BE IT RESOLVED that the following separate proposals for amendments
to the Charter of the City of San Rafael, Marin County, California, be sub-
mitted to the electors of said city and a Special Municipal Election in said
city is hereby called for that purpose, to be held on the 22nd day of January,
1963, concurrently with a Special Election to be held on said day for the
election of a Congressman to represent the First Congressional District of the
State of California.
BE IT FURTHER RESOLVED that the boundaries and precincts for said
Special Municipal Election shall be the same as the boundaries and precincts
fixed for the said Special Election of said Congressman.
The Charter Amendments hereby proposed are specifically as follows:
PROPOSAL 1: That effective April 16, 1963, the office of City Attorney
be appointive rather than elective and, to that end, that the office of ''City
Attorney'' be deleted from the list of elective offices enumerated in Sections
1 and 9 of Article VI of the Charter of said City of San Rafael and added to
the list of appointed officers enumerated in Section II of Article VI of said
charter.
PROPOSAL 2: That effective April 16, 1963, the office of Chief of
Police be appointive rather than elective and, to that end, that the office of
''Chief of Police'' be deleted from the list of elective offices enumerated in
Sections 1 and 9 of Article VI of the Charter of said City of San Rafael and
added to the list of appointed officers enumerated in Section II of Article
VI of said charter.
BE IT FURTHER RESOLVED that this resolution be published once in full
in the Independent -Journal, a newspaper of general circulation published and circulated
in said City of San Rafael, on Monday, November 26th, 1962.
Passage of the foregoing Resolution was moved by Councilman
