City Council Recommendation
Adopt a resolution:
•Approving a fifth amendment to the Amendment and Restatement of Collection
Agreement with Marin Sanitary Service:
•Including a new Illegal Dumping Program with bulky item collection for
multifamily housing, a new Waste Management Coordinator staff
position, and associated items for engagement and enforcement.
•Disallowing customer-owned carts/cans and increasing the number of
green cans for organic materials.
•Changing the method of calculating City fees based on the 2023 Fee
Study.

City Council Recommendation
Adopt a resolution:
•Approving maximum rates collected by Marin Sanitary Service for Refuse and
Recyclable Material Collection and Disposal Services, to be effective January 1,
2025, and
•Setting the City’s franchise fees, cost of service fees, and vehicle impact fees to
fixed amounts in the City’s Fee Study with annual adjustments based on a
Consumer Price Index
Maximum rates allowable would be an increase of 5.24% over 2024 rates
