RESOLUl'ION REGULATING AND PROVIDING FOR EMPLOYMENT OF LABOR UPON ALL PUBLIC
WORKS.
WHEREAS, the public funds and monies derived by the City
of San Rafael in its governmental functions are obtained by the payment of
taxes upon real and personal property, franchise tares-, licenses, fees and
other costs and charges provided by law and the ordinances of said City
and are paid in their entirety by persons owning property within said City
and/or engaged in business therein and/or resident in said City;
WHEREAS, in the opinion of the City Council of said
City it is for the best interest and welfare of said City and the residents
thereof that so far as is possible all portions of said funds or of the
public monies within the control of the legislative 'body of said City app-
ropriated for expenditure in public improvements, public works or for labor
required therefor, ought to be paid primarily to laborers, mechanics and
workers within said City so as to minimize as far as possible the conditions
of unemployment maintaining therein,
NOW THEREFORE, IT IS HEREBY RESOLVED 'by the City Council
of the City of San Rafael that in all contracts hereafter to be let by the
City of San Rafael for the erection or construction of any -public work or
improvement in said City including the performance of labor in or uron
any of the streets, parks, or public streets, ways or places in said City,
there shall be incorporated a clause substantially in the following language;
mill labor and/or laborers required in the performance
or doing of the work, construction or ir."Provement herein provided, both
skilled and unskilled, shall be residents of the City of San Rafael except
when it appears that no labor or that insufficient laborers as above
qualified are available for a particular classification or kind of work
or improvement, in which event, in order).~ such laboras may be required
in addition to labor available within said City shall be selected first
from the residents of the County of ::Zarin, and thereafter, in the event
that there shall be insufficient labor in Marin County, then from the
State of California. The term "resident" shall be deemed to mean a person
who shall have resided continuously within the City limits of the City
Of San Rafael for a continuous period of not less than ten (10) months.
.All labor rsquired in the performance or construction of the work and
irrprovement herein provided shall be secured through Lhe N-,ational Re-
employment Office located in uhe City of San Rafael."
IT IS FURTHER ORTERED AND RESOLVED that in order

that all persons prior to bidding upon any public work or improvement within
said City may be fully advised in the premises that in all notices and calls
for bids hereafter published, made or given, reference shall be made therein
to the foregoing labor requirements and that sufficient copies of the
foregoing requirements be kept in the office of the City Clerk of said
City and be delivered to all prospective bidders upon request:
