A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN RAFAEL
PROVIDING FOR CERTAIN OFFICERS, ASSISTANTS, DEPUTIES,
CLERKS AND EMPLOYEES OF THE CITY OF SAN RAFAEL AND
FIXING THE COMPENSATION AND WORKING CONDITIONS THEREOF
AND AMENDING RESOLUTION NO. 3593.
BE IT RESOLVED, by the Council of the City of San Rafael as follows:
Section 1. Classes and Salaries. The following classes of positions
and salary ranges are hereby created.
Section 1.1 Administrative - Professional - Technical - Medical

Section 3. Salary Designations. The salaries herein established are monthly
compensation unless otherwise specified.
Section 4. Salary Adjustments. The salary of each full time official and
employee shall be adjusted to the next higher step in the new salary range.
Section 5. The Administration of the Pay Plan. Salary advancements shall be
made on the basis of the salary rates, salary ranges and salary steps set forth
opposite each classification in this resolution. Before any person is advanced to
the next step, a written statement must be filed by the department head with the
City Manager recommending such increase. The steps of each salary range shall be
applied as follows:
The first step is the minimum rate and shall normally be the
hiring rate for the class. In cases where it is difficult to
secure qualified personnel, or if a person of unusual qualifi-
cations is engaged, the City Manager, with the authorization
of the City Council, may hire at a higher step. The remaining
steps represent the ordinary next salary steps.for each year
of service, providing the employee is qualified in his work to
receive the next step. All step increases shall be effective
on the first day of July for an employee hired prior to January
Ist, 1967, and on the anniversary date of an• employee hired
after December 31st, 1966. Anniversary date shall be interpreted
as the Ist day of the month for those employees entering the
service between the Ist and 15th of a month, and on the Ist
day of the nex=pmonth for those entering the service after the
15th of a month.
The City Manager shall prepare and submit to the City Council a recommended plan for
the classification of positions adjustment of salaries and fringe benefits during

the month of December 1968 for all positions in both the classified and unclassified
service. Monies to implement said plan are to be included in the yearly budget.
Section 6. Appointments and Salaries. The City Manager, upon the request
of the Department Head, may recommend to the City Council the appointment in
accordance with the Personnel Rules and Regulations, of prospective employees to
a position in a class for which the salary is herein provided, to designate the
definite salary rate or salary step at which such person is appointed, and the
salary so designated is hereby fixed as the salary of such employee for such posi-
tion, provided, further, that the City Manager, upon request of the Department
Head, may recommend to the City Council from time to time the increase or decrease
of the salaries of persons so appointed in accordance with provisions of Section I,
provided that the salary so fixed is within the ranges established for that class.
Section 7. Part Time Employment. (a) Employees appointed to any of the
positions referred to herein and employed or working on a part-time basis shall be
paid in proportion to the time worked and described in their appointment. (b) The
salary range for part-time employees who are paid at a per diem rate will range
from $1.25 per hour to $3.50 per hour according to the work.
Section 8. Overtime. All employees who are required to work in excess of
their basic work week during any one week shall receive compensatory time off at a
straight time rate. Police Department employees shall receive payment at a straight
time rate in lieu of compensatory time off only at the discretion of the Department
Head and City Manager. Street Department employees shall be given compensatory
time off at a time and a hal:f rate, or at the discretion of the City Manager, with
the concurrence of the Supervisor of Public Works, shall be paid at a time and a
half rate of their established hourly rate and based on their regular monthly salary.
In the event that an employee resigns or is terminated, he shall be entitled to
compensation for his accumulated overtime. For the purpose of computing overtime,
the work week shall be defined as beginning at 12:01 A.M. Sunday morning and ending
at 12:00 midnight Saturday.
Section 9. Additional Pay for Firemen during Weed Burning Period. During
the weed burning season, off shift firemen of the San Rafael Fire Department may
be used in the weed burning program, and shall be paid for the actual time worked
at the hourly equivalent of the fireman's monthly compensation.
Section 10, Additional Pay for Police Department. The Motorcycle Officer
and Matron shall receive additional compensation in the amount of Twenty -Five

Dollars ($25.00) per month.
Section II. Additional Pay for Street Department. As authorized by the
Supervisor of Public forks, one employee of the Street Maintenance Department shall
be assigned standby duty on Saturdays, Sundays and holidays. Said employee shall
receive four (4) hours pay at straight time, and in addition will be paid at the
rate of time and one-half for any work required over and above the four hour
standby duty.
Section 12. Volunteer Firemen. The pay rates for volunteer fire services
are as follows:
Still Alarms $2.00 per hour
Box Alarms $3.00 for the first hour
and
$2.00 per hour thereafter.
Section 13. Holidays. All employees excepting Police and Fire Department
shift personnel, who are required to work on a day designated as an authorized
holiday other than a day which an election is held throughout the State, shall be
paid in addition to their regular salary for the number of hours worked during such
a day at the rate of straight time, or shall be given compensatory time off at a
straight time rate at the discretion of the City Manager. The shift personnel in
both the Fire and Police Departments (namely Police Captain, Lieutenant, Sergeant,
Sergeant -Detective, Patrolman, Radio Telephone Operator, Fire Battalion Chief,
Captain, Engineer, Engineer Mechanic, Fire Marshall and Fireman) are entitled to
straight time compensations for every holiday in each given year which all other
employees receive as time off. Said compensation shall be paid twice each year on
the last pay period of December and the last pay period of June.
Section 14. Automobile Allowances. Monthly automobile allowances are hereby
granted to city employees for the use of their private cars while on official city
business to reimburse them for expenses thus necessarily incurred in the performance
of their official duties, as follows:
Recreation Supervisor $50.00
Recreation Center Director $10.00
The amount of ten cents (101t) per mile will be paid for expense incurred over and
above normal operating costs.
Section 15. Uniform Allowance. All uniformed personnel of the Police and
Fire Departments shall receive a uniform allowance in the amount of $60.00 at the
completion of each six months of service ending June 30th and December 31st; a
proration at the rate of $10.00 a month may be given for a portion of the first and
last six months of service upon recommendation of the Department Head and approval
of the City Manager.
Section 16. Title of Resolution. This resolution shall be known as the
Position and Salary Resolution and shall be referred to as such.
Section 17. This resolution shall take effect forthwith upon its adoption
and the several compensations and allowances herein provided shall be in full
force and effect as of and from July I, 1968.

foregoing resolution was duly and regularly introduced and adopted at a regular
meeting of the Council of said City held on Monday, the 5th day of August 1968,
by the following vote, to -wit:
