1VHEFEAS in pursuance to law the Council of the City of
San Rafael, did by proclamation order a Special Municipal
Election to be held in said City of San Rafael on Tuesday
the 6th day of November, 1934, at which election two
amendments to the Charter of the City of San Rafael were
submitted to the qualified electors, as follows:
Proposition No. 1
Charter Pmen.dment
Proposition to provide a four year term for the office
of 1ayor of s,Iid City by amending Section 2, of :'article Six
of the Charter of the City of San Rafael to read as follows:
Article VI. Section 2. The Mayor shall be elected at the
General Municipal Election to be held in said City of San
Rafael on the second Monday in April, 1935, and on the
second Monday in April of,each fourth year thereafter, and
shall hold office for the period of four years from and
after the Mondav next succeeding the day of such election,
and until his successor is elected or appointed and qua-
lified. YES NO
Proposition No. 2
Charter Amendment
Proposition to make the office of Chief of Police
of the City of San Rafael, appointive by the City Council,
by amending Sections 1, 4 and 1.1 of Article Six of the Char-
ter of the City of San Rafael, to read respectively and
collectively as follows:
Article VI. Section 1. The elective officers of the City of
San Rafael shall be: A Mayor, four councilmen, five members
of the Board of Education, a City Clerk, a City Attorney,
a City Treasurer, a City Assessor, a City Tax and License
Collector, and a Police Judge,
Section 4. The City Clerk, City Attorney, City Treasurer,
City Assessor, City Tax and License Collector, and Police
Judge shall be elected at the General liIunicipal Election
to be held in said City of San Rafael on the second Monday
in April, 1935, and on the second I,,ionday in April of each_
fourth year thereafter, and shall hold office for a period
of four years from and after the Monday next succeeding
the day of such elution, and until their successors are
elected or appointed and qualified .
Sectiob 11. The Council shall appoint a Chief of Police ,
a City Engineer, a Superintendent of Streets, a Health
Officer, who shall be a dul-y licensed physician in accord-
ance with the laws of the date of Califonria, a Chief of
the Fire Department, who shall be ex -officio Fire Marshall,
and a poundmaster, each of whom shall hold office for a
period of four years; the Council may consolidate the office
of City Engineer and Superintendent of. Streets. All such
appointed officers may be removed at any time by a four -
fifth vote of the Council.

AND 4'1HEREAS on the 10th day of November, 1934, the Council
of the City of San Rafael, in accordance with the provisions
of law, on Saturday the 10th day of November, 1934, at their
usual time and place of meeting duly canvassed the returns
of said election, and the result of said canvassing having
been found to be as hereinafter stated and set forth:

And it appearing as follows: to -wit:
That the majority of votes cast at said election for
Proposition Number One Charter Amendment was against said
proposition Number One.
That the majority of votes cast at said election for Proposi-
tion Number Two Charter Amendemnt was against said Proposition
Number Two.
THEREFORE be it furtherResolved and determined and declared
that all of said propositions were rejected at said election
by the qualified voters voting thereon.
I hereby certify that the foregoing resolution was duly and
regularly introduced and adopted by the Council of the
City of San Rafael at a meeting of said Council held on -the
10th day of November,1934, by the following vote, to -wit:
Ayes: Councilmen Geo.j!':'. Bates, G. G. Vanderlip, C. C. Webb
and IJayor Nock.
Noes: Councilmen: None
Absent: Councilmen Dutton
Eugene W. Smith
City Clerk
