
from the recently completed Grand Avenue Cycle Track project to the new transit center and North-
South greenway connection at 4th and Tamalpais. The other section included in the grant application is
a Class IV bikeway along the North-south greenway on Tamalpais from 4th Street to Mission Avenue
to connect to the Lincoln Avenue pathway. It was mentioned that Golden Gate Bridge, Highway, and
Transportation District will be installing the pathway from 2nd to 4th Streets as part of the transit
center relocation project.
Listed below are comments from BPAC Members and the public.
Vice Chair Mark Kyle – Requested that the letter of support for the ATP grant application submitted by
the Chair be modified to include the entire BPAC. Has the city done any studies to see if 5th Avenue would be
a better location for the bikeway instead of 4th Street? Response: The Bicycle and Pedestrian master plan
identified 4th Street as the east-west bicycle route through downtown.
Member Bergman – Supportive of this section of pathway.
Member Callagy - Acknowledged this is a key connection from the Canal to downtown.

Member Vicente - Commented that the plans are new to her but is happy to see these improvements.
Member Kuhn (Alternate)- Asked about decision making process on installing concrete curbs versus
plastic bollards within the bicycle buffers on projects. Response: This decision is typically dependent
on available right of way and project budget.
Chair Mooney – Completely supports this project. He thinks that the connect from the Canal
neighborhood to the new transit center is key and therefore this pathway needs to be on 4th Street
from Grand to Tamalpais. However, the committee and city could explore alternate routes through
downtown in the future with the Citywide Bicycle and Pedestrian Plan.
Public Comment No. 1 – Consider Fifth St for east-west bicycle connection
Chair Mooney – Invite motion to receive and file Active Transportation Program (ATP) Cycle 7 Grant –
Application Concept Plan Report. The Committee unanimously vote to approve and file this presentation.
Draft Capital Improvement Program Budget & Work Plan presented by Staff (Joanna Kwok)
The Proposed Capital Improvement Program (CIP) presentation outlined background on CIP, its
planning process, overview of FY2023-24 accomplishments and FY2024-25 CIP plan, and outlook for
CIP process. The CIP is a three-year planning tool consisting of annual programs and projects, funding
sources, and rough order of magnitude cost estimates. Appropriation of funds for Year 1 of the CIP is
included with the City’s annual budget adoption. The CIP programs and projects are sorted into four
categories: Buildings/Facilities, Parks, Storm Drain, and Transportation.
FY2023-24 accomplishments include completion of projects in all CIP categories. Completed
Transportation projects include Grand Ave Cycle Track, Third St Rehabilitation, Third St Safety
improvements, and more. The FY2024-25 CIP consists of 20% Buildings/Facilities, 28% Parks, 6%
Storm Drain, and 46% Transportation programs and projects with a proposed budget of approximately
$33.5 million, of which 43% is made up of grant funding. Planned transportation related programs and
projects for FY 2024-25 include the Annual Sidewalk Repair Program, Citywide Bicycle and
Pedestrian Plan Update, Fourth St/Miracle Mile at Second St and West Crescent Dr, Lincoln Ave
Safety Improvements, and more.
Future CIP planning goals include pursuing more grant funds, outlining criteria for annual programs,
and evaluating the CIP planning process to include City planning documents and review process
through the lens of diversity, equity, inclusion, and belonging.
Listed below are comments from BPAC Members and the public.
Public Comment No. 2 – Asked that high priority areas be reviewed for applicability of AB413 and
stated that the forthcoming update to the 2018 Bicycle and Pedestrian Master Plan needs to include
conditions and new improvements.
Public Comment No. 3 – Suggested to find opportunities to implement quick build improvements, such as
striping enhancements, with annual slurry project.
Public Comment No. 4 – Asked to investigate options for improving car behavior with the Vision Zero
Action Plan.
Member Callagy – Asked about how to provide input for traffic calming on Canal St. Also, asked about

application of AB 413 for no parking near pedestrian crossings.
Member Kuhn (Alternate) – Suggested exploring cost and feasibility of incorporating bollards and
concrete improvements for bike lane buffer.
Chair Mooney – Mentioned that Petaluma Safe Streets Nomination Program includes a points system
for the public to propose improvements and display ranking. Suggested that the Freitas Parkway
multi-use path design be coordinated with the slip lane closure at Freitas and Montecillo and other
slip lanes along Freitas Parkway. Stated that the Bicycle and Pedestrian Master Plan update should
include project ranking and cost and capture completed projects.
Member Bergman – Consider impacts from development projects when updating the Bicycle and
Pedestrian Master Plan.
Director Miller – The upcoming Citywide Bicycle and Pedestrian Plan update will also investigate
improvements that focus on pedestrian as well as ranking projects from an equity lens. A majority of
the previously recommended bike improvements will remain and be ranked as part of the plan update.
Chair Mooney – Invite motion to receive and file Draft Capital Improvement Program Budget & Work Plan
Report. The Committee unanimously vote to approve and file this presentation.
STAFF LIAISON REPORT
Director Miller presented on upcoming meetings by city partners. Golden Gate Bridge, Highway, and
Transportation District is hosting a Facebook Live with Canal Alliance on June 24th from 5:30-7:30pm
in Spanish and a bilingual Open House at Jackson Cafe on June 25th from 5:30-7:30pm for the Transit
Center Relocation project. Transportation Authority of Marin is hosting a Bellam Blvd Workshop with
Canal Alliance on July 13th in Spanish.
Chair Mooney – Invite motion to receive and file Staff Liaison Report. The Committee unanimously vote to
approve and file this presentation.
COMMISIONER REPORTS
Chair Mooney – Acknowledge the submission of a written comment encouraging the City to think
about connections on Fifth Ave. Encouraged public comments and provided reminder that written
comments should be submitted to the TrafficEng@cityofsanrafael.org email after posting of the
meeting agenda and before 4pm on the day of the meeting.
OPEN TIME FOR PUBLIC EXPRESSION
Public Comment No. # 5 – Stated that Marin County Bike Commission and Walk-Bike San Rafael
hosted a station along the new Second Street bike path where about 100 people came by, including
many daily commuters, which reinforced the success of the project and how much it is used by
residents and commuters.
Public Comment No. # 6 – Stated that it feels safer using Second Street after its improvement to go
through San Rafael from McGuiness Golf Course. Concerned about blind turns for sidewalks and bike
lanes especially in the Canal. Desire to improve back streets to make them safer for peds and bikes
and focusing on access to bus stops. Suggestion was made during Safe Routes to School meeting for
adding bike path along Smith Ranch Road, Lucas Valley Road from McGuinness Park to Las Gallinas.
Wants to connect Smith Ranch Road to SMART paths to make them more continuous. Make DUI
checkpoint distribution more equitable.
