Proclamation in Recognition of
DISABILITY EMPLOYMENT AWARENESS MONTH
October 1 - 31, 2024
WHEREAS, October marks National Disability Employment Awareness Month,
dedicated to educating the public about disability employment issues
and to highlight and celebrate the many and varied contributions of
America' s workers with disabilities; and
WHEREAS, the history of National Disability Employment Awareness Month traces
back to 1945, when Congress enacted a law declaring the first week in
October each year National Employ the Physically Handicapped Week,
and in 1962, the word "physically" was removed to acknowledge the
employment needs and contributions of individuals with all types of
disabilities, and in 1988, Congress expanded the week to a month and
changed the name to National Disability Employment Awareness
Month; and
WHEREAS, this year’s theme, “Access to Good Jobs for All,” stresses the importance
of creating positions that are available to individuals with varied
disabilities, listening to employees and candidates about their
accommodation needs, and including people across a range of abilities
in analyzing the workplace environment, tools, and supports in place to
ensure success for everyone; and
WHEREAS, as disabilities can be externally visible or not, temporary or chronic, and
can change or develop over time, the importance of establishing
workplaces that are welcoming of the talents of all people, including
people with disabilities, are a critical part of our efforts to build an
inclusive community and strong economy of belonging; and
WHEREAS, the City of San Rafael is committed to cultivating an inclusive
community that increases access and opportunities to all.
THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael
hereby proclaim October 1 – 31, 2024, as National Disability Employment Awareness Month,
and encourages all community members to recognize the accomplishments and contributions
of workers with disability and to continue to foster and champion inclusive and equitable
workplaces where everyone can belong and thrive.

Proclamation in Recognition of
NATIONAL FIRST RESPONDERS’ DAY 2024
October 28, 2024
WHEREAS, first responders, including public works professionals, firefighters,
police officers, paramedics, communications dispatchers, and other
emergency personnel, stand on the front lines of our communities,
selflessly serving and protecting the residents of the City of San Rafael
in times of crisis; and
WHEREAS, first responders respond swiftly and courageously to emergencies, often
putting their own lives at risk to ensure the safety and well-being of
others, whether in natural disasters, accidents, medical emergencies, or
public health and safety threats; and
WHEREAS, it is in the public interest for community members to gain knowledge of
and maintain an ongoing interest and understanding of the importance
of first responder efforts in their respective communities; and
WHEREAS, 2024 marks the 6th annual National First Responders’ Day, sponsored by
bipartisan resolutions in the United States Senate and House of
Representatives.
THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael
hereby proclaim October 28, 2024, as National First Responders’ Day and urge all community
members to join us in paying tribute to our first responders, our police officers, firefighters,
public works professionals, paramedics, communication dispatchers and other emergency
personnel, to recognize the substantial contributions they make to protecting our health,
safety, and advancing the quality of life for all.

Proclamation in Recognition of
CODE ENFORCEMENT OFFICER APPRECIATION WEEK
October 6 - 12, 2024
WHEREAS, The State of California has proclaimed the 2nd week of October as Code
Enforcement Officer Appreciation Week in California; and
WHEREAS, Code Enforcement Officers provide for the safety, health, and welfare of
the residents, visitors and businesses of the City of San Rafael through
the enforcement of local and state laws addressing building, zoning,
housing, and life safety; and
WHEREAS, Code Enforcement Officers have challenging and demanding roles and
often do not receive recognition for the job they do in maintaining our
quality of life; and
WHEREAS, Code Enforcement Officers are dedicated, highly qualified, and highly
trained professionals who share the goals of preventing neighborhood
deterioration, enhancing communities, ensuring safety, and preserving
property values through the application of housing, zoning, building,
and nuisance laws; and
WHEREAS, Code Enforcement Officers often have a highly visible role in the City of
San Rafael and regularly interact with the public and a variety of federal,
state, county and local officials; and
WHEREAS, The City of San Rafael wants to recognize and honor the Code
Enforcement Officers that serve our community and acknowledge their
role in leading the way to improve the high quality of life we enjoy in
our community.
THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael
hereby proclaim the second week of October as Code Enforcement Officer Appreciation
Week and encourages all community members to join in recognizing and expressing their
appreciation for the dedication and service by the individuals who serve as our Code
Enforcement Officers.
