RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL REQUESTING CALIFORNIA HIGHWAY COMMISSION APPROVAL OF ADDITIONAL FREEWAY CONNECTIONS TO THE U.S. 101 FREEWAY IN THE VICINITY OF IRWIN STREET, SAN RAFAEL, CALIFORNIA WHEREAS, the State of California contemplates expansion of U.S. 101 Freeway through San Rafael, and WHEREAS, on October 28, 1939, the California Highway Commission passed a Resolution adopting the general route of U.S. 101 through the City of San Rafael and declared the same a Freeway, and WHEREAS, the traffic volumes on existing city streets that connect to the Freeway have greatly increased since that time, and said traffic volumes are expected to experience further growth that will exceed the present limited capacity of said city streets even when converted to one- way operation, and WHEREAS, a "Freeway Report and Street Master Plan" has been pre- pared by Consultants for the City of San Rafael, indicating need for direct traffic service to the area westerly of the U.S. 101 Freeway, in the vicinity of Irwin Street, and WHEREAS, studies made by the Division of Highways in conjunction with the proposed improvements to U.S. 101 indicate the need for direct connecting ramps to the west regardless where the future East-West Freeway (Route 69) is located, and WHEREAS, the City of San Rafael has adopted said Master Street Plan for future development of major city streets and freeways, and WHEREAS, the future location of the East-West Freeway (Route 69) is not determined, and WHEREAS, the possibility exisis that said East-West Freeway (Route 69) shall not be located through San Rafael, and WHEREAS, if said East-West Freeway (Route 69) is not located through this corridor, ninety (9070) percent of the anticipated 60,000 A.D.T. - (54,000 A.D.T.) shall continue to use this corridor, and WHEREAS, the proposed One -Way Street System to be adopted by the City shall not be able to accommodate this anticipated traffic. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael that the California Highway Commission be and it is hereby re- quested to grant its permission for an additional public road connection to State Highway Route 1 (U.S. 101) at First and "If Streets to connect to the City's proposed amended "Master Street Plan", and as designated on the map attached hereto and hereby made a part hereof. The CITY CLERK be and he is hereby authorized and directed to send certified copies of this Resolution to the Division of Highways, State of California for forwarding to the California Highway Commission. I, W. L.
