RESOLUTION REQUESTING ALLOCATION OF TOPICS
FUND� FROM THE CALIFORNIA HIGH\JAY CONHISSION
FOR A TRAFFIC SIGNAL INTERCONNECT SYSTEM IN
THE CENTRAL BUSINESS DISTRICT AND IN TERRA
LINDA IN THE CITY OF SAN RAFAEL
WHEREAS, there is in the urban area, as defined by the 1960 Federal
census, of the City of San Rafael (hereinafter called "City"), a large •:-olume
of vehicular traffic at locations referred to as the "central business district 11
and as Terra Linda (hereinafter called "Project Location"), which has been
steadil-y increasing at a rapid rate causing p!:oblems with respect to stree t
capacity and safety, specifically in the form of traffic congestion and traffic
delay; and
WHEREAS, in the interest of public health, safety and welfare, by
reasons stated above, it is essential that an improvement project (hereinafter
c.alled "Project"), at the said Project Locati.on in the form of the jr_1 terconnection
and modification of existing traffic signal systerr.s to facilitate movement and
increase the safety of vehicular and pedestrian traffic be accomplished as soon
as possible; and
WHEREAS, City in cooperation with the cities of Corte Madera, Fairf.:i.x,
Larkspur, Mill Valley, Ross, San Anselmo, Sausalito, and the. County of J·larin,
have submitted a TOPICS study proposal, which there is reasonable certainty to
believe will be approved, and which will be followed within 18 months hy a TOPICS
Study Report; and
WHEREAS, City, with assurance from the Director of Public Works,
believes that this project will be one of the top priority p��oj ec ts to be included
in the Area-wide TOPICS Plan to be prepared; and
WHEREAS, the said Project Location is within the jurisd:ictic,r. of City
and said Project Location is included on portions of r::ity Streets wh:i.ch are included
on the existing Federal-Aid Secondary System (FAS) within the Area, :ma Federal-Aid
funds, other than TOPICS Funds, are not available to complete chis pr-eject, and in
the opinion of City, the said Project would q�alify for Federal TO?ICS Funds; and
WHEREAS, City desires to file with the Highw;:q Commission of t.he Sta.te
of California a request for aa allocation of funds to constru�t s2.id Project;
NOW, THEREFORE, BE IT RESOLVED BY CITY AS FOLLO�S:

1.That City does hereby request the California Highway Commission to
allocate funds for the Project at the Project Location; City does further request
the Commission to allocate for the fiscal years 1969-70 and 1970-71 the sum of
$75,067. for City.
2.That City agrees that its respective appropriate budget accounts
shall reflect the following contributions to said Project:
Fiscal Year 1970-71: City $84,933.
3.That City has considered the effect of the proposed financing
(71.31% Federal Funds, 28.69% Local Agency Funds) in relation to apportionment
of Federal TOPICS Funds within the State of California.
4.That City shall be the legal administrative agent for the TOPICS
Project and all funds for the construction of said Project shall be accumulated and
released through City.
PASSED AND ADOPTED by the City Council of the City of San Rafael,
State of California, on March l , 19 /1 , by the following vote:
