RESOLUTION RECOMMENDING THAT THE PACIFIC TELEPHONE
AND TELEGRAPH COMPANY'S REQUESTS FOR EXTENDED
SERVICE BETWEEN IGNACIO AND SAN RAFAEL AND BETWEEN
NOVATO AND SAN RAFAEL BE CONSIDERED SEPARATELY.
In the Fall of 1964 the attention of the San Rafael City Council
was directed to a request by Western California Telephone Company that
extended service be approved between the Novato exchange and the San Rafael
exchange as an addition to a separate request for extended area service
between Ignacio and San Rafael. The members of the San Rafael City Council
investigated the desirability of such an extension of telephone service
and contemplated rate allocation between the Novato and San Rafael area
which would result from such extended service. It was the unanimous opinion
of the San Rafael City Council that little, if any, benefit to telephone
users in the San Rafael exchange area could result from such extended
service and that the rate distribution contemplated in the request for such
extended service would create serious inequities in the overall area with
a heavily disproportionate burden falling on San Rafael exchange telephone
users. The San Rafael City Council found that all groups contacted in the
San Rafael area followed this reasoning and these findings, and recommended
against the establishment of extended service between the Novato exchange
and the San Rafael exchange. In view of the above:
IT IS HEREBY RESOLVED, that the City Council of the City of San
Rafael recommend to the Public Utilities Commission of the State of California
that the requests for extended service between Ignacio and San Rafael and
between Novato and San Rafael be considered separately and that the request
for extended service between Novato and San Rafael exchange be denied with
action to this end taken at the earliest convenience of the Public Utilities
Commission.
I, W. C. CORNWELL, Clerk of the City of San Rafael, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted

at a regular meeting of the Council of said City held on Monday, the 5th
day of April 1965, by the following vote, to -wit:
