Mayor Kate called the meeting to order at 6:00 p.m. and invited City Clerk Lindsay Lara to call the

roll and all members of the City Council were present.
City Attorney Robert Epstein announced that no reportable action was taken in Closed Session
held before the meeting.
Mayor Kate provided opening remarks which included gratitude to City Staff, an announcement of
the Team of the 3rd Quarter (Police Department’s Patrol Team 2), the November 5, 2024 election
and a land acknowledgment.
CITY MANAGER AND COUNCILMEMBER REPORTS:

3. City Manager and Councilmember Reports:
City Manager Cristine Alilovich reported on:
• Greg Minor, the City’s new Assistant Director of Community and Economic
Development
• Upcoming storms update
• Sonoma Marin Area Rail Transit (SMART) Draft Strategic Plan 2025-2030
• SMART Grand Opening, pathway from McGinnis Parkway to Smith Ranch Road, to be
cancelled due to rain and will be rescheduled
• County exhibit “I Will Not Be Forgotten, The Dignity of Homelessness” on display at the
Civic Center until January 31
• Annual Holiday of Lights and Winter Wonderland and Shop Small Business Saturday to
be held Saturday, November 30, 11a.m.–6 p.m.
• Unveiling of a public art installation called “Civic Wave” to be held Saturday, November
30, at 1001 4th Street, 5 p.m.
• Chamber/Business Improvement District (BID) Third Annual Great Downtown Elf Hunt
to be held from November 30 to January 6, downtown
• Santa Cop Program started today
• Santa (arriving aboard Fire Engine 51) to visit kids at West End Nursery on Saturday,
December 7, 1-3 p.m.
• Menorah lighting and Gelt drop to be held Sunday, December 29, downtown, 5-6:30
p.m.
• Early congratulations to Mayor Kate, Councilmembers Kertz and Llorens Gulati, City
Attorney Epstein and City Clerk Lara for new terms via the unofficial results
City Clerk Lindsay Lara provided a brief update on the unofficial election results from the
November 5, 2024 General Municipal Election.
City Councilmember Reports:
• Vice Mayor Hill reported on a Finance Subcommittee meeting and the Arbor Day
Celebration.
• Councilmember Kertz reported on Marin Wildfire Prevention Authority (MWPA)
meetings, a Homeless Community Group meeting, a City Schools meeting, a County
Priority Setting Committee meeting and a Seeds of Hope event.
• Councilmember Bushey reported on a San Rafael Sanitation District board meeting.
• Councilmember Llorens Gulati reported on a Mission Promise Neighborhood tour in San
Francisco, a Marin Clean Energy executive committee meeting, the Chamber of
Commerce November Mixer, the Arbor Day Celebration, a Transportation Authority of
Marin (TAM) workshop, the San Rafael Marin Evening Rotary Club 50 year celebration
and a King Tides tour in the Canal.

• Mayor Kate reported on another Daisy Troop event, the North Bay Candleworks ribbon
cutting, the Marin Community Clinics Dental Clinic ribbon cutting and a meeting with
Senator McGuire.

b. Downtown Business Improvement District (BID) Assessment Annual Renewal
Resolution Declaring the City Council’s Intention to Levy an Annual Assessment for
Calendar Year 2025 for the Downtown San Rafael Business Improvement District (CED)
Accept Reported; And, Resolution 15356 - Resolution Declaring the City Council’s Intention to
Levy an Annual Assessment for Calendar Year 2025 for the Downtown San Rafael Business
Improvement District
c. EMS Equipment Replacement
Authorize the City Manager to Purchase Thirteen Cardiac Monitors, Two Power Load
Gurneys, and Five Stairchairs in an Amount Not to Exceed $678,237 (Fin)
Authorized the City Manager to purchase thirteen cardiac monitors, two power load gurneys, and
five stairchairs through a cooperative agreement from Stryker in an amount not to exceed
$678,237; and, Authorized a budget appropriation from the Emergency Medical Services Fund
(Fund 210) for the purchase of the equipment
d. City Quarterly Investment Report
Acceptance of City of San Rafael Quarterly Investment Report for the Quarter Ending
September 30, 2024 (Fin)

e. Windward Way Gas Monitoring Services
Authorize the City Manager to Enter into the First Amendment to the Professional Services
Agreement with Haley & Aldrich for Windward Way Gas Monitoring Services, in an
Amount of $77,000, Increasing the Total Not-To-Exceed Amount of the Agreement to
$145,800, and Approve Supplemental Budget Appropriations (DPW)
Authorized the City Manager to enter into the first amendment to the professional services
agreement with Haley & Aldrich, Inc. for Windward Way gas monitoring services, in an amount
of $77,000, increasing the total not-to-exceed amount of the agreement to $145,800; and,
Authorized supplemental budget appropriations totaling $217,500 to cover additional gas

monitoring services ($77,000; General Fund-001) along with additional well construction work
($140,500; Capital Fund-401)

Vice Mayor Hill moved and Councilmember Bushey seconded to accept the fiscal year (FY)
2024-25 First Quarter Budget Update presenting revenue and expenditure results through
the first quarter of the current fiscal year (through September 30, 2024) (Attachment A);
and, Authorize amendments to the FY 2024-25 budget representing unencumbered carry-
over appropriations for specified purposes, totaling $1,080,148, as presented in Attachment
B.

• John Reynolds addressed the City Council regarding Northgate development.
• Al Vetere addressed the City Council regarding road paving, and expressed that Sonic is
tearing up the streets.
