PAGE 15 APPROACH AND METHODOLOGYSECTION D P AGE 16 SERVICE #1 - COACHING SERVICES One of the best ways public sector organizations can retain a high-caliber workforce is by investing in employees' personal and professional development. JGA's executive coaching team is comprised of experienced local government professionals who understand how to support the professional growth of the public servant.Leadership coaching is the process of working one-on-one with an employee, typically an executive, manager, supervisor, or “high-potential” individual, in a series of focused sessions to develop their professional impact. Coaching provides an opportunity for the participant to enhance their workplace self-awareness, tackle blind spots, clarify goals, unlock their potential, and have a trusted source for feedback and guidance. Coaching sessions provide a means for the participant to clarify and solve problems on their own; promoting ownership and successful implementation of their self-created strategies.JGA coaches subscribe to the “Brief Coaching” philosophy developed by Insoo Kim Berg and Peter Szabo. Essentially, the coach is responsible for ensuring the sessions are focused on results; think SWAT team- get in, tackle the mission, and go home better and stronger. Sessions examine future achievement and support the identification of successful strategies based on past experiences. JGA’s coaching approach is solution-focused. Executive CoachingJGA’s one-on-one executive coaching sessions provide tailored, strategic coaching to address specific challenges and growth areas for the coaching participant. Through these sessions, executives receive personalized support to enhance their leadership skills, strategic thinking, and overall performance. This individualized approach allows for deep self-reflection, helping executives gain insights into their strengths and areas for development. Mid-manager CoachingJGA’s one-on-one coaching sessions for mid-managers provides an opportunity for participants to receive personalized guidance and support around their unique needs, challenges, and professional goals. Our coaching sessions help mid-level managers navigate complex organizational dynamics that naturally occur within the role of mid-manager, including but not limited to, transitioning from granular tasks to a global role, shifting from colleague to supervisor, and building discernment in decision-making. As a result of mid-manager coaching, participants often experience stronger relationships with their teams and peers, improved skills in conflict resolution, and greater emotional intelligence. Managers come away with practical strategies they can implement in their daily roles, enhancing their ability to lead and manage their teams effectively. Each client engaged in JGA’s comprehensive coaching program may participate in the AEM-Cube Assessment to discover their own strengths, opportunities, and place in the greater team context. It provides a robust platform for understanding and unlocking the participant's capacities. By illuminating their unique contributions, coaches can guide clients in harnessing their strengths, both individually and in their interactions with others. (See page 19 for additional information on the AEM-Cube Assessment). PAGE 17 PAGE 18 SERVICE #2 - TEAMBUILDING AND JGA’s facilitation team will build a customized one-day teambuilding experience for your team. Top-performing teams take time away from the daily workplace grind to enhance team cohesion, engagement, and build alignment for future success. JGA’s teambuilding facilitation services are customized to meet client needs and include the opportunity to reflect on the existing operation and ensure the team is ready for inevitable future change and challenges. Facilitation services enable all members of the team to actively engage in the meeting process instead of having a designated team member take the role of facilitator and be excluded from group discussion. In advance of the off-site facilitation, JGA will survey a selection of attendees to explore expectations, topics of interest, and uncover individual and department needs. While maintaining participant confidentiality, findings will be shared with the leadership team in advance of the session, to solidify the agenda and seek any additional direction necessary for event success. While the final agenda is subject to client direction, we propose focusing on team cohesion and strategic alignment activities, integrating the AEM-Cube Assessment tool as a foundation for building cognitive diversity and team optimization. This session will strengthen connections between team members and the functions they are responsible for; while exploring innovations for future growth and success. We will then build upon these tools and focus on helping your team communicate and interact successfully. Customized facilitated services may include all or some components of the following services depending on the needs of the team: These sessions typically result in the following: 1. Improved communication2. Greater trust between team members3. Silo removal4. Teamwork solidification5. The assessment was created as the result of decades of research focused on understanding how high-performing teams tackle complex challenges and enhance performance. The AEM-Cube is a cutting-edge management tool that identifies and aligns the strategic diversity within an organization so that performance is optimized. Findings help management identify how teams interact and how to get the greatest contribution from each individual, team, and department, which in turn maximizes both productivity and collaboration. This exclusive suite of 3D tools visualizes where individuals contribute optimally to overall team and organization growth. The AEM-Cube is delivered as an online questionnaire that provides each team member with a comprehensive report describing where they add value and what this means in a team and organizational setting. Individual results are also compiled to provide a deeper understanding of the team’s limitations and opportunities. 1. Enhanced Communication2. Improved Team Collaboration3. Team Alignment4. Our approach emphasizes working collaboratively with your team to design and implement a program that exceeds your City's expectations. These workshops are designed to enhance the skills and capabilities of participants, fostering a more effective and collaborative work environment. Our customizable workshops are tailored to meet the specific needs of various departments or teams, ensuring that the training is relevant and impactful. On the following page we have provided a list of course options. Workshops can be held in-person or virtually and typically last from four to eight hours. In addition to our workshops, JGA can design a Leadership Development Series designed exclusively for the City of San Rafael. The Leadership Development Series will reflect your commitment to employee learning, growth, and development, emphasizing the importance of leading with courage, integrity, and a strong sense of personal and professional identity. The Series usually consists of monthly or bi-monthly eight-hour sessions over six to twelve months. Our facilitators incorporate a variety of best-practice adult learning techniques to ensure that participants are connecting with the material and are able to apply lessons learned to their respective roles in the City. JGA encourages a high level of engagement during training courses; role-playing, scenario discussions, team exercises, and small group work is fundamental to the transformational experience this Series provides. Each participant will leave our training experience with a greater sense of who they are as individuals and how their unique talents and skills have equipped them to better serve their teams, superiors, and organizations. While we have presented our approach for a mediation event between two participants, we can work with the City to meet any desired mediation services needed. When more challenging conflicts arise in the workplace, it can be beneficial to seek support from an external source. A neutral party often contributes to a more meaningful and successful resolution among misaligned individuals at a time when internal resources have been exhausted. Mediation OutcomeThe desired outcome for the mediation engagement will be communicated early in the process, with a guarantee in good faith by all parties that said outcome will be aimed for in earnest. It can be difficult to guarantee an outcome from a mediation engagement given the many variables of personnel history, temperament, skill set, etcetera. The structure outlined herein has been found to produce meaningful change in improved workplace interactions. Structure Step 1: The mediator will conduct a phone call with the requesters of the mediation to establish the desired mediation outcome. Requesters may include, but are not limited to, immediate supervisors, executive staff, and any affected parties. Step 2: The mediator will facilitate three, two-hour, in-person sessions with two mediation participants. In these sessions, the mediator will meet with each participant individually and may also meet with all participants collectively. The mediator retains full discretion over the best process approach for each unique mediation engagement. Step 3: In the event the desired outcome requires additional sessions, those may be arranged at the Organization's discretion. Step 4: The mediator will provide two weeks of support to the mediation participants at the conclusion of the engagement, as well as an opportunity to debrief non-confidential aspects of the outcome. Confidentiality/ImpartialityAll information shared by a mediation participant, whether written, verbal, or otherwise, remains confidential with the mediator. It will only be shared with the permission of the participant. All information shared by participants in the collective setting will remain confidential among the parties present. It will only be shared with the permission of those parties. The mediator has an ethical responsibility to break confidentiality if the mediator suspects a party or another person may be in danger of physical harm. While the mediator remains confidential, communication from the requester with regard to day-to-day observations, continued insights, and additional context related to the conflict at hand during the term of the mediation engagement, are all welcome communications for the mediator. The mediator remains impartial throughout and after the mediation process. The mediator continues to champion the outcome stated at the outset of the mediation engagement. PAGE 22 City's Role in the Mediation ProcessFor the term of the mediation engagement and beyond, the mediation parties will be best served by an organization that promotes humility, psychological safety in the workplace, and a culture of authentic collaboration. During the term of the mediation, the mediator is available to provide passive resources (i.e. brief conversations, books, articles, etc.) to the requester to this end. The insurance coverage required of the CONSULTANT in subparagraph A of this section above shall also meet the following requirements: 1. Except for professional liability insurance or workers’ compensation insurance, the insurance policies shall be specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additional insureds (for both ongoing and completed operations) under the policies. 2. Any v 08.22 B-3 such provisions are to be deleted with reference to CITY. It is not the intent of CITY to reimburse any third party for the cost of complying with these requirements. There shall be no recourse against CITY for payment of premiums or other amounts with respect thereto. C. Deductibles and SIR’s. Policies containing any self-insured retention (SIR) provision shall provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other additional insured party. At CITY's option, the deductibles or self-insured retentions with respect to CITY shall be reduced or eliminated to CITY's satisfaction, or CONSULTANT shall procure a bond guaranteeing payment of losses and related investigations, claims administration, attorney’s fees and defense expenses.
