San Rafael City Hall, Third Floor Conference Room 1400 Fifth Avenue, San Rafael, CA 94901 Hybrid Meeting via Zoom Minutes Present: Chair Mooney Member Bergman Member Vicente (arrived 6:02 p.m.) Member Kuhn, Alternate Absent: Member Callagy Vice Chair Kyle CALL TO ORDER Chair Philip Mooney called the meeting to order at 6:00 P.M. Member Callagy and Vice Chair Kyle were absent, and Alternate Member Kuhn served as a regular voting member for the meeting. MINUTES 1. Approve regular meeting minutes of August 7, 2024. AYES: Members: Bergman, Kuhn, Vicente, Mooney NOYES: Members: None ABSENT: Members: Callagy, Kyle Motion passed 4-0. SPECIAL PRESENTATIONS 2. Transit Center Relocation Project On behalf of the Golden Gate Bridge Highway and Transportation District, Adam Dankberg from Kimley-Horn presented on the current project status, highlights from 2024 public engagement activities, bike facility update and next steps. The project is currently seeking environmental clearance before working towards right-of-way certification and developing a final project design. Questions from the Committee included: how will vehicles turn onto Tamalpais and what do the vehicle movements look like, what can the future developments area be, what bicycle storage facilities will look like in the area and how will cyclists get to them, what will be expected pedestrian crossing movements on Hetherton, is there space reserved for bike shares, will there be traffic backup in the newly created intersections between 3rd St and 4th St, and can a bicycle queue spot can be put on the corner of 3rd St. Adam and Staff responded to questions from the Committee. OTHER AGENDA ITEMS 3. Other Agenda Items a. Informational Report on Assembly Bill (AB) 43 Strategy Recommended Action – Accept Report. On behalf of Staff, Jimmy Jessup from Parametrix presented the verbal report and presentation slides on proposed downtown speed limits, including identified 20 miles per hour speed zones and speed limit reductions with the application of AB43. Questions from the Committee included: how do collision statistics on 2nd and 3rd St compare with the other streets in the downtown area, can more speed limit signs be installed, why the proposed lowered speed limits does not extend further West of E St, what do the speed survey results indicate, and what are the current project limits. Jimmy and Staff responded to questions from the Committee. Chair Mooney invited public comments. Speakers: Shinji, Names Withheld (3 members of the public) Jimmy responded to questions raised during public comment. The Committee is in support of the proposed speed limit reduction in the downtown area. Member Kuhn moved, Member Bergman seconded, to receive the verbal report. Metropolitan Transportation Commission (MTC) Regional Measure 3 (RM3) Safe Routes to Transit and Bay Trail Grant Application for Bellam Boulevard Shared Use Path & Review of Complete Streets Checklist Recommended Action – Accept report. On behalf of Staff, Jimmy Jessup from Parametrix presented on the verbal report and presentation slides for the Canal Neighborhood Bellam Gateway Local Access Improvement project. Through collaboration with the Transportation Authority of Marin (TAM), the project will implement pedestrian and bicycle safety facilities, enhance transit, and connect the regional transportation network in the Canal community to the rest of San Rafael along Bellam Blvd. Questions from the Committee included: how will pedestrians navigate across Bellam, how much of the project will the grant fund, what buffers are proposed on Jacoby St for bicyclists, what will accessibility look like from Jacoby St to the trail, how will Anderson connect to Bellam via the bike path, would it be possible to provide a bi-directional bikeway in the future, are there opportunities for adding shade, trees, and amenities in the area, and if the City needs a support letter from BPAC . Jimmy and Staff responded to questions from the Committee. Chair Mooney invited public comments. The Committee is excited to see the project and Chair Mooney will provide a letter in support on from BPAC . Member Kuhn moved, Member Vicente seconded, to receive the verbal report. AYES: Members: Bergman, Kuhn, Vicente, Mooney NOYES: Members: None ABSENT: Members: Callagy, Kyle Motion passed 4-0. STAFF LIAISON REPORT 4. Staff Liaison Report: Assistant Public Works Director Joanna Kwok reported on status for the Citywide Bicycle and Pedestrian Plan (CBPP) Update, Spinnaker Point Traffic Calming Pilot, Lincoln Ave Safety Corridor Request for Proposals (RFP), 2nd and 4th St Intersection Improvements Project, and the US 101/I-580 Multimodal and Local Access Improvement Project. COMMITTEE REPORTS 5. Committee Report: Chair Mooney reported on the US 101/I-580 Multimodal and Local Access Improvement Project and encouraged the public to visit the project website for additional information and to review the latest project design. OPEN TIME FOR PUBLIC EXPRESSION Name Withheld spoke related to the Francsico Blvd E widened sidewalks and wondered if bicycle sharrows on the sidewalks by apartments near Mi Tierra and going towards Picante would make the Canal residents feel safer. Name Withheld added that Dominican has something similar that lets pedestrians know that it’s shared with bicyclists. Name Withheld mentioned excitement of everything happening and being planned.
