Open Time for Public Expression The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. 2. Approval of Minutes – June 12, 2024 Recommended Action: Amend and or approve as submitted. 3. Meet with ESCI Representatives – SRFD Standards of Coverage Site Assessment Informational only. No action to be taken on these items. 4. Fire Foundation – Verbal Update from Commissioner Donna McCusker Recommended Action: Accept Verbal Report and take appropriate action. 5. 150th Anniversary Sub Committee – Verbal Update from Commissioner Chung Recommended Action: Accept Verbal Report and take appropriate action. 6. Current Media Coverage California to ban plants 5 feet from homes in wildfire risk areas - San Francisco Chronicle Editorial: Insurers must recognize Marin’s fire-safety progress – Marin Independent Journal 7. CITY OF SAN RAFAEL FIRE COMMISSION REGULAR MEETING MINUTES Wednesday, June 12, 2024, at 4:02 p.m. In person meeting at 1375 Fifth Ave, San Rafael, CA 94901 The meeting was called to order at 4:02p.m. by Chair Burford Present: Chair Stan Burford Commissioner David Fonkalsrud Commissioner Ken Johnson Commissioner John Chung Commissioner Brian Waterbury Thomas Wong Chief Sinnott 1. Open Time for Public Expression No public Comment. 2. Approval of Minutes – May 8, 2024 Commissioner Fonkalsrud makes a motion to approve the draft minutes. Seconded by Commissioner Johnson. The minutes are adopted unanimously. 3. Fire Foundation – Verbal Update from Commissioner Donna McCusker No update from the Fire Foundation. 4. 150th Anniversary Sub Committee – Verbal Update from Commissioner Chung Commissioner Chung reports that all Open Houses are on the calendar. The apparatus Parade will be the bigger event, it will happen on Labor Day, Monday, 09/02/2024, 11 a.m. Commissioner Chung announces a $5000 Budget, including: promotional materials, food and beverages and the cost of parade. He asks for the Chief’s support, as the Mayor offered to help cover some of the costs. The rest of the cost will be supported by the Fire Foundation. DR A F T Commissioner Chung gives more details about the projected cost of the parade. The price of the parade permit and the mandatory amount of the police overtime are still unknown, the insurance will cost $419. The Department of Public Works as well as the police coordinate to shut down the streets according to the map and requirements submitted starting at 10:30 to 12:30. Commissioner Chung is hoping for the help of the Fire Explorers, the new recruits, and the San Rafael High Football Team. Station 54 has a piece of metal from the World Trade Center. Captain Alvarez is working on getting authorization to display it on Station 54 Open House on 09/07/2024. 5. Chair and Commission Member Reports: • Stan Burford– Chair: Chair Burford shows framed news paper articles from 1988, 1995. • David Fonkalsrud- Vice Chair: Commissioner Fonkalsrud hopes to get an efficient advertisement of the calendar on the San Rafael Fire Department Social Medias. • Ken Johnson: A meeting is planned with a new technology specialist, monitoring the wind. The goal is to get key data regarding the wildfire risk. • Thomas Weathers: No report. • John Chung: No report. • Brian Waterbury: No report. 6. Fire Chief Report Chief Sinnott’s Report: • Staff update: Chief Roman is the new Fire Chief. A new Battalion Chief will be promoted soon. • Station 55 open house was a huge success. • Taqueria San Jose has not reopened yet. • Fire events: Discussion about relocation of the unhoused population presenting fire risks , in the name of safety. • Discussion on the Building division new projects.
