STUDY SESSION a. City Council Goals and Objectives Workshop The City Council will conduct a goals and objectives workshop, facilitated by Jacob Green and Associates, Inc. The purpose of the workshop is to build alignment around the City Council’s vision for this next three-year goals and objectives plan period. The City Council will review and discuss draft goals and objectives which will inform the City’s budget development process and provide a roadmap for organizational success ADJOURNMENT: Draft 2026-2028 Goals and Objectives **Goals are not in ranked/priority order** Page 1 of 8 Priority Area A - Economic and Neighborhood Vitality San Rafael has vibrant neighborhoods and a strong economy A.1 Strengthen the local economy by supporting existing businesses and attracting new enterprises. A.1.1 Reduce commercial vacancies through business attraction efforts and enhanced customer support via the San Rafael GO Program. A.1.2 Collaborate with community-based service organizations to support programs that address local workforce development, entrepreneurship, and economic resiliency. A.1.3 Explore new revenues to fund economic growth and vitality, such as partnering with the County of Marin to identify mutually beneficial investments. A.1.4 Collaborate with stakeholders and community partners to conduct a feasibility study of a day laborer center/hiring hall. A.2 Maintain and enhance neighborhood and business beautification, district cleanliness, and visual appeal. A.2.1 Explore a community branding and/or gateway signage program that highlights neighborhoods and community assets. A.2.2 Implement a comprehensive, citywide illegal dumping program. A.2.3 In partnership with the County of Marin and community partners, revise the Street Food Vending ordinance and conduct enforcement as necessary. A.3 Streamline and modernize the City's land use regulatory framework to facilitate equitable development and growth. A.3.1 Update the City’s Objective Design Standards. A.3.2 Review and update development impact fees to maintain cost recovery and address increased demand for public safety services. A.3.3 Update the Citywide Zoning Ordinance to conform with the General Plan 2040. A.4 Enhance neighborhoods to be the most resilient, diverse, and vibrant places to live, work, and visit through coordinated investments and polices that support business growth and expand economic opportunities. A.4.1 Deliver placemaking elements through Downtown San Rafael Art District funded public art projects. A.4.2 In partnership with the downtown stakeholders, continue pursuing the development of a Downtown Community Benefit Improvement District. A.4.3 Develop a Northgate Specific Plan. A.4.4 Develop an East San Rafael Specific Plan that coordinates with Canal Alliance and the East San Rafael community on developing their community vision plan (Nuestro Canal, Nuestro Futuro), and the City’s inclusive resident engagement philosophy and program. B.1.1 Update the Americans with Disabilities Act Transition Plan. B.1.2 Implement a website Americans with Disabilities Act implementation plan to ensure compliance with federal requirements for accessibility and usability. B.1.3 Evaluate the current municipal code and City Charter to make them more accessible, understandable, and gender inclusive, including developing a strategy to place an updated City Charter on the ballot. B.2 Provide for the meaningful involvement of the community in local governance and policy making, regardless of their protected class or immigration status. B.2.1 Develop an inclusive, resident led community engagement program to bring all members of the community into decision-making for major projects and initiatives. B.2.2 Establish a citywide stipend policy to ensure that community members are compensated appropriately for providing their expertise, lived experience, and invaluable feedback to the City. B.2.3 Implement the City’s Language Resource Access Plan to improve multilingual engagement practices. B.2.4 Hold community meetings in Spanish with English interpretation based on community needs, provide interpretation services for public meetings upon request, and analyze best practices for increasing inclusivity. B.2.5 Proactively address the needs of San Rafael’s vulnerable populations through collaboration with community-based partners. B.3 Build organizational capacity for equity through candidate sourcing and recruitment, professional development, and retention strategies that increase diversity among City staff, elected officials, and commission members. B.3.1 Recruit for boards, commissions, and committees to ensure diversity. B.3.2 Develop and invest in strategies to attract, recruit and retain a diverse workforce. B.3.3 Develop and implement a strategic roadmap to guide the City’s Diversity, Equity, Inclusion & Belonging initiatives. B.3.4 Implement strategies to increase the diversity of recruitments to attract and hire qualified candidates from diverse backgrounds. B.4 Create and implement equity-centered policies and programs that enhance quality of life. B.4.1 Prioritize public investment and capital improvement projects in underserved communities by using benchmarks and indicators such as household income, the presence of children and older adults, and past investment to inform decisions about the location of future public investments. B.4.2 Develop guidance on ways to incorporate an equity and climate justice lens into City project planning and implementation. C.1.1 Explore, through a partnership with the County of Marin, the implementation of a longer-term housing-focused shelter, fortified with strong case management services to help transition unhoused community members into permanent supportive housing. C.1.2 Continue to take a leadership role to support the countywide coordinated entry system and Project Homekey-type efforts to reduce homelessness in San Rafael. C.1.3 Develop and implement a community engagement and communications plan related to homelessness. C.1.4 Develop a Homelessness Strategic Action Plan to guide future work relating to homelessness. C.1.5 Increase and secure additional funding sources for program operations that reduce homelessness in San Rafael. C.2 Expand housing options across all affordability levels throughout the City. C.2.1 Evaluate the Below Market Rate program model; identify opportunities to better leverage affordable housing assets and increase impact. C.2.2 Evaluate policy options regarding fee waiver or deferrals for affordable housing projects. C.2.3 Evaluate City-owned surface parking lots for disposition and development of potential affordable housing sites. C.3 Implement comprehensive housing policies and programs that promote fair housing practices, ensure housing habitability and maintenance, and create residential communities of all income-levels. C.3.1 Evaluate the effectiveness of existing tenant protection policies and consider revisions as needed.  C.3.2 Explore policies to protect renters and low-income earners from increasing housing prices and uncertain economic conditions. C.3.3 Analyze data from Housing Inspection Program and residential complaints to identify properties with sub-standard housing conditions and develop a systematic, cross-divisional approach to improve housing inventory conditions. D.1.1 Develop and begin implementing a plan to transition the City’s fleet to zero emission vehicles. D.1.2 Complete a facility electric vehicle charging infrastructure upgrades project. D.1.3 Work with transportation partners to implement the Electric Vehicle Acceleration Strategy and reduce community vehicle miles traveled and increase active transportation. D.1.4 Increase community composting, revise City purchasing policies, and work with Zero Waste Marin and Marin Sanitary Service to implement and comply with SB 1383, the Short-Lived Climate Pollutant Law. D.1.5 Reduce community building energy use through streamlined processes, incentive programs, community education, and engagement tools in conjunction with the County Building Electrification Roadmap. D.2  Strengthen community preparedness for natural hazards. D.2.1 Identify, fund, and implement priority Local Hazard Mitigation Plan projects. D.2.2 Continue implementing the Wildfire Action Plan and maintain initially completed projects. D.2.3 Prioritize and implement building code policies to support community resiliency in the built environment. D.2.4 Research and identify programs, policies, and incentives to improve defensible space with an emphasis on zone zero (0-5 feet from homes and structures). D.3  Develop equitable disaster preparedness and recovery systems that serve all community members. D.3.1 Improve citywide preparation and readiness for evacuations through outreach, training, and capital improvements. D.3.2 Coordinate and support CERT, NRG, Firewise, and similar grassroot groups with training, drills, and resources. D.3.3 Strengthen community resilience through coordinated training opportunities covering life-saving skills, disaster and emergency preparedness. D.4  Create and implement comprehensive adaptation strategies to address flooding and sea level rise. D.4.1 Identify funding opportunities for increased investment in the maintenance & repair of existing water, shoreline, and other critical infrastructure to keep residents safe and reduce flood risk. D.4.2 Implement existing policy and program commitments in the General Plan 2040 to prepare for sea level rise. D.4.3 Secure funding & partnerships to develop a Sea Level Rise Adaptation Plan to comply with SB 272. D.4.4 Explore a formal collaborative public-private-philanthropic partnership as a foundation for climate adaptation. D.5.1 Develop and implement a multi-year training and exercise plan for Disaster Service Workers and Emergency Operations Center staff. D.5.2 Review, update and provide continued training for staff on the City’s Emergency Operations Plan. D.5.3 Develop a Continuity of Government Plan. D.5.4 Research and invest in technology to support internal alerting and accountability capabilities and redundancies. Priority Area E: Mobility and Infrastructure Invest in and maintain the City’s infrastructure, streets and facilities. E.1 Develop and maintain an integrated, multi-modal transportation network that serves all users effectively and safely. E.1.1 Develop and adopt an updated Citywide Bicycle and Pedestrian Plan. E.1.2 Design and construct the Canal Neighborhood Active Transportation Experience project. E.1.3 Conduct East San Rafael Canal Crossing feasibility study (aka swing bridge). E.1.4 Design and construct Second Street and Fourth Street intersection improvements. E.1.5 Analyze the City’s long-term parking needs and identify strategies to adapt to new parking laws and urban development trends. E.2 Enhance transportation safety and traffic management systems and policies. E.2.1 Develop and adopt a Vision Zero Action Plan to guide safety improvements. E.2.2 Launch and evaluate pilot programs for traffic calming measures to improve neighborhood safety. E.2.3 Take steps to comply with AB413 (day lighting) and AB43 (speed limits). E.2.4 Upgrade outdated traffic signals to modern systems with enhanced capabilities for managing traffic flow per the 2040 General Plan. E.3 Implement systematic maintenance and improvement programs for public assets and infrastructure E.3.1 Develop Citywide Buildings and Facilities Plan to identify deferred maintenance and unmet facility needs. E.3.2 Assess and track the condition of the City’s assets and ensure timely communication about potential service impacts. E.3.3 Enhance infrastructure quality through the development of design standards for work within the public right of way. E.3.4 Execute a comprehensive pavement management program to maintain road quality at a “Fair” Pavement Condition Index (PCI) rating across the City’s roadway network. E.4 Improve stormwater infrastructure and management E.4.1 Implement trash capture projects to reduce pollutants in local waterways and work towards the State mandated trash reduction requirements. E.5.1 Establish and maintain relationships and coordinate with state, local, and regional partners on major infrastructure projects. E.5.2 Pursue grants and secure funding for infrastructure improvements. Proposed Priority Area F: Quality of Life: Safety, Wellness, and Belonging San Rafael is a safe, healthy, and thriving community. F.1 Ensure police, fire and emergency medical services meet evolving community needs through increased engagement, innovation, training, and operational excellence. F.1.1 Ensure police and fire department response times and services can meet the needs of future developments by identifying funding sources to address service level impacts of population growth. F.1.2 Implement data-driven deployment models to improve EMS and Fire Department response times. F.1.3 Strengthen mutual aid agreements and regional collaboration for large-scale incidents. F.1.4 Implement a proactive fire code compliance program, emphasizing education before enforcement. F.1.5 Develop a public-private partnership to retrofit older buildings with modern fire protection systems, such as sprinklers and fire alarms. F.2 Promote community safety through innovative programs that strengthen neighborhood security and foster resident engagement in public safety. F.2.1 Improve service to the community by reducing emergency response times of Priority 1 police calls. F.2.2 Explore options for expanding the Specialized Assistance for Everyone (SAFE) team to meet the needs of the San Rafael community. F.2.3 Integrate safety and crime prevention as a key priority in all infrastructure development and improvement plans/project. F.2.4 Reduce dangerous driving behavior and the number of collisions resulting in injury through enforcement and education efforts. F.2.5 Leverage technology solutions to improve public safety response efficiency. F.3 Maintain and improve parks, libraries, recreation facilities, and outdoor spaces to ensure they are clean, safe, and accessible for all community members. F.3.1 Leverage Measure P funding to advance the development of the Albert Park Library and Community Center while planning adaptive reuse strategies for the historic Carnegie Library. F.3.3 Complete the Pickleweed Library Renovation. F.3.4 Complete renovations of the Pickleweed Preschool facility. F.3.5 Renovate/replace play area and pathway improvements at Gerstle Park. F.4 Deliver diverse recreational, cultural, and literary programs that engage all residents and respond to evolving community interests. F.4.1 Complete a Library and Recreation Program Evaluation and Plan to identify opportunities for improvements in program offerings. F.4.2 Evaluate and implement options for providing enhanced library services in North San Rafael. F.4.3 Update the Special Event Permitting program to streamline the special events process, and outline opportunities for partnerships with the City. Priority Area G: High Performing Government – Innovative, Inclusive & Accessible City Services are easy to use and work everyone G.1 Establish systems and metrics for data-driven decision making across all departments to improve service delivery and program outcomes. G.1.1 Establish performance management practices to support the City Council, leadership and staff in tracking progress towards City goals and objectives. G.1.2 Identify ways to improve the City’s ability to measure community sentiment and satisfaction with City services. G.1.3 Implement a community relationship management (CRM) solution to improve tracking and response to community questions and requests. G.1.4 Continue the implementation of asset management program to include work order system and a deferred maintenance plan. G.2 Modernize City systems and operations to improve service delivery, customer experience, responsiveness, transparency, and resource utilization. G.2.1 Evaluate, identify, and implement technology solutions which streamline and improve internal administrative processes (i.e. enterprise resource planning, virtual permitting systems, records and information management). G.2.2 Develop and implement a citywide strategic communications strategy that improves proactive storytelling, increases two-way engagement, and builds consistent communications practices across the City, both within the organization and with the community.
