MINUTES
CALL TO ORDER
Chair Kamena called the meeting to order at 6:00 PM and requested a roll call. Member
Mydung Nguyen was absent and Alternate Member Karla Valdez served as a regular
member.

Staff Present: Angela Robinson Piñon, Assistant City Manager
David Spiller, Chief of Police, San Rafael Police Department
Scott Eberle, Lieutenant, San Rafael Police Department
Teresa Olson, Sr. Mgmt. Analyst, San Rafael Police Department
Lieutenant Scott Eberle informed the community that the in -person meeting would also
be recorded and streamed live to YouTube and through Zoom. He noted the two-minute
timer for public comment and closed captioning on Zoom.
1. MINUTES
Member Tokolahi moved to approve the August 21, 2024. Member Davidi
seconded the motion.
AYES: MEMBERS: Alm, Alvarez, Davidi, Kamena, Ruiz, Tokolahi, Valdez
NOES: MEMBERS: None
ABSENT: MEMBERS: Locks, Nguyen
The motion carried 7-0-2.
OPEN TIME FOR PUBLIC EXPRESSION
Steve Bingham spoke on allowing public expression available via Zoom,
commented on use of force and provided a book recommendation.
2. OTHER AGENDA ITEMS
a. Provide feedback on the San Rafael Police Department’s Use of Force
Presentation
Lieutenant Scott Eberle presented the staff report.
Staff responded to the Committee’s questions.
Chair Kamena invited public comment, however, there was none.
The Committee provided comments and recommended to accept the
informational report.
b. Youth and Policing
Sergeant Michael Mathis gave a presentation.
Staff responded to the Committee’s questions.
Chair Kamena invited public comment.
George Piccalo commented on youth engagement.
Mike commented on the importance of law enforcement engaging with the
youth.
The Committee provided comments.
STAFF LIAISON REPORT
3. Staff Liaison Report:
Lieutenant Eberle advised the committee the topic of Homelessness will be
presented during the October 16, 2024, meeting.
He reminded members to sign up for ride-along shifts with SRPD if they have
not already done so.
COMMISSIONER REPORTS
4. Committee Member Reports:
• Member Alvarez commented on the recent Independence Day celebrations
in the city and noted there was less violence this year and observed a greater
law enforcement presence.
• Member Tokolahi nothing to note.
• Member Davidi attended the Porchfest event.
• Member Alm mentioned participating in recent oral board interv iews for
SRPD Police Officer applicants. He also shared he served as a block captain
during the Porchfest event.
• Member Ruiz attended a Boy Scout meeting in the Canal neighborhood.
• Chair Kamena attended a YWCA meeting, noted their Bloom program which
assists youth and young women with clothing, career coaching and offers a
scholarship program. She also attended a Latinas in Power meeting. She
shared concerns she has received from the community surrounding
prostitution/human trafficking activity in the Canal area, a nd the increase in
food trucks, vendors and unlicensed food sale activity.
ADJOURNMENT
Chair Kamena adjourned the meeting at 7:50 p.m.
