RESOLUTION PROPOSING CHARTER AMENDMENT ON THE MOTION
OF THE CITY COUNCIL, AND SUBMITTING TO THE ELECTORS
OF THE CITY OF SAN RAFAEL, A PROPOSAL TO AMEND THE
CHARTER OF SAID CITY BY AMENDING SECTIONS 1, 4, 9 AND
11 OF ARTICLE VI OF SAID CHARTER AND THEREBY MAKE THE
OFFICE OF CITY CLERK APPOINTIVE RATHER THAN ELECTIVE,
SAID AMENDMENT TO BE EFFECTIVE AT THE EXPIRATION OF
THE TERM OF OFFICE OF THE INCUMBENT CITY CLERK.
IT IS RESOLVED by the Council of the City of San Rafael,
California, as follows:
Section 1. The Council of the City of San Rafael, California,
on its own motion, hereby proposes that the Charter of the City of
San Rafael, California, be amended by amending Sections 1, 4, 9
and 11 of Article VI of the San Rafael Charter, which amendments
shall be effective at 12:00 o'clock midnight on Sunday the 16th
day of April, 1967, and shall read as follows:
"Section 1. ELECTIVE OFFICERS. The elective officers
of the City of San Rafael shall be: A Mayor, four Council-
men, five members of the Board of Education, a City Attorney,
a Chief of Police, a City Treasurer, a City Assessor, a
City Tax and License Collector, and a Police Judge."
"Section 4. ELECTION AND TERMS OF OFFICE OF OTHER
ELECTIVE OFFICERS. The city attorney, chief of police,
city treasurer, city assessor, city tax and license
collector and police judge shall be elected at the
general municipal election to be held in said City of
San Rafael on the second Monday in April, 1915, and on
the second Monday in April of each fourth year thereafter,
and shall hold office for the period of four years from
and after the Monday next succeeding the date of such
election, and until their successors are elected or
appointed and qualified."
"Section 9. COMPENSATION. The Mayor shall be paid
a monthly salary of One Hundred ($100.00) Dollars and
each of the Councilmen shall be paid a monthly salary of
Fifty ($50.00) Dollars, said salaries payable at the same
time and in the same manner as the salaries of other
employees and officers of said City. In addition, while
acting as a Board of Equalization, the Mayor and each of
the Councilmen shall be paid the sum of Five ($5.00) Dollars
per day for each day they actually and necessarily sit as
a member of said Board of Equalization. The City Attorney,
City Treasurer, City Assessor, City Tax and License Collector,
Chief of Police and Police Judge, shall severally receive
at stated times a compensation to be fixed by ordinance
by the Council, which compensation shall not be increased
or diminished after their election or during their several
terms of office. The compensation of all other offices
except as otherwise provided in this charter, whether elected
or appointed, shall be fixed from time to time by the Council.

"Section 11. APPOINTIVE OFFICERS. The council shall
appoint a city clerk, a city engineer, a superintendent
of streets, a health officer, who shall be a duly licensed
physician in accordance with the laws of the State of
California, a chief of the fire department, who shall be
ex -officio fire marshal, and a poundmaster, each of whom
shall hold office for the period of four years. The council
may consolidate the offices of city engineer and superin-
tendent of streets. All such appointive officers may be
removed at any time by a unanimous vote of the council."
Section 2. The Council of the City of San Rafael hereby
proposes to and hereby does, on its own motion, submit to the quali-
fied electors of the City of San Rafael, California, at the San
Rafael General Municipal Election to be held on April 12, 1965,
the proposal to amend the Charter of the City of SanRafael, Cali-
fornia, as set forth in Section 1 of this Resolution, which amend-
ment shall be effective at the expiration of the term of office
of the incumbent City Clerk, to wit, at 12:00 o'clock midnight on
Sunday, the 16th day of April 1967.
Section 3. The City Clerk of the City of San Rafael is
hereby ordered and directed to cause this Resolution to be published
once, not less than forty and not more than sixty days prior to the
date of the San Rafael General Municipal Election to be held on the
12th day of April, 1965, in the INDEPENDENT -JOURNAL, the official
newspaper of said City, and each edition thereof during the day of
publication, said newspaper being a newspaper of general circulation
published at least six days a week in said City of San Rafael, Cali-
fornia.

hereby certify that the foregoing Resolution was duly and regularly
introduced, and adopted at a regular meeting of the Council of the
City of San Rafael,California, held on Monday, March 1, 1965, by
