Member Heller moved and Member Brockbank seconded, to approve the Consent Calendar as follows: CONSENT CALENDAR: ALL MATTERS ON THE CONSENT CALENDAR ARE TO BE APPROVED BY ONE MOTION, UNLESS SEPARATE ACTION IS REQUIRED ON A PARTICULAR ITEM: Approval of Minutes of Regular Redevelopment Agency Meeting of February 16, 2010 (AS) RECOMMENDED ACTION: APPROVAL OF THE FOLLOWING ACTION: Minutes approved as submitted. 2. Resolution Approving the Update to the Agency's RESOLUTION NO. 2010-02 Investment Policy (Fin) - File R-123 RESOLUTION APPROVING THE UPDATE TO THE AGENCY'S INVESTMENT POLICY AYES: BOARD MEMBERS: Brockbank, Connolly, Heller, Levine and Chairman Boro NOES: BOARD MEMBERS: None ABSENT: BOARD MEMBERS: None Any records relating to an agenda item, received by a majority or more of the Agency Board less than 72 hours before the meeting, shall be available for inspection in the City Clerk's Office, Room 209, 1400 Fifth Avenue, and placed with other agenda -related materials on the table in front of the Council Chamber prior to the meeting. RA 03-01-2010 OTHER AGENDA ITEMS: 3. RESOLUTION APPROVING A $50,000 GRANT AGREEMENT BY THE REDEVELOPMENT AGENCY TO HABITAT FOR HUMANITY GREATER SAN FRANCISCO (21 STEVENS PLACE) (RA) — FILE R-479 x (SRCC) 229 Stephanie Lovette, Economic Development Coordinator, stated this was a request for a $50,000 grant to Habitat for Humanity as part of their Neighborhood Revitalization Program being started in Marin, and in other parts of the Bay Area. She explained that the program would address some of the issues as a result of the mortgage melt down. Because the home is located outside the project area, the item was also on the City Council agenda for approval. Deven Richardson, Director of Real Estate Development for Habitat for Humanity Greater San Francisco, stated they were in attendance this evening to request a grant in the amount of $50,000 to go towards the rehabilitation of the home they had purchased at 21 Stevens Place, San Rafael. Mr. Richardson stated that a chapter of Habitat for Humanity located in Marin County several years ago had been unable to get started in terms of affordable housing. Approximately one year ago they evaluated the mortgage and foreclosure crises in the geographical area they served and currently were in a partnership with the City of Menlo Park, which was providing a subsidy of $100,000 per home. In Marin County they had purchased a home in Novato and one in San Rafael. Regarding the family selection process on this home, Mr. Richardson reported that twenty-six families attended an outreach meeting this weekend and received applications to apply for the home; nine of these families were from the City of San Rafael. Any family living or working in Marin was eligible to purchase the home. He explained that Habitat for Humanity would have first right of refusal in a mortgage delinquency situation; however, should they not exercise that right, the City of San Rafael had a right to purchase the home. Mr. Richardson stated that currently there was a less than 1 % foreclosure rate and all mortgages are serviced in-house, with Habitat providing a 0% interest loan, usually for a 25-30 year term. Mr. Richardson thanked Ms. Lovette and the City's Building and Planning Department staff for their help and cooperation. Member Connolly moved and Member Brockbank seconded, to adopt the resolution. Ritter Center — Art Houses of Marin: R-392 Regarding the art house in front of City Hall, Stephanie Lovette, Economic Development Coordinator, stated this was part of Ritter Center's Art Houses and she noted that additional houses were located downtown. Mayor Boro reported that he and Councilmember Brockbank attended the unveiling of the art house at City Hall today. He explained this was an effort by Ritter Center to raise money through the sale of 25 such homes, all of which were designed and executed by prominent artists throughout Marin County. The intent was to raise money so that some of those currently homeless could eventually have a home. Noting a meeting took place approximately eighteen months ago with the Mayors from the different cities in Marin County, he reported that every city participated, as did the County. Six of the houses were located in San Rafael and would be auctioned on May 1, 2010. There being no further business, the San Rafael Redevelopment Agency meeting was adjourned at 8:25 p.m. ESTHER C.
