RESOLUTION OPPOSING CONSTRUCTION OF THE
SAN LUIS INTERCEPTOR DRAIN PROJECT.
WHEREAS, the Act of Congress, Public Law 88-488, adopted
June 30, 1960, authorized construction of the San Luis Interceptor Drain;

WHEREAS, said drain facility would provide outlets near the
Antioch Bridge for waste discharges from the San Joaquin and Central
Valleys; and
WHEREAS, the discharge of waste waters from the San Luis Drain
into the Bay would be extremely undesirable because of the pollution
problems that will inevitably develop in this area; and
WHEREAS, the tidal system at the Bay would spread pollutants
discharged at Antioch Bridge over a wide area, posing a threat to water
quality throughout the region.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the City Council
of the City of San Rafael is opposed to construction of the San Luis
Interceptor Drain and related projects as presently proposed, pending
completion of adequate studies of the planning for the future consequences
of the proposed discharges to the Bay.
I, W. L. MORGAN, Clerk of the City of San Rafael, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted
at a regular meeting of the Council of said City held on Monday, the 2nd
day of November, 1964, by the following vote, to -wit:
AYES: COUNCILMEN Aby, Baar, Barbier, Jenseo, and Mayor McInnis
NOES: COUNCILMEN
