Present: Vice Mayor Bushey Councilmember Kertz Councilmember Llorens Gulati Mayor Kate Absent: Councilmember Hill Also Present: City Manager Cristine Alilovich City Attorney Rob Epstein City Clerk Lindsay Lara Mayor Kate called the meeting to order at 6:00 p.m. and invited City Clerk Lindsay Lara to call the roll. All members of the City Council were present, except for Councilmember Hill. Mayor Kate provided opening remarks which included gratitude to City Staff, especially the first responders and Department of Public Works for keeping the community safe, guidance on how to report an issue on the city’s website and a land acknowledgment. City Clerk Lindsay Lara announced there would be Spanish language interpretation for Agenda Item 6.a and Open Time for Public Expression. She informed the community that the in-person meeting would also be recorded and streamed live to YouTube and through Zoom. She noted the two- minute timer for public comment and closed captioning on Zoom. OPEN SESSION 1. None. CLOSED SESSION 2. Closed Session: - None. 2 CITY MANAGER AND COUNCILMEMBER REPORTS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 3. City Manager and Councilmember Reports: City Manager Cristine Alilovich reported on: • Wildfire Preparedness meetings to be held on Thursday, February 6, in Council Chambers (and via Zoom), at 6 p.m. and on Tuesday, February 11, a virtual-only meeting at noon • Park & Recreation Commission meeting to be held on Thursday, February 13, at 6 p.m. regarding the Terra Linda Park and Community Center enhancement plan • Proposed Residential Parking Permit Program in East San Rafael and Bret Harte Neighborhood Update • Boards, Commissions and Committees vacancies on the Pickleweed Advisory Committee, Planning Commission and Voter Approved Tax Oversight Committee • Free Winter Show (with over 75 Bay Area artists) to be held at Falkirk Cultural Center Tuesday through Friday, 1-4:30 p.m. and Saturday from 10-2 p.m., through February 21 City Councilmember Reports: • Vice Mayor Bushey reported on a Marin County Council of Mayors and Councilmembers (MCCMC) meeting (where they welcomed Councilmember Llorens Gulati to join the Marin Transit Board), as well as, a San Rafael Library Foundation meeting regarding Measure P. She expressed appreciation to the Department of Public Works for placing a generator in Peacock Gap to generate the power necessary to pump out the water storage. • Councilmember Kertz reported on Marin Wildfire Prevention Authority meetings, a MCCMC meeting, a City/County Schools meeting and a Cal Cities Policy Committee for Community Services meeting. • Councilmember Llorens Gulati reported on 2025 Marin Sea Level Rise BayWAVE meetings, a Cal Cities Environmental Quality Policy Committee meeting, the first community meeting on the Proposed Residential Parking Permit Program, the MCCMC meeting (where she joined the Board for Marin Transit) and a Karma Club visit in Terra Linda. • Mayor Kate reported on a Transportation Authority of Marin (TAM) meeting (and was appointed as Vice Chair for TAM), Sonoma Marin Area Rail Transit (SMART) and a Marin Gun Safety Collaborative meeting. Voter-Approved Tax Oversight Voter-Approved Tax Oversight Committee Annual Report for Fiscal Year (FY) 2023-24 (Fin) Accepted report c. Merit Pay Award and Equity Adjustment for the District Manager/Engineer of the San Rafael Sanitation District Resolution Approving a 5% Merit Pay for Doris Toy, District Manager/Engineer, San Rafael Sanitation District (SRSD); And, Resolution Approving and Authorizing a 17% Equity Adjustment to the District Manager/Engineer Position Effective July 1, 2024, an Updated Salary Schedule for Unrepresented Executive Management to Reflect the Change, and Supplemental Budget Appropriation (HR) Resolution 15367 - Resolution Approving a 5% Merit Pay Award for Doris Toy, District Manager/Engineer of the San Rafael Sanitation District, for Fiscal Year 2023-2024 Performance of Duties Resolution 15368 - Resolution Approving a 17% Equity Adjustment to the District Manager/Engineer Position, a Supplemental Budget Appropriation, and Authorizing the Modification of the Salary Schedule for Unrepresented Executive Management d. Special Presentations: a. Presentation from Caltrans on the Manuel T. Freitas and Highway 101 Roundabout Public Works Director April Miller introduced Daniel Cuellar (Caltrans), and Matt Korve (AECOM) who gave a presentation. Canal Broadband Feasibility Study Final Report Canal Broadband Feasibility Study Informational Report (DS) Digital Service & Open Government Director Sean Mooney, Digital Infrastructure Manager Vinh Pham and Bruce Patterson, Entry Point presented the Staff Report. Staff responded to questions from the City Council. Mayor Kate invited public comment. Speakers: Marcos Montos, Comcast, Laura McMahon,Legal Aid Marin, Marina Palma Staff responded to questions from the community. City Council provided comments. Councilmember Llorens Gulati moved and Councilmember Kertz seconded to accept the Canal Broadband Feasibility Study Informational Report.
