CHARTER AMENDMENTS TO ELECTORS OF THE CITY
OF SAN RAFAEL AND CALLING A SPECIAL ELECTION
y THEREFOR.
WHEREAS, it appears to the City Council of the City of San Rafael
and said City Council hereby finds that it is for the best interests
of said city and the residents thereof, that the proposed amendments
to the Charter of said city hereinafter set forth be submitted to the
qualified electors of said city so that said electors may, by ballot,
determine their choice upon the proposed amendments to said City Char-
ter and;
WHEREAS, said City Council is of the opinion that the proposed
Charter amendments hereinafter set forth, ought to be submitted to said
electors.
NOW THEREFORE, it is hereby resolved that there be submitted to the
electors of said city the following proposed amendments to said City
Charter, to -wit:
FIRST: That Section 2 of ARTICLE VI of the Charter of the City of
San Rafael be amended to read as follows:
Section 2. The mayor shall be elected at the general municipal
election to be held in said City of San Rafael on the second
Monday in April, 1935, and on the second Monday in April of
each fourth year thereafter, and shall hold office for the
period of 4 years from and after the Monday next succeeding
the day of such election, and until his successor is elected
or appointed and qualified.
SECOND: That the office of Chief of Police of said city be made

ratification, by the electors of said city of hZfih6g,M ddf the following
proposed 4ft6, Charter amendments, to -wit:
That for the purpose of making the office of Chief of Police
appointive by the City Council Sections 1,4, and 11 of ARTICLE VI
of the Charter of the City of San Rafael be respectively and collec-
tively amended to read as follows, to -wit:

Section 1. The elective officers of the City of San Rafael
shall be: a Mayor, four councilmen, five members of the Board
of Education, a City Clerk, a City Attorney, a City Treasurer,
a City Assessor, a City Tax and License Collector, and a Police
Judge.
Section 4. The City Clerk, City Attorney, City Treasurer,
City Assessor, City Tax and License Collector, and Police Judge
shall be elected at the general municipal election to be held in
said City of San Rafael on the second Monday in April, 1935, and
on the second Monday in April of each fourth year thereafter, and
shall hold office for a period of four ,y=ears from and after the
Monday next succeeding the day of such election, and until their
successors are elected or appointed and qualified.
Section 11. The council shall appoint a Chief of Police, a
City Engineer, a Superintendent of Streets, a Health Officer,
who shall be a duly licensed physician in accordance with the
laws of the State of California, a Chief of the Fire Department, who
shall be ex -officio Fire Marshall, and a pound master, each of
whom shall hold office for a period of four ,years. The Council
may consolidate the offices of City Engineer and Superintendent
of Streets. All such appointive officers may be removed at any
time by a four-fifths vote of the council.
BE IT FURTHER RESOLVED that a special municipal election in and
for the City of San Rafael for the purpose of submitting the foregoing
proposed Charter amendments to the electors of said City be, and the
same is hereby called and that said special municipal election shall be
held in said City of San Rafael on the sixth day of November, 1934.
BE IT FURTHER RESOLVED that said election shall be held in
accordance with the Charter of said city where applicable, and where
not applicable, in accordance with the general laws of the State of Cal-
ifornia, and that the ballots to be used thereat shall contain suitable pro-
positions for said proposed amendments in the respective forms herein-
above set forth.

BE IT FURTHER RESOLVED, that in all other respects and respecting
the number of precincts, the location of polling places, the election
officers and all other respects appertaining to said election, said
election shall be held and conducted and otherwise provided for and
noticed as said City Council shall hereafter provide by election pro-
clamation or ordinance.
BE IT FURTHER RESOLVED that said proposed Charter amendments shall
be advertised in the ��/= `��"'� , a newspaper of
general circulation, printed, published and circulated in said City,
and that the same shall be advertised and published in the manner and
form and for the time required by Section 8 of ARTICLE XI of the
Constitution of the State of California.
