A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN RAFAEL
PROVIDING FOR CERTAIN OFFICERS, ASSISTANTS, DEPUTIES,
CLERKS AND EMPLOYEES OF THE CITY OF SAN RAFAEL AND
FIXING THE COIIPEP!SAT I ON AND UORK i NG CONDI T I OMS THEREOF;

Section 1, CLASSES AND SALARIES, The following classes of position
and salary rates and salary ranges are hereby created,

Section 1.5 PUBLIC HEALTH

Section 2. SALARY DESIGNATIONS. The salaries herein established are on a
monthly basis, except where other wise designated.
Section 3. SALARY ADJUSTMENTS. Upon the taking effect of this R„solution the
salary of each full-time official and employee shall be adjusted to the new
rate of pay in his present step and the salary range for his class, but in
no case will it serve to lower the pay of any employee. The adjustments
authorized by this section are merely for the purpose of accomplishing salary
increases. Future adjustments shall be made in accordance with the standards
prescribed in Section 4.

Section 4. ADMINISTRATION OF THE PAY PLAN] Salary advancements shall be made
on the basis of the salary rates, salary ranges and salary steps shown in
Section 1 - Section 1.5, inclusive, of this resolution. Before any person is
advanced to the next step, a written statement must be filed by the department
head with the City Manager recommending such increase. The steps of each
salary range shall be applied as follows:
The first step is the minimum rate and shall normally be the
hiring rate for the class. In cases where it is difficult to
secure qualified personnel, or if a person of unusual qualifications
is engaged, the City Manager, with the authorization of the City
Council, may hire at the required step.
The second step is the ordinary increase after the first six
months of service providing the department head deems the
employee fully qualified.
The remaining steps represent the ordinary next salary steps
for each year of service, providing the employee is qualified
in his work to receive the next step. All steps are,to be
effective on the first day of the next month following the
employee's anniversary date.
Section 5. POSITIONS: The City Council is creating the foregoing classes
of positions, authorizes and directs the City Manager, with the concurrence of
the Department Head to recommend the appointment of employees in such number
in each department as may be necessary to operate properly the departments
under the ordinances and resolutions adopted by the City Council.
Section 6. APPOINTMENTS AND SALARIES. The City Manager, upon the request
of the Department Head, may recommend to the City Council the appointment,
in accordance with the Personnel Rules and Regulations, of prospective employees
to a position in a class for which the salary is herein provided, to designate
the definite salary rate or salary step at which such person is appointed, and
the salary so designated is hereby fixed as the salary of such employee for such
position; provided, further, that the City Manager, upon request of the Depart-
ment Head, may recommend to the City Council from time to time the increase or
decrease of the salaries of persons so appointed in accordance with provisions
of Section 1, provided that the salary so fixed is within the ranges established
for that class.

Section 7. EFFECT OF POSITION REALLOCATION ON SALARIES, Any employee
occupying a position which is reallocated to a class, the maximum salary for
which is less than the incumbent's present salary, shall continue to receive
his present salary. Such salary shall be designated at a "Y" rate. When an
employee on a "Y" rate vacates his position, subsequent appointments to that
Position shall be made in accordance with the provisions of Section 1 of this
Resolution.
Section 8. PART TIME EMPLOYMENT (a) Employees appointed to any of the
Positions referred to herein and employed or working on a part-time basis shall
be paid in proportion to the time worked and described in their appointment.
(b) The salary range for part-time employees who are paid at a per diem rate
will range from $1.00 per hour to $3.00 per hour according to the nature of
the work.
Section 9. OVERTIME. All employees who are required to work in excess of
their basic work week during any one week shall receive compensatory time
off at a straight time rate. Street Department employees shall be given
compensatory time off at a time and a half rate, or, at the discretion of the
City Manager, with the concurrence of the Supervisor of Public Works, shall
be paid at a time and a half rate of their established hourly rate and based
on their regular monthly salary. In the event that an employee resigns,
or is terminated, he shall be entitled to compensation for his accumulated
overtime. For the purpose of computing overtime, the work week shall be defined
as beginning at 12:01 A.M. Sunday morning and ending at 12:00 midnight Saturday.
Section 10. ADDITIONAL PAY FOR FIREMEN DURING WEED BURNING PERIOD; During the
weed burning season, off shift firemen of the San Rafael Fire Department may
be used in the weed burning program, and shall be paid for the actual time
worked at the following rates based on an 8 hour day:
Weed Burner $2.25 per hour
Foreman $2.50 per hour
Section 11. VOLUNTEER FIREMEN; The pay rates for volunteer fire services
are as follows:
Still alarms $2.00 per hour
Box alarms $3.00 for the first hour and
$2.00 per hour thereafter
Section 12. HOLIDAYS. City employees, excepting Police and Fire Department
employees, who are required to work on a holiday, shall be paid, in addition
to their regular salary, for the number of hours worked during such a day at

the rate of straight time or shall be given compensatory time off at a
straight time basis at the discretion of the City Manager.
Section 13. AUTOMOBILE ALLOWANCES. Monthly automobile allowances are
hereby granted to city employees for the use of their private cars while
on official city business to reimburse them for expenses thus necessarily
incurred in the performance of their official duties, as follows:
Recreation Supervisor $25.00
Recreation Leader 111 $10.00
The amount of ten (100) cents per mile will be paid for expense incurred
over and above normal operating costs.
Section 14. SPECIAL ALLOWANCES, The following special allowances are
hereby authorized:
Uniform Allowance - Police - $10.00 per month each
uniform member
Uniform Allowance - Fire - $10.00 per month each
uniform member
Section 15. TITLE OF RESOLUTION. This resolution shall be known as the
Position and Salary Resolution and shall be referred to as such.
Section 16. This resolution shall take effect forthwith upon its adoption
and the several compensations and allowances herein provided shall be in
full force and effect as of and from January 1, 1962.
