HomeMy WebLinkAboutCC Resolution 3714RESOLUTION NO. 3714 RESOLUTION OF THE COUNCIL OF THE CITY OF SAN RAFAEL APPROVING AMENDMENT TO GENERAL PLAN WHEREAS, on September 19, 1966, by Resolution No. 3495, the City of San Rafael adopted a General Plan for the City and its surrounding area; and WHEREAS, said General Plan is entitled "San Rafael General Plan 1966" and was prepared by WILLIAM SPANGLE & ASSOCIATES -- DAN COLEMAN ASSOCIATES in collaboration with the City of San. Rafael and consists of a "Forward" with one page, a "Summary of Findings" with pages two through seventeen , and "The San Rafael General Plan" c onsisting of pages nineteen through forty-five; and and WHEREAS, said General Plan contains a circulation element; WHEREAS, it is now proposed to amend said General Plan by adding to said circulation element a system of street naming entitled "328 STREET NAMING" a copy of which is attached hereto marked EXHIBIT "A" and incorporated herein by reference; and WHEREAS, the City Council and the Planning Commission of said City have held,public hearings and given the notices thereof required by law in order to amend said General,Plan; and WHEREAS, the approval by the Planning Commission of said amend- ment was made by resolution of the Commission carried by the affirmative votes of not less than a majority of its total voting members; NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS: 1. That the General Plan described above is hereby amended so as to add thereto a system of street naming entitled "328 STREET NAMING" a copy of which is set forth on EXHIBIT "A" which is attached hereto. -1- 24 That a coley of said amendment (]J IB "A*) shall be en - dossed by the _.y,or showing that said amendment bas been approved by this Council and. the Chairman of the Planning Comission shall also endorse such amendment showing that said amendment was approved by :the Planning Commission and -after sveb .endorsements, such copy shall be riled with the original General Plan. COUNCILMEN None .. s vLii-�waai. vv_asv r�Ls.�u Cler.� Of tl �` ,ty Of San ael 0" 328 STREET NAMING The purpose of a street naming system Is to protect the public health, welfare, and safety by eliminating misleading, duplicating or hard to pronounce or spell names which might delay police, fire or other emer- gency vehicles from reaching their destination quickly and accurately or which might confuse the general public when seeking directions. 1. NAME SELECTION GUIDELINES: Wherever possible names shall be pleasant sounding and easy to pronounce and spell. a. Local connotations: Where feasible it Is desirable that the names used have some historical or geographical relationship to the City of San Rafael, the County, or the Bay Area. (For example, names of Indian tribes that existed in the early days of the Bay Area, names of landmarks that once existed in the area, etc.). b. Systems of names: It is permissible and often desirable that the names in an area bear a relationship. For example, all the names in a sub- division near an airport may be the names of people who were important in the development of aviation. C. Names of Officials: Streets shall not be named after people who at the time of the action are elected or appointed officials or employees of the City or County. d. Not to be named: Private streets, common driveways and access easements shall not be designated by name unless they are offered for public dedication or unless they are to be used for mailing address purposes. 2. DUPLICATION: There shall be no duplication of a name or of names that are pronounced the same or which sound almost identical even though they are spelled differently. a. Spelling: if there is a Smith Street, there shall be no Smythe Street; although there could be a Schmidt Street. b. Sound: If there is a Murray Street there shall be no Mary Street; although there could be a Marty Street and a Murphy Street. EXE//B/T tr c. Cul-de-sac: When a cul-de-sac bears the name of the street to which it attaches, the numbering of structures within the cul-de-sac shall be a continuation of numbering on the street to which it attaches. When two or more cul-de-sacs attach to the same street only one may bear the name of that street and the others shall have other names. d. Abolished street names: When a street name has once been used and then abolished, it shall not be used again unless an exception is granted by the Planning Commission 3. DETAILED REQUIREMENTS: a. Length of names: Names shall fit the standard size street name blanks used within the City of San Rafael. At the present time the maximum length blank used will accommodate approximately eleven letters. Computations may be based on the following: Blanks are 24, 30 and 36 inches long. Each letter uses approximately a 3 1/4 inch space with about 2 inches allowed between words, plus a space at the beginning and ending of the blank. b. Prefixes: The prefixes "north", "south", "east", and 'west" and systems based thereon shall not be used. C. Suffixes: Suffixes should bear sufficient relationship to the im- portance of the street that they will not mislead the public. For example, the siffix "Boulevard" should be attached to major collector streets. Sometimes "Avenue" is similarly used, or may be used along with "Road" or "Street" for regular streets. The suffix 'Way" or "Lane" are usually used for minor streets that are either not very lengthy or do not bear much traffic, and these suffixes often are used for private roads. The suffix "Court" or "Place" should be used for cul-de-sacs. d. Numbers or letters may be used in the downtown area when consistent with the existing system but they shall not be used elsewhere. 4. CHANGE OF STREET LENGTH: a. Street extensions: Continuous streets shall have the same name throughout. Where an existing street is extended the extension shall bear the same name. Where an existing street is extended -2 beyond an intersection, the portion beyond the intersection shall bear the same name even though it be in a different subdivision and on the other side of a major collector street. b. Streets that become segmented or discontinuous; Where a street has been made discontinuous due to one or more interruptions by a new major highway or other similar major barriers, it shall be the policy of the City that only one segment shall retain the original name and that each other segment be renamed so that all separated segments shall have different names. c. Connection of two streets that bear different names: Consideration shall be given to renaming one of the segments so that one name is continuous throughout. 5. RENAMING: These policies shall apply to the renaming of existing streets as well as to the naming of new streets and shall be used as a guide throughout the General Plan Area, including those portions that lie beyond the City limits. a. Time lag: Where a street is to be renamed and the present name is used as a mailing address, unless emergency conditions exist, the effective date of the change shall be set ahead a sufficient number of months to permit those affected to notify correspondents and to make reasonable use of existing letterhead supplies. b. Duplication due to annexation; When streets that are to be annexed have names that conflict with streets previously in the City, con- sideration shall be given to renaming one of the streets. 6. INTERPRETATIONS AND EXCEPTIONS: The Planning Commission may interpret or implement this policy when special situations develop that are not specifically covered herein and may grant exceptions when it determines that the public health, safety and welfare is best served by such action. -3
