RESOLUTION PROPOSING AMENDMENTS TO THE
CHARTER OF THE CITY OF SAN RAFAEL AND
SUBMITTING THE SAME TO THE ELECTORS OF
SAID CITY AND ORDERING THE PUBLICATION
THEREOF
IT IS RESOLVED BY THE COUNCIL OF THE CITY OF SAN
RAFAEL, CALIFORNIA, AS FOLLOWS:
Section A.
The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Sections 1 and 11 of Article VI, which amendments
shall be effective at 12:00 midnight on Monday, the 26th day
of April, 1971, as follows:
Section 1 of Article VI be amended so

as to delete therefrom the following words:
"a City Clerk, a City Assessor"
Section 11 of Article VI be amended so
as to insert between the word "appoint" and
the words "a City Engineer" the following:
"a City Clerk, a City Assessor"
Section B. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Sections 1 and 11 of Article VI which amendments
shall be effective at 12:00 midnight on Monday, the 26th day
of April, 1971, as follows:
Section 1 of Article VI be amended so
as to delete therefrom the following words:
"a City Attorney"
Section 11 of Article VI be amended so
as to insert between the word "appoint" and

the words "a City Engineer", the following:
"a City Attorney"
Section C. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Sections 1 and 11 of Article VI which amendments
shall be effective at 12:00 midnight, on Monday, the 26th day
of April, 1971, as follows:
Section 1 of Article VI be amended so
as to delete therefrom the following words:
"a Chief of Police"
Section 11 of Article VI be amended so
as to insert between the word "appoint" and
the words "a City Engineer", the following:
"a Chief of Police"
Section D. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California,be amended
by amending Sections 1 and 11 of Article VI which amendments
shall be effective at 12:00 midnight, on Monday, the 26th day
of April, 1971, as follows:
Section 1 of Article VI be amended so
as to delete: -therefrom the following words:
"a City Treasurer, a City Tax
and License Collector"
Section 11 of Article VI be amended so
as to insert between the word "appoint" and
the words "a City Engineer" the following:
"a City Treasurer, a City Tax
and License Collector"

Section E. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Section 1 of Article VI as follows:
Section 1 of Article VI be amended so
as to delete therefrom the following words:
"and a Police Judge"
Section F. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Section 2 of Article VI as follows:
Section 2 of Article VI shall read:
"Section 2. ELECTION AND TERM OF
OFFICE OF MAYOR. The Mayor shall be
elected at the general municipal
election and shall be elected for a
term of four years from and after the
seventh day succeeding the day of such
election and until his successor is
elected or appointed and qualified."
Section G. The Council of the City of San
Rafael, California, on its own motion, hereby proposes that
the Charter of the City of San Rafael, California, be amended
by amending Section 10 and Section 11 of Article VIII and
Section 1 of Article IX as follows:
Section 10 of Article VIII shall read:
"Section 10. FIRE COMMISSION. There
shall be a Board of Fire Commissioners
consisting of seven members appointed
by the Council, one of whom may be a
Councilman. The Chief of the fire
department shall be an ex -officio
member of the Commission but shall not
be entitled to vote as a member of the
Commission. The members of the Com-
mission shall serve for a term of four
years and shall be subject to removal
by the affirmative vote of three members
of the Council. The terms of office of
members of the Commission shall be

staggered in the manner provided by
resolution of the Council. The
Board of Fire Commissioners shall
exercise such powers and perform such
duties as may be prescribed or
conferred in this Charter or by
the Ordinances of the City."
Section 11 of Article VIII shall read:
"Section 11. PARK AND RECREATION
COMMISSION. There shall be a Park
and Recreation Commission consisting
of seven members appointed by the
Council, one of whom may be a Council-
man. The members of the Commission
shall serve for a term of four years,
and shall be subject to removal by
the affirmative vote of three members
of the Council. The terms of office
of members of the Commission shall be
staggered in the manner provided by
resolution of the Council. The Park
and Recreation Commission shall exer-
cise such powers and perform such duties
as may be prescribed or conferred in
this Charter or by the Ordinances of
the City."
Section 1 of Article IX shall read:
"Section 1. BOARD OF LIBRARY TRUSTEES.
There shall be a Board of Library
Trustees consisting of seven members
to be appointed by the Council, one of
whom may be a Councilman. The members
of the Board shall serve for a term of
four years and shall be subject to re-
moval by the affirmative vote of three
members of the Council. The terms of
office of members of the Board shall be
staggered in the manner provided by
resolution of the Council. The Board of
Library Trustees shall exercise such
powers and perform such duties as may
be prescribed or conferred in this
Charter or by the Ordinances of the City."
Section H. The Council of the City of San Rafael,
California, on its own motion, hereby proposes that the Charter of
the City of San Rafael, California, be amended by amending the last
sentence of Section 11 of Article VI as follows:
The last sentence of Section 11 of Article
VI shall read as follows:
"All such appointive officers may be
removed at any time by the affirmative
vote of three members of the Council."
Section I.
The Council of the City of San
Rafael proposes to and hereby does, on its own motion, sub-
mit to the qualified electors of the City of San Rafael,
California, at the San Rafael general municipal election to
be held on April 15, 1969, the proposals to amend the Charter
of the City of San Rafael, California, as set forth in Sections
A, B, C, D, E, F, G, and H above.
Section J.
The City Clerk of the City of
San Rafael is hereby ordered and directed to cause all of
said amendments to be published once, not less than forty
(40) and not more than sixty (60) days prior to the date of
the San Rafael general municipal election to be held on the
15th day of April, 1969, in the Independent Journal, the
official newspaper of said City, in each edition thereof
during the day of publication, said newspaper being a news-
paper of general circulation published at least six days a
week in said City of San Rafael, California.
I, W. CLIFFORD CORNWELL, Clerk of the City of San
Rafael, hereby certify that the foregoing Resolution was
duly and regularly introduced and adopted at a regular
meeting of the Council of the City of San Rafael, held on
Monday, the 17th day of February
