Copies of documents are available in accessible formats upon request Page 1 of 3 POLICE ADVISORY AND ACCOUNTABILITY COMMITTEE AGENDA REPORT January 11, 2025 Item 2a TITLE: DEVELOPMENT OF THE 2025 WORKPLAN RECOMMENDATION: The Police Advisory and Accountability Committee (1) provide feedback for the 2025 work plan and (2) prioritize targeted subject area(s) to concentrate on. BACKGROUND: The Police Advisory and Accountability Committee is tasked with making recommendations to the City Council regarding policies, training, hiring practices, and accountability of the San Rafael Police Department. On January 17, 2024, and May 22, 2024, the Police Advisory and Accountability Committee (PAAC) approved two detailed four-month work plans for the year, outlining the agenda for the first two sets of meetings. These work plans served as a roadmap, guiding discussions and efforts as we tackled key community issues, provided important training, and engaged in critical conversations to create recommendations aimed at strengthening community trust through transparency and improving our police department. With this clear structure in place, we were able to approach our tasks with focus and efficiency, ensuring each meeting was meaningful and productive. The approved pla ns not only provided organization but also reinforced our commitment to transparency, accountability, and active community involvement. Moving forward, we will continue to build on the foundation set by these initial work plans, staying focused on addressing emerging concerns and meeting the evolving needs of our community. DISCUSSION: In 2024, the Police Advisory and Accountability Committee addressed several critical community concerns, including Recruitment and Selection, Law Enforcement Training, Mental Health and Alternative Response Strategies, Domestic Violence, Use of Force, Home lessness, Youth and Policing, and Technology and Policing. Additionally, the PAAC received comprehensive training on topics such as Police Department Orientation, Organizational Structure, Policies, and Command Staff Introductions, and the Peace Officer Procedural Bill of Rights, Professional Standards/Internal Affairs, and Military Equipment (AB 481 Overview). As we move forward, our goal is to identify and explore new community concerns while continuing to provide training in relevant areas of policing. The Committee is encouraged to provide feedback on scheduling additional community topics for discussion in 2025. During the January 15, 2025, regular meeting, we will review the final draft of the 2024 Annual Report, which will be presented to the City Co uncil early in 2025. Based on feedback from several Committee members and suggestions from staff, we have identified key areas of concern for the PAAC to consider as part of the 2025 Work Plan: • Police Academy Curriculum • Police Culture and Wellness. • Traffic Safety / Traffic Enforcement Page 2 of 3 Staff can also revisit the following topics: • Police K9 Program • Homelessness • Technology (Drones/ALPR) • Youth and Policing The work plan will provide the Committee with a clear framework to organize and prioritize their initiatives, helping to define the scope of their work for the entire calendar year and ensure a focused and structured approach to addressing key issues and o bjectives. The Committee should provide feedback and advice on these matters, and we suggest the Committee prioritize their selections for presentations at future meetings. By doing so, staff will be able to prepare detailed and informative presentations. Staff will try and present the topics based on the Committee's priority but may have to adjust to accommodate any scheduling conflicts. Once the Committee prioritizes the issues facing the San Rafael Police Department, staff will present them at regularly scheduled meetings throughout the year. If the Committee requires more time or information on a particular topic, it can be carried over until the Committee feels they have sufficient details to provide feedback. The Committee may adopt the suggestions presented by staff or propose alternative topics for discussion. The 2025 meeting schedule, adopted by the PAAC during the December 4, 2024 , meeting, does not include meetings in July or December. The table below provides a high-level outline of the 2025 work plan. Please note that the annual report was previously identified for the January 15, 2025, regular meeting. In addition, the City of San Rafael Public Works Department has asked to present on Traffic Speed Enforcement-Assembly Bill (AB) 43. AB 481 requires California law enforcement agencies to obtain approval of a Military Equipment Use Policy from their governing body. The San Rafael Police Department intends to present a report to the Committee in April before bringing the report to the City Council for consideration.
