CONSENT CALENDAR:
The opportunity for public comment on consent calendar items will occur prior to the City Council’s
vote on the Consent Calendar. The City Council may approve the entire consent calendar with one
action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff
member, for separate discussion and vote.

a. Approval of Minutes
Approve Minutes of the Regular and Special City Council Meetings of November 4, 2024

Recommended Action - Approve minutes as submitted
b. Downtown Business Improvement District (BID) Assessment Annual Renewal
Resolution Declaring the City Council’s Intention to Levy an Annual Assessment for
Calendar Year 2025 for the Downtown San Rafael Business Improvement District (CED)
Recommended Action – Accept Report and Adopt Resolution
c. EMS Equipment Replacement
Authorize the City Manager to Purchase Thirteen Cardiac Monitors, Two Power Load
Gurneys, and Five Stairchairs in an Amount Not to Exceed $678,237 (Fin)
Recommended Action – Authorize the City Manager to purchase thirteen cardiac monitors, two
power load gurneys, and five stairchairs through a cooperative agreement from Stryker in an
amount not to exceed $678,237; and, Authorize a budget appropriation from the Emergency
Medical Services Fund (Fund 210) for the purchase of the equipment
d. City Quarterly Investment Report
Acceptance of City of San Rafael Quarterly Investment Report for the Quarter Ending
September 30, 2024 (Fin)
Recommended Action – Accept Report
e. Windward Way Gas Monitoring Services
Authorize the City Manager to Enter into the First Amendment to the Professional Services
Agreement with Haley & Aldrich for Windward Way Gas Monitoring Services, in an Amount
of $77,000, Increasing the Total Not-To-Exceed Amount of the Agreement to $145,800,
and Approve Supplemental Budget Appropriations (DPW)
Recommended Action – Authorize the City Manager to enter into the first amendment to the
professional services agreement with Haley & Aldrich, Inc. for Windward Way gas monitoring
services, in an amount of $77,000, increasing the total not-to-exceed amount of the agreement
to $145,800; and, Authorize supplemental budget appropriations totaling $217,500 to cover
additional gas monitoring services ($77,000; General Fund-001) along with additional well
construction work ($140,500; Capital Fund-401)

Recommended Action – Accept the fiscal year (FY) 2024-25 First Quarter Budget Update
presenting revenue and expenditure results through the first quarter of the current fiscal year
(through September 30, 2024) (Attachment A); and, Authorize amendments to the FY 2024-25
budget representing unencumbered carry-over appropriations for specified purposes, totaling
$1,080,148, as presented in Attachment B

b. Year-End Audited Financial Statements and Related Audit Reports
Fiscal Year 2023-24 Annual Comprehensive Financial Report; Memorandum on Internal
Control; Report of Required Communications; Child Development Program Financial
Report; and Gann Appropriations Limit (Fin)

Report, Memorandum on Internal Control, Report of Required Communications, Child

of the agenda. Comments may be no longer than two minutes and should be respectful to the
community.
