MINUTES 1. Approve regular meeting minutes of June 7, 2023 Member Sprague moved and Member Tanchez seconded, to approve the meetings minutes of June 7, 2023. AYES: Members: Hau-Guiterrez, Sprague, Tanchez, Vasquez, Yost NOES: Members: None ABSENT: Members: Ceballos, Palacios ABSTAINED: Members: None 2 Minutes approved as submitted. 2. Approve rescheduled meeting minutes of June 28, 2023 Member Yost moved and Member Sprague seconded, to approve the meetings minutes of June 28, 2023. AYES: Members: Hau-Guiterrez, Sprague, Tanchez, Vasquez, Yost NOES: Members: None ABSENT: Members: Ceballos, Palacios ABSTAINED: Members: None Minutes approved as submitted. MEETING OPEN TO THE PUBLIC Public Comment from the audience regarding items not listed on the agenda None. MATTERS BEFORE THE COMMITTEE If necessary, to assure completion of the following items, the Chairperson may establish time limits for the presentations by individual speakers. 3. Special Presentations A. Summer and Fall Program Overview – Stephen Rogers, Recreation Program Coordinator Chair Mason introduced Stephen Rogers who presented the Summer and Fall Program Overview report. Staff responded to questions from the Members. Public Comment: None Member Sprague moved and Member Vasquez seconded, to approve the Summer and Fall Program Overview report. AYES: Members: Hau-Guiterrez, Sprague, Tanchez, Vasquez, Yost NOES: Members: None ABSENT: Members: Ceballos, Palacios ABSTAINED: Members: None Motion Approved 3 COMMITTEE REPORTS AND COMMENTS 4. Other brief reports on any meetings, conferences, and/or seminars attended by the Commission members. Member Yost attended Porch Fest. Member Sprague’s boys have been attending the Basketball Academy on Saturdays. They have all been enjoying the program in the gym. Member Vasquez attended a meeting to discuss updating the Wi-Fi in the Canal neighborhood and possibly bringing in another carrier. STAFF COMMENTS 5. Updates and Events of Interest Chair Mason provided the following updates: California State Parks shared last month that the National Park Service provided final approval for our Land and Water Conservation Fund grant for the Pickleweed Park Enhancement Project. o The grant will provide $4.2 M to help support numerous improvements to the Park. We are gratefully for the support of L&R Director Catherine Quffa, Assistant Director Craig Veramay, DPW and the support of City Management and the City Council. o We are expecting to hear on the CleanCA grant we applied for soon. o Currently, City staff have reviewed the 65% plans for the project and are providing feedback to our consultant GATES Associates Movie Night Overview 9/22 o The Super Mario Bros Movie o Community Outreach with multiple City departments, T.A.M., Merit, County of Marin Division on Aging and Adult Services – Latino Outreach, Multicultural Center of Marin, and Marin Healthcare District. o Voces del Canal conducted movie related art activities, face painting, and support at most of the outreach booths Gearing up for Dia de los Muertos o TAY Radio (89.9 FM, 90.5 FM and on Facebook Live and YouTube) had an hour interview about the event. o Car Procession 10/21 o Main Event 11/4 Soccer Field 1 is closed for two weeks so that Parks can do some repairs. 4 PG&E will be using Field 2 starting December 1, weather permitting, for tower repair now, and next year replacement but will not need field. Will make signs for us and have flaggers during construction. We are working with Buckelew Programs who received a donation of bicycles from Redwood Credit Union. We will receive seven bicycles, helmets, bike locks and a safety manual and in working with our YMCA afterschool program, have identified children who could use the bicycles the most. Time limit on two shoreline parking spaces- Will be posted 4 hours The Boards and Commission Holiday Party Wednesday, 12/06/2023 Craig Veramay gave an update on the canal mural proposal. Next step is to take care of some maintenance that came up then pick a date to take it to City Council. Mr. Veramay also gave an update on the library needs of the City. The Board of Library Trustees is looking at renovating the Carnegie Library downtown or building a new library at a new location, which would be a Library and Community Center at the B St. location. They are also looking at the Pickleweed Library and the needs there. The last update was there are 7 or 8 vacancies is the City of San Rafael Boards and Commissions and hoped the board would share the opportunities with others. Staff responded to questions from the members.
