Councilmember McCullough moved to approve the staff recommendation extending the moratorium
through the end of this calendar year, but exempting sole proprietors from the effect of the moratorium.
Councilmember McCullough added, that while aspirational and not part of the motion, that staff do their
utmost in the next 6 months to determine whether or not the moratorium was of value, vis-a-vis the
certified and non -certified establishments, and if so, report back, perhaps before the end of this year, on
whether it was worth continuing with the moratorium.
Councilmember McCullough moved and Councilmember Bushey seconded to approve the staff
recommendation extending the moratorium through the end of this calendar year, but exempting sole
proprietors from the effect of the moratorium.

staff come back in the course of this year, ideally in six months, with a report to council on the efficacy of
the blanket moratorium, and the unintended consequences on sole proprietors.

Councilmember Gamblin withdrew his motion
Mayor Phillips moved to accept the staff report in its entirety, with the exception of allowing sole
practitioners to relocate
Councilmember Gamblin clarified that the motion would be exempting the existing sole proprietors
allowing them to move their practice if they so desired; however, new sole providers would fall under the
moratorium
