Members of the Public May Speak on Agenda Items
1. Open Time for Public Expression
The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its
jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not
permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or
that there is a need to take immediate action which arose following posting of the agenda. Comments may be no
longer than two minutes and should be respectful to the community.
2. Approval of Minutes – November 13, 2024
Recommended Action: Amend and or approve as submitted.
3. 2025 Fire Commission Meeting Locations
Recommended Action: Discuss and approve future FC meeting locations
4. 2025 Fire Commission Goals and Guest Speakers
Recommended Action: Discuss Commission goals and guest speakers
5. Fire Foundation – Verbal Update from Commissioner Donna McCusker
Recommended Action: Accept Verbal Report and take appropriate action.
6. 150th Anniversary Sub Committee – Verbal Update from Commissioner Chung
Recommended Action: Accept Verbal Report and take appropriate action.

8. Fire Chief Report
Informational only. No action to be taken.
Any records relating to an agenda item, received by a majority or more of the board or commission less than 72 hours before the meeting,

using the California Telecommunications Relay Service by dialing “711”, at least 72 hours in advance of the meeting. Copies of documents
are available in accessible formats upon request. Public transportation is available through Golden Gate Transit, Line 22 or 23. Paratransit is
available by calling Whistlestop. Wheels at (415) 454-0964. To allow individuals with environmental illness or multiple chemical sensitivity
to attend the meeting/hearing, individuals are requested to refrain from wearing scented products.

Wednesday, November 13, 2024, at 4:00 p.m.

The meeting was called to order at 4:01 PM by Chair Burford

1. Open Time for Public Expression
No public Comment.
2. Approval of Minutes – October 9, 2024
Chair Burford asks if there are any corrections or objections, hearing none, Commissioner
Johnson seconds and the minutes are adopted unanimously.
3. Chair and Vice Chair – Appoint Chair and Vice Chair for 2025
Commissioner Fonkalsrud was nominated for Chair and Commissioner Johnson was nominated
for Vice Chair based on seniority. Both were appointed and accepted their appointments.
4. Fire Foundation – Verbal Update from Commissioner Donna McCusker
Commissioner McCusker is meeting with potential new board members this month and next
month. 2025 will be a year of consolidation and to get the board back in good shape. Novato
Fire Foundation is a good template for what we want to have.
5. 150th Anniversary Sub Committee – Verbal Update from Commissioner Chung
Sunday, December 15 will be the Station 51 open house. It will go from 10:00 to 13:00. The
department will bring the 38’ Le France out for the open house. Display cabinets donated by
the Fire Foundation will also be filled and displayed.
6. Chair and Commission Member Reports
Stan Burford– Chair: No report
David Fonkalsrud- Vice Chair: No report
Ken Johnson: Susan Blankenburg from FAIRA was invited by Commissioner Johnson. FAIR sells
insurance to 94 Fire Agencies in California and Neveda.
Donna McCusker: The Fire Foundation will pay for display cases and helmet shields.
John Chung: Are there cancer screenings being done throughout the County? Chief Roman said
that the MOU did not dictate it, but they put a side letter together that will allow for testing to
be done. The City has hired On Duty Health to do these screenings. Commissioner Chung says
SF voluntarily did screenings and they detected a lot of cancer early and saved a lot of lives.
Brian Waterbury: Attended the moving of the Fire Alarm box. Commissioner Waterbury is trying
to track down more information about the alarm cabinet.
7. Fire Chief Report
The department will be taking a 150th Anniversary Proclamation to City Council in December.
Chief Roman would like Commissioners to attend if possible.
Chief Sinnott provided the Fire Chief’s report regarding the last month’s activity in the City.
